Council announces increases in cost of parking
Leicester City Council has announced plans to increase the cost of parking in the city.
The authority said it needed to raise charges to address rising costs amid an ongoing "budget crisis".
It said the increases would be implemented in mid-May and would bring the authority's charges into line with those of private car park operators.
It estimated the rise would generate an additional £1.1m in parking revenue each year.
The council said it was only the second time in 10 years it had made a decision to increase parking charges.
It currently costs £2 for a one-hour stay in a city centre council-run car park but that will increase to £2.50.
Costs for a three-hour stay will rise from £4 to £5, and from £5 to £6.30 for a four-hour stay.
Standard fees for evening parking in car parks will also be charged, with the cheaper Night Owl rates due to end, the council said.
On-street parking bays will see charges rise from £2 to £2.50 for one hour, with varying charges for longer stays, depending on the location.
Free on-street parking on Sundays will be scrapped, with standard rates being charged instead.
Car parking fees at the city's parks will also rise, with costs starting at £2.20 for a two-hour stay, up from the current £2.
The council said parking charges at Victoria Park would be brought into line with other city centre car parks, starting at £1.30 for a one-hour stay - an increase of 30p.
A two-hour stay at Victoria Park will cost £2.50, up from the current £2.
City mayor Sir Peter Soulsby said: "Increasing car parking charges is not a decision we take lightly.
"However, running costs across our car parks and parking services have risen and, like most councils, we continue to face a severe budget crisis.
"With this in mind, we are introducing revised parking fees and charges that are proportionate and very similar to what other operators and cities are charging for car parking.
"Any additional revenue from our parking charges is always reinvested in highways and transport maintenance and improvements."
He said the increase also reflected the rise in the national bus fare cap, from £2 to £3, in January.

Threads is finally getting a DM inbox
Meta CEO Mark Zuckerberg said today that the company's social network Threads will finally begin testing a separate DM (direct message) inbox that's separate from users' Instagram DM Inboxes. This means Threads users won't have to use Instagram or switch apps to chat with someone on the platform. The company will initially test this feature in limited geographies, including Hong Kong, Thailand, and Argentina, with plans to roll it out in other locations soon. The chat feature is currently limited to one-on-one conversations, not group messages. This will likely be seen as a positive development for Meta's newest social network. As TechCrunch previously noted, many people have a different set of followers on Threads as compared with Instagram. Plus, there's a chance that some number of Threads users don't often use their Instagram accounts, if they use the app at all. Instagram has been thinking of how to approach Threads DMs for some time. Last year, the company was working on a prototype that allowed users to send a message to their Instagram inbox directly from the Threads app. In 2023, Instagram head Adam Mosseri also said that the social network hoped to make the Instagram inbox work for Threads. His thinking at the time was that people have similar followings on both social networks, which is not always true. When Threads debuted in July 2023, it was heavily dependent on Instagram's network effects, with features that immediately connected Instagram users with their friends and other creators. But after more than 20 months of existence, the company realized that people were forming different kinds of networks on Threads, due to its public nature and similarities with other short-form apps like X and Bluesky. Meta's Threads to test direct messaging feature in select markets

Users in select markets, including Hong Kong and Thailand, will get a dedicated inbox for direct messages on the app as part of the test, eliminating the need to switch to Instagram's messaging platform, CEO Mark Zuckerberg said on Tuesday. Meta said messages on Threads will not be encrypted for now. Threads and Instagram have long been intertwined as part of Meta's plans to leverage the image and video sharing platform's massive user base to better compete with services such as X, TikTok and Reddit for digital ad dollars. Launched in 2023 as a competitor to Elon Musk's X, then known as Twitter, following his chaotic takeover of the platform, Threads quickly attracted consumers and now boasts over 350 million monthly active users. Meta announced the expansion of advertising on Threads to all eligible advertisers globally in April. However, the company has said it did not expect Threads to be a "meaningful driver" of revenue growth in 2025. Research firm Emarketer expects Threads' U.S. monthly active users will grow 17.5% to 60.5 million by next year, surpassing X, whose user base is expected to decline 14.4% to 50 million. U.S. trade restrictions and the rise of AI‑powered ad targeting have pushed social media platforms to enhance their offerings, adding distinctive features and sharper user experiences to stand out in a saturated market.
