Perlis Health Dept tightens security after impersonation incident

KANGAR: Security has been tightened at all Perlis health facilities, including clinics and hospitals, to prevent impersonation of healthcare personnel.
State Health director Dr Ghazali Chik said health facilities in Perlis comprise 13 health and 27 rural clinics, as well as Hospital Tuanku Fauziah (HTF) here.
Speaking to reporters after the opening of the State Legislative Assembly by the Raja of Perlis, Tuanku Syed Sirajuddin Jamalullail, he emphasised the importance of closely monitoring any suspicious activity.
Last night, Bernama reported that the Perlis Health Department confirmed that a 22-year-old man impersonated an assistant medical officer (PPP) at the HTF compound on April 8, with the incident going viral on TikTok on April 20.
Kangar police chief ACP Yusharifuddin Mohd Yusop confirmed that a report on the incident was received on April 9 and the case is being investigated under Section 170 of the Penal Code.
Elaborating, Dr Ghazali said the impersonator was detected early within the HTF compound and, as such, the man did not enter the hospital premises or meet with any patients.
'To my knowledge, this is the first case (involving impersonation). Our records do not indicate any similar cases in the past at the HTF or within our clinic network,' he said.
In a separate matter, Dr Ghazali confirmed that a Form Three student is in stable condition and receiving treatment at HTF after experiencing seizures believed to have been triggered by vaping.
'I have not yet received the full report. The student remains in the ward and is stable,' he said.
Yesterday, it was reported that an incident occurred at 9.35 am when a student and two friends allegedly left their classroom without permission during an English language test.
Perlis Education director Rose Aza Che Arifin said a teacher on duty noticed the unconscious student being carried back into the classroom by two friends. The student was foaming at the mouth and was immediately rushed to HTF.

BATU KAWAN, Aug 7 (Bernama) -- F&B establishments in Penang have until Sept 30 to comply with the smoking ban under the Control of Smoking Products for Public Health Act 2024 (Act 852), ahead of its full enforcement on Oct 1. State Health, Youth and Sports Committee chairman Daniel Gooi Zi Sen said inspections statewide found that some operators have yet to meet the conditions stipulated under the Act. 'Some premises have complied, including by displaying no-smoking and no-vaping signs, along with information on quit-smoking services. 'However, there are still outlets that fall short. For instance, tobacco product display cabinets or shelves do not meet the standards set under Act 852. We have issued reminder notices to the owners to take corrective action before the end of September,' he said. He was speaking to reporters after participating in the Clean and Smoke-Free Premises (BeBAs) walkabout with the Penang Health Department at the R&R Bandar Cassia food court and Borealis Commercial Centre today. Gooi said authorities are currently in the advocacy phase to allow owners time to make necessary improvements, but warned that enforcement against violations, including the issuance of compounds, will begin after Sept 30. As of Aug 5, the Penang Health Department has issued 2,647 compounds for smoking-related offences at eateries, along with 137 notices to owners for failing to display no-smoking signs. 'Today's programme aims to ensure compliance with hygiene and no-smoking regulations at food outlets. 'It also emphasises the concept of community empowerment, where the public is directly engaged to help them understand their role and responsibility in supporting public health,' he said.

"The reports show no indication of neglect or abuse," the fifth defence witness said during examination-in-chief in the proceedings of Ismanira Abdul Manaf, who faces charges of child neglect involving Zayn Rayyan. Dr Noor Aishah elaborated on the definition of neglect, explaining that the American Psychiatric Association (APA) outlines various forms, including emotional, physical, and educational neglect. She emphasised that neglect must occur over a consistent period to be classified as such. "If a child misses lunch because the guardian is sick, it wouldn't be considered neglect. "But if the child consistently receives inadequate food and is expected to find food themselves, this could be classified as neglect,' she said. In relation to the amended charge against Ismanira, which refers to neglect causing potential physical injury to the child, Dr Noor Aishah pointed out that the use of the word "likely" in the charge implies uncertainty and does not definitively point to physical injury. When questioned whether the amended charge clearly indicated neglect by the accused, the witness responded that it was not specified in the charge. On July 21, Judge Syahliza Warnoh ordered Ismanira to enter her defence after the prosecution successfully established a prima facie case against the woman, while her husband, Zaim Ikhwan Zahari, 30, was acquitted and discharged. The couple was accused of neglecting their autistic son, Zayn Rayyan, in a manner likely to cause physical injury between noon on Dec 5 and 9.55 pm on Dec 6, 2023, in the vicinity of Block R, Idaman Apartment, Damansara Damai, extending to a nearby river. They were charged under Section 31(1)(a) of the Child Act 2001, read together with Section 34 of the Penal Code, which carries a maximum sentence of 20 years' imprisonment, a fine of up to RM50,000, or both, upon conviction.
