PWD orders catch-up plans for delayed projects, highlights RM611 bil 13MP chance
Deputy Works Minister Datuk Seri Dr Ahmad Maslan said the directive applies nationwide to projects under PWD that are less than 10 per cent behind the initial completion timeline.
"The ministry has instructed we produce more 'ahead of time' (AOT) lists instead of 'extension of time' (EOT). Projects must meet the original timeline or schedule," he said after visiting the Batu Pahat PWD office today.
Ahmad said catch-up methods may include increasing manpower, adopting new technologies and introducing extra shift work.
"For example, in Sabah, a housing project for the Armed Forces used three shifts to catch up. Each shift worked eight hours with different workers.
"At night, they carried out tasks that did not disturb residents, such as painting and using machineries that were not noisy.
"This is what a catch-up plan means. We want projects to achieve AOT, not EOT," he said.
On a separate matter, Ahmad urged all contractors from grades G1 to G7 to seize opportunities in the upcoming government projects listed under 13th Malaysia Plan (13MP), tabled by Prime Minister Datuk Seri Anwar Ibrahim recently.
He said of the RM611 billion allocated for 13MP, a large portion was for development projects, which directly involved the construction industry.
"The construction industry is for contractors. I have reminded all contractors to not miss this chance, as the next one is five years away.
"Plus, under 13MP, the allocation is larger than 12MP, which was only RM400 billion.
"Of the RM611 billion, RM430 billion is government allocation, RM120 billion from government-linked companies (GLCs) and government-linked investment companies (GLICs), while RM61 billion will come from public-private partnerships," he said.
Also present at the visit were Johor PWD director Ir Zainal Tumian and district PWD engineer Ir Fairul Azrie Yaacob.

He also explained that the staff member had hung the flag upside down by mistake. Ahmad said he has spoken to the president and secretary of the Pontian Municipal Council and the district officer in charge, and that he will be meeting with the district deputy police chief tomorrow to discuss the matter. 'Let us remember that this is not an issue of race. It is a matter of awareness, attentiveness, and patriotism. All communities and all parties must be careful when dealing with sensitive matters, while the authorities must ensure that the law is upheld at all times,' he said. Earlier today, Harian Metro reported that a 33-second video, which had gone viral, had shown the national flag being flown upside down on the second floor of a three-storey shop building, next to the Johor flag, which was correctly displayed. Several members of the public and policemen were also seen in front of the building. Pontian deputy police chief Abd Hamid Abdul Rahaman confirmed in a statement that an investigation had been launched. Last week, the Attorney-General's Chambers reminded the public not to take matters into their own hands in instances of protocol breaches regarding the Jalur Gemilang. The AGC's statement was issued after more than 200 people led by Umno Youth chief Dr Akmal Saleh gathered near a hardware shop in Kepala Batas, Penang, after its owner was investigated for hanging the Jalur Gemilang upside down outside his premises. Several other cases involving the incorrect display of the Jalur Gemilang also made the headlines, including one involving a school in Port Dickson, Negeri Sembilan, and another where Terengganu Umno Youth had posted on its social media account a graphic of the flag with a mistake.

Allianz General Contributes Over RM200,000 Surplus To Charitable Causes
GENERAL KUALA LUMPUR, Aug 20 (Bernama) -- Allianz General Insurance Company (Malaysia) Berhad has distributed a total surplus of RM219,148 from its Claims Allocation Fund (CAF) under the 'Allianz4All Untuk Semua' products for charitable causes for the financial year ended on Dec 31, 2024. Allianz Malaysia Berhad, in a statement today, said the surplus, contributed from PerlindunganKu Allianz4All and Group Personal Accident Allianz4All, was channelled to various social organisations in the areas of education, persons with disabilities (PWD) and relief efforts. 'The categories of charity distribution are determined based on individual policyholders' preferences provided at the point of sale of Allianz4All Untuk Semua products. 'Given that the majority of policyholders did not specify a particular preference, the CAF surplus has been allocated to the following charity categories and distributed to the social organisations listed below,' the statement read. In the field of education, Pertubuhan Pendidikan Anak Cahaya Sabah received RM20,000 to support community development for vulnerable groups in Sandakan, while Buku Jalanan Chow Kit and Yayasan Chow Kit received RM30,000 and RM23,000 respectively, to continue their work in providing education, healthcare and protection to at-risk children and youth. For PWD-related causes, Persatuan Rumah dan Perkhidmatan Cheshire Sabah and Rumah Amal Cheshire Selangor received RM22,000 each, to support their efforts in creating opportunities for independence among the disabled community. Persatuan Mobiliti Selangor dan Kuala Lumpur was allocated RM33,000 for its door-to-door services to wheelchair-bound users, while Persatuan Insan Istimewa Cheras Selangor, a social organisation that provides care and support in terms of food, accommodation, medical care and education to underprivileged individuals and PWD, got RM19,148. Meanwhile, Persatuan Bantuan Bencana Alam MISAR Malaysia was allocated RM50,000 in support of its disaster relief and safety initiatives. Allianz Malaysia Berhad Chief Executive Officer Sean Wang said the initiative reflected the company's commitment to supporting community well-being, while engaging policyholders directly in corporate social responsibility (CSR).

Zara Qairina case first prosecution under new anti-bullying law
KUALA LUMPUR: The case involving Form One student Zara Qairina Mahathir marks the first prosecution under Section 507C(1) of the Penal Code (Amendment) Act 2025. Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed the historic legal application. He stated the amendment involving Sections 507B to 507G of the Penal Code strengthened legal provisions against acts of bullying. Saifuddin Nasution revealed that since the amendment was enforced on July 11, police had opened 11 investigation papers related to bullying. 'These investigation papers fall under Sections 507B, 507C and so on,' he said. 'This shows that the strengthening of the law has enabled the police to take action.' He made these remarks while winding up the debate on the 13th Malaysia Plan for the Home Ministry in the Dewan Rakyat. The minister was responding to a supplementary question from Syed Saddiq Syed Abdul Rahman (MUDA-Muar). Syed Saddiq had raised the issue of the police's allegedly slow response in investigating bullying cases. The Penal Code (Amendment) 2025 Act and the Criminal Procedure Code (Amendment) 2025 Act were passed in December 2024. These acts aim to address bullying more effectively and comprehensively, including cyberbullying. Earlier today, five teenage girls were charged in the Children's Court in Kota Kinabalu. They were charged with using insulting words against Zara Qairina. The charges were framed under Section 507C(1) of the Penal Code, read together with Section 34 of the Code. This section carries a penalty of up to one year's imprisonment, or a fine, or both, upon conviction. Saifuddin Nasution said the ministry wanted the police to act swiftly in investigating every reported case of bullying. He also reminded all parties not to play up sentiments or create inaccurate impressions. 'When I reviewed the chronology and sequence of the police investigation, with the large number of witness statements taken in detail, I also felt sad,' he said. He expressed that the police's diligence was overshadowed by one perceived failure to conduct a post-mortem. 'Aug 4 was the first time the police submitted the investigation papers to the AG (Attorney General),' he explained. 'On Aug 3, Zara's mother had lodged a police report after noticing bruises while bathing Zara's body.' He confirmed that the investigation papers submitted to the AG recommended that Zara's grave be exhumed. Zara Qairina died at Queen Elizabeth I Hospital on July 17. She was found unconscious in a drain near her school hostel a day earlier. Several other ministries also wound up debates on the 13MP motion for their respective ministries. - Bernama
