Monsoon session: Parliament proceedings washed out again amid opposition stir
In Rajya Sabha, deputy chairman Harivansh rejected 20 notices given by members seeking suspension of listed business to discuss on five issues, including the SIR exercise, saying it "appears that notices under Rule 267 are being used as a tool to create disorder in the House". His observations resulted in a uproar from opposition.
He said 56.49 hours of the House's time has so far been lost. Rajya Sabha was adjourned for the day a little after noon amid opposition protest, which highlighted Congress's allegation of "vote chori" by "BJP-EC" in elections.
TMC's Derek O'Brien said, "Today, on behalf of all of us, let's make a commitment that on Monday morning, we will submit 40 notices and all will be on SIR." CPM's John Brittas said Rule 267 should be scrapped, while Congress's Pramod Tiwari said discussion on the SIR issue should be taken up.
In LS, opposition raised slogans against the SIR exercise. Some were seen banging the Speaker's table, which was strongly objected to by Krishna Prasad Tenneti, who was in the chair.
"Yeh dhol nahi hai (this is not a drum). You cannot bang the table like this." the TDP MP said.
Despite din, five questions and supplementaries were taken up during 23 minutes of the Question Hour. Finance minister Nirmala Sitharaman withdrew Income Tax Bill, 2025.
A new version of the bill will be introduced in the Lok Sabha on Aug 11.

AI CAMERAS TO KEEP WATCH The assembly will now come under the surveillance of state-of-the-art Artificial Intelligence (AI) cameras. It will start as a pilot project in the monsoon session and will be fully implemented from the winter session. Through this technology, not only security but also the presence, activities and performance of the MLAs will be analysed. The AI-based cameras will have facial recognition technology, enabling them to identify the names and faces registered in the list of MLAs. Also, a detailed profile of every MLA will be fed into the system, which will include the name, party, constituency, gender, date of birth, photo and other personal details. Using AI technology, the system will record which MLAs attend the assembly, how long they stay, the number of topics they address, and the specific subjects covered in their speeches. Additionally, the AI will perform topic-based content analysis. CM INAUGURATES NEW DOME, RENOVATED HALL, CANTEEN The chief minister inaugurated a newly constructed dome at the entrance of Vidhan Bhavan, along with the renovated assembly hall number 15 and a VVIP canteen. SECURITY TIGHTENED AROUND VIDHAN BHAVAN Security around the Uttar Pradesh legislative building has been significantly increased. Local authorities have removed encroachments, streamlined vehicular movement, and additional forces will be deployed to ensure smooth and safe proceedings during the session.

Act against officials over voter list discrepancies: Akhilesh to EC

The Election Commission and the government should have taken measures to prevent irregularities. The BJP is adept at manufacturing fake voters and deleting genuine ones, but they have run out of tricks, and that's why irregularities are being caught.' He alleged that the EC ignored complaints during the bypolls. 'If the DMs of these districts are terminated, no discrepancies will be seen in the voter list. Until the EC suspends or removes such officers, it won't be able to stop the forgery,' he said. Commenting on allegations that Bihar deputy chief minister Vijay Kumar Sinha possesses two EPIC numbers, Akhilesh said, 'If the deputy CM of Bihar has two voter IDs, a booth in UP was looted at the behest of the chief minister. Can anyone imagine that?' He also claimed that education department officers posted in Ayodhya assigned duties to others, and that in Meerapur and Kundarki, DMs and police chiefs actively prevented people from voting. 'We all saw the video of a police officer with a pistol warning a woman against leaving her house. Was the EC sleeping then? That's why we presented a white cloth to the EC,' he said. Akhilesh further stated he would request the EC and the government to prevent such officials from 'becoming criminals'. 'When officers become criminals, who will act against them?' he asked. On the monsoon session of the UP assembly, commencing Monday and featuring a special 24-hour sitting, Akhilesh said, 'Why call a session for even three days? They should finish it in three hours. I am against the 24-hour session. The government hasn't worked in the last nine years, but now they want to keep people awake for nothing. School mergers, floods, inflation, farmers' woes and injustice will be our main issues in the assembly session.'
