
Penang2030 key targets 80% achieved, says CM
Long-term projects like the Mutiara Light Rail Transit (LRT) Line and Silicon Island, he said were progressing and could be considered part of the completed targets once approvals were in place.
'I look at it as 80% achieved. It may take time to complete but we look at it as being achieved as it is moving forward.
'Under the Penang2030 vision, some of it has been achieved while some are in the process of being carried out and some need to be updated to change with the times.'
He added that even after his term as Chief Minister ends, some projects would not be completed, but there would be a strong foundation.
'The coming administration will not need to start from the ground up,' said Chow in a press conference at his office to launch a series of short videos showing the impact of the Penang2030 vision.
The series titled 'Penang2030: Seiring Sehati' (Together in unity and spirit), comprised 12 short videos, each showcasing stories of Penang citizens from diverse backgrounds - from fishermen to entrepreneurs and homemakers to youth - whose lives have been enhanced through the implementation of policies and initiatives under the Penang2030 roadmap.
Among the stories highlighted were of a family who lost their home due to severe coastal erosion and received support from the state government enabling them to secure affordable housing.
Chow said the video series was a meaningful initiative that documented the experiences of Penangites from all walks of life.
'These videos cover a wide range of critical areas such as welfare, housing, local governance, institutional reform, tourism, infrastructure, Islamic development, youth and sports, agriculture, education and entrepreneurship.
'The stories not only affirm the effectiveness of state policies, but build a new narrative that everyone, regardless of background, deserves a second chance and a brighter future,' he said.
Chow said Penang2030, introduced in 2018, was more than just a strategic roadmap as it was a vision rooted in shared prosperity, sustainability, social well-being and inclusivity.
'To some, it may have once seemed like a distant, abstract ambition but I want to stress that Penang2030 is not politically driven.
'It has become a reality that is helping in our daily lives from social policy and economic development to improvements in public infrastructure, education, healthcare, digital innovation and community welfare,' he said.

Penang livestock sector records higher output

Chief Minister Chow Kon Yeow said the figure reflected steady growth in the state's agro-based economy, with livestock farming continuing to play a key role in food supply and rural income. 'The largest commodity contributing to the total Livestock Output Value (NHT) in 2024 was poultry, specifically chickens and ducks, including meat and eggs, which accounted for 91.75% of the overall value,' he said in his speech at Penang Farmers, Breeders and Fishermen's Day celebration at Malaysian Agriculture Research and Development Institute (Mardi) in Kepala Batas, Seberang Perai. Chow said for self-sustaining livestock industries such as poultry, the implementation of the State Livestock Enactment aimed to promote the transformation of these sectors towards modern, large-scale commercial farming. He said the use of closed-house systems was a key criterion, not only in enhancing the quantity and quality of production, but also towards making the industry more environmentally friendly and sustainable. Chow said that through the Livestock Industry Development Project, the state government continued to boost the productivity of small-scale and traditional livestock industries such as ruminant farming. He said programmes related to the prevention, control and eradication of zoonotic diseases remained a top priority to ensure public health was safeguarded and the sustainability of the breeding industry was maintained. For the fisheries sector, Chow said the Malaysian Fisheries Development Authority (LKIM) was implementing various programmes and incentives. These include Fishermen's Cost of Living Allowance (ESHN), fuel subsidies for petrol and diesel, Fishermen Safety and Protection Scheme, Fishermen Loan Fund Scheme, Disaster and Fund Relief Scheme, Fishermen's Catch Incentive and Special Housing Fishermen project. He said the development of modern, well-equipped fishery complexes and landing ports was being carried out to ensure that the landing and marketing of catches were conducted in an orderly and systematic manner. 'LKIM is now keeping pace with technology by leveraging innovations such as the Individual Quick Freezing (IQF) method to maximise fishery yields. 'Modern facilities, including ice-making plants, are also being developed to preserve the freshness of the catch,' he added. Chow said various fish aggregating devices had been built to increase fish stocks through the creation of new habitats under the Offshore Fish Farm Project (LIDL). He said other initiatives included the Fishery Site Identification (FSI) system, solar thermal fish-drying technology for the downstream industry and aquaculture farming projects. Chow also visited some of the 80 booths during the event. Also present were state agrotechnology, food security and cooperative development committee chairman Fahmi Zainol, state secretary Datuk Seri Zulkifli Long and Penang Veterinary Services Department director Dr Saira Banu Mohamed Rejab. Dr Saira Banu confirmed that another farm had been found to be positive with African Swine Fever (ASF), bringing the total number of affected farms to four, all in Kampung Selamat, north Seberang Perai. She said an outbreak previously detected in Kampung Selamat had been successfully contained. 'Initially, only three farms tested positive for the disease. 'Thanks to swift action and effective control measures, the spread has been brought under control.' She said no significant new cases had been reported and efforts were ongoing to ensure all other farms remain free from ASF. Dr Saira Banu advised the farmers to strengthen biosecurity measures on their farms, including keeping outsiders or unsanitised vehicles out of their premises. She said the department would begin culling at two more farms.

