BENGALURU: In a new development in the 2003 sensational Bengaluru 'Ring Road Murder' case - where a young woman plotted her fiance's murder with the help of her boyfriend - the Supreme Court on Monday upheld the life sentences of prime accused Shubha Shankarnarayan and her three aides.
While the top court not only upheld the convictions, it also gave the convicts eight weeks to file mercy petitions before the Karnataka governor. The court ruled that the convicts, currently on bail, should not be arrested until that window expires.

On the night of Dec 3, 2003, BV Girish, 27, took his fiancee Shubha, then 20, out for dinner. She was a fifth-semester LLB student while Girish worked for an MNC. The two had got engaged on Nov 30.
The families had known each other for years, but what they didn't know was that Shubha was in love with Arun Varma, 19, her junior in the college.
Empathy for Shubha's confusion could have averted tragedy: SC
After dinner, Shubha wanted to see aircraft take off and land at HAL airport. Girish took her to a viewing point on Inner Ring Road. Both stood facing the runway. As Girish stood watching the planes, assailants attacked him on the head with a two-wheeler's shock absorber.

He succumbed to grievous injuries the next morning at a private hospital.
Then police inspector from Viveknagar station, KA Nanaiah, cracked the case with the help of mobile call detail records (CDRs) which was relatively new in those days. Police arrested Shubha, Arun and his associates, Venkatesh and Dinesh.
In July 2010, a local court found all four guilty and sentenced them to life imprisonment. The court concluded that it was a pre-planned murder as Shubha wanted to marry Arun.
The convicts appealed in Karnataka high court which upheld the trial court's orders of life imprisonment.
In 2012, Shubha moved the Supreme Court challenging the conviction and was granted bail. Later, the others too walked out on bail.
Passing the orders Monday, a two-judge SC bench comprising Justice MM Sundresh and Aravind Kumar observed, "We do not wish to end our judgment by merely rendering a conviction. We do believe that this court has a little more role to play."
The court observed that the unfortunate incident could have been averted had the family shown greater empathy in understanding Shubha's mental confusion. "Despite having attained the age of majority, she was unable to decide for herself. Having said so, we cannot condone her action as it resulted in the loss of a young innocent man. We would only state at this juncture that Shubha committed this offence by adopting the wrong course of action to address her problem," the court said.
"We now choose to examine the matter from a different lens - one that considers the possibility of offering the appellants a chance at rehabilitation," the court noted.

Ritlal's teacher wife to face action for biz partnership

Patna: Rinku Devi, wife of incarcerated Danapur MLA Ritlal Yadav, is set to face legal action for being a partner in a construction company while serving as a govt school teacher in Patna. ADG (headquarters) Kundan Krishnan has written a letter to the additional chief secretary (ACS) of the education department, S Siddharth, for action against Rinku. Rinku is a contractual teacher employed at Kothwa Mushari Vidyalaya in Patna district. However, an investigation revealed that she was involved in business activities as a partner of a construction firm. Bihar STF is already reviewing a case related to RJD MLA Ritlal Yadav, and his family has come under administrative and legal scrutiny. In the letter sent to the education department, it has been mentioned that Rinku has been a partner in a firm named "Vijay Construction" since Nov 11, 2017. This came to light during the investigation of a case registered at Khagaul police station. The ADG stated in his letter that indulging in commercial activities while being in govt service is a violation of the Bihar Govt Servant's Conduct Rules, 1976, and the Bihar govt's 2024 notification for the code of conduct. Illegal sale of fireworks, illicit import of Chinese fireworks caused loss of 40% to fireworks traders, says federation

Federation of Tamil Nadu Fireworks Traders have alleged that illegally functioning online sale of fireworks and illicit import of Chinese fireworks has caused a loss of ₹800 crore to the fireworks traders of the country during 2024 Deepavali season. Talking to reporters here on Tuesday, the federation president V. Raja Chandrasekaran said that despite the Supreme Court banning taking online orders and sale of fireworks in 2018, the illegal online sale continued. 'This has been more pronounced in Tamil Nadu, Kerala, Karnataka and Andhra Pradesh. Before it spreads to other States, the Government should ensure that no online sale of fireworks could be done,' he said. Besides, stealth import of Chinese goods continued, he charged. He pointed out that even recently, Chinese fireworks worth ₹35 crore were seized in Mumbai. 'The combination of online sales and Chinese imports had affected the business of traders to the extent of 40%, which is around ₹800 crore to ₹1000 crore, during Deepavali season 2024,' he said. The federation would proceed with a case of contempt of court for allowing online sale of fireworks besides initiating criminal case, he said. License for fireworks shops Mr. Chandrasekaran complained that applications submitted for permanent cracker shops in February and March 2025 were yet to be processed. 'The process should have been completed within two months,' he said. Besides, the license for permanent cracker shops is issued for five years under Explosives Act 2008. However, since the Department of Fireworks and Rescue gives no-objection certificate for only one year, the Revenue Department was giving license for only one year in many districts, he complained. Besides, he insisted that the inordinate delay in giving license for temporary cracker shops during Deepavali season was taking a huge toll on the traders. 'The applications should be invited 90 days before Deepavali and the 15-day license should be given one month ahead of Deepavali to help the traders plan their business,' he said. The federation secretary, N. Elangovan, was present.