Lotte Chemical losses within expectations
Maybank IB Research expects the company to begin registering depreciation of about RM700mil annually in financial year 2026. PETALING JAYA: Lotte Chemical Titan Holding Bhd is expected to be loss-making in the foreseeable future, as polymer-naphtha spreads remain subdued. The chemical group posted a core net loss of RM160.5mil for the second quarter ended June 30, 2025 (2Q25), taking its cumulative core losses to RM300mil for the first half of the year (1H25). Revenue for 2Q25 dropped 19.2% year-on-year (y-o-y) to RM1.44bil, mainly due to lower average selling prices (ASPs) of its products. The losses suffered were within expectations of analysts and dark clouds remain on the horizon. 'Based on our internal sensitivity analysis, Lotte Chemical's net profit breakeven high-density polyethylene-naphtha spreads need to be at least US$500 per tonne (currently: US$355 per tonne). 'In our view, it still faces a double whammy, as we do not foresee polymer prices to improve anytime soon as ASPs are expected to remain under pressure with a persistent supply glut and margin squeeze from elevated naphtha prices,' said Maybank Investment Bank Research (Maybank IB) in a report on the company. The research house also expected the company to begin registering depreciation of about RM700mil annually in financial year 2026 (FY26) while still experiencing losses as subdued selling prices are unlikely to cover production costs. 'We expect Lotte Chemical's net losses to widen in FY26 by 18% y-o-y,' the research house added. It expected Lotte Chemical to post a core net loss of RM604mil in FY25 and net core loss of RM712mil in FY26. CGS International (CGSI) Research noted Lotte Chemical's overall plant utilisation in 1Q25 and 2Q25 was unchanged at 46%, with Naphtha Cracker No. 1 at Pasir Gudang, Johor, shut down since Dec 15 last year leaving only the group's Naphtha Cracker No. 2 operating. Its new ethylene (Line) project in Indonesia was physically completed by mid-2025 and is currently undergoing commissioning and the creditor reliability test (CRT). Lotte Chemical expects the Line naphtha cracker to achieve commercial operations date by the October or November this year upon which depreciation of will commence and the interest expense related to the US$2.4bil project finance loan can no longer be capitalised and has to be expensed into its profit and loss statement. 'We expect the Line naphtha cracker to incur cash operating losses in the current market environment even with the partial use of propane/butane feedstock. 'However, after Line clears the CRT and achieves commercial operations date, it is possible it will dial down its utilisation rate, or even shut down altogether to reduce cash losses,' CGSI Research stated in a report. It added the instalment payments on the nine-year project finance loan will commence from June next year and require Lotte Chemical to take new debt to service the installments. Upside risks include Lotte Chemical potentially monetising the Line naphtha cracker to a trade buyer, CGSI Research said. The research house has retained its 'reduce' recommendation on the chemical group with a lower target price (TP) of 38 sen a share and based on 0.1 times its price to book value. Maybank IB has maintained its 'sell' call on Lotte Chemical with an unchanged TP of 39 sen pegged to 0.1 times the FY25 book value per share.

Penang wants study on cable car link between Botanic Gardens and Gurney Bay
pix by MIKAIL ONG GEORGE TOWN: The Penang government has asked Hartasuma Sdn Bhd (Hartasuma) to conduct a feasibility study for a cable car project linking the Penang Botanic Gardens and Gurney Bay here. Chief Minister Chow Kon Yeow said this would provide another transport link between both landmarks in the state. "Penang Botanic Gardens and Gurney Bay are about 2.5km from each other. We want to see if it is feasible to have a cable car connection. "This will be a seamless one," he told newsmen here today. Chow said Hartasuma, which is undertaking the Penang Hill cable car project, was not the intended concessionaire for this new proposed link. "We just ask them to conduct a study and we will take it from there," he added. Chow said this after witnessing the signing ceremony for the financing facility of the Penang Hill cable car project between Hartasuma and Bank Penbangunan Malaysia Bhd (BPMB). The RM374.5 million facility represents a major step forward as the project moves towards full-scale construction. In April last year, Hartasuma, a leading pioneer in the local rail industry with almost 30 years' experience, had entered into a contract with Doppelmayr Seilbahnen GmbH, a global market leader in ropeway engineering, for the much-anticipated Penang Hill cable car project. The project was awarded to Hartasuma through a public-private partnership contract announced on Dec 14, 2022. Doppelmayr was chosen to provide the cable car system. In June last year, Prime Minister Datuk Seri Anwar Ibrahim launched the Penang Hill cable car project, marking a milestone in the state's efforts to enhance the state's tourism infrastructure by improving connectivity and accessibility to the tourist site, and transforming it into a must-visit historic landmark.
