VP Sara Duterte urges PMA graduates to be instruments of the truth, not of traitorship
"Lagi sana kayong maging instrumento na magsusulong ng kabutihan, ng tama, ng katotohanan, at tunay na pagbabago sa buhay ng mga Pilipinong patuloy na nangangarap, nagsusumikap, at umaasang magtatagumpay," Duterte said in a video message posted on her Facebook account.

"Huwag sana kayong maging kasangkapan ng pagmamalabis, pagtatraydor, at pagpapahirap ng mga nasa kapangyarihan sa mga kapwa Pilipino na katulad ninyo ay matapang na naninindigan para sa kabutihan, sa tama, sa katotohanan, at sa tagumpay ng mga Pilipino," she added.

Duterte gave the message as the PMA Sundalong Isinilang na Kasangga at Lakas ng Ating Bayan Para sa Kalayaan (SIKLAB LAYA) Class of 2025 holds its graduation on Saturday at the PMA grounds in Fort del Pilar, Baguio City. President Ferdinand "Bongbong" Marcos Jr. is expected to be at the graduation ceremony.
The vice president said she deeply recognizes the PMA graduates' love for country which they first showed when they chose to enter the PMA.
"You have chosen the life of selfless service that only the brave, the courageous, and the real patriot would choose — demonstrating strength, integrity, and honor before a nation seeking to overcome institutional abuse of power and extreme inequalities impacting mostly the poor," she said.
"Sa inyong paglilingkod ay magsisiklab hindi lamang ang mga minimithi natin bilang isang malayang bansa kundi pati na rin ang pagliliyab at paglagablab ng ating lakas upang maging tunay na malaya," Duterte said.

"I trust that you will continue to personify the virtues that shaped your military education and enabled you to become commendable cadets with courage, integrity, and loyalty to your noble path of duty," she added.
She then urged the graduates to look forward to the future.
"Keep the fervor within you burning and continue building a bright future amid every hurdle and challenge in these times of uncertainty so you may stand as a beacon of hope and strength to our hopeful nation," Duterte said.
"May you always strive to restore and uphold the values of an independent, non-partisan and professional institution. One, whose sole duty is to defend the constitution," she said.

LTFRB: Decision on proposed P1 fare hike may ‘take some time'
The Land Transportation Franchising and Regulatory Board (LTFRB) said on Wednesday that it may take a while for them to decide if they will grant the appeal of transport groups for a provisional P1 fare hike for public utility jeepneys (PUJs). 'Actually, as to the timeline, I have to be candid and honest about this, dahil hindi nga simple ang issue na 'to, it will take some time lang po. Pero asahan po ng ating publiko na it will be based on justifiable grounds tsaka transparent naman po at babalansehin po talaga nila bago maglabas ng order,' said LTFRB spokesperson Zoj Daphne Usita on Bagong Pilipinas Ngayon. DA chief: Rice tariff law ‘threatens to kill' local rice industry
Agriculture Secretary Francisco Tiu Laurel Jr. on Wednesday called for amending the Rice Tariffication Law (RTL), warning that it 'threatens to kill' the rice industry. During the hearing of the Senate committee on agriculture, food and agrarian reform, Tiu Laurel emphasized that the government must revisit, amend, and possibly replace laws that 'no longer serve [the] farmers and consumers.' 'Foremost among these is the Rice Tariffication Law. Though crafted with noble goals, I have to admit, it has faltered. By fully liberalizing rice imports, it unintentionally undermined the Department of Agriculture and the NFA, stripping us of the ability to intervene and protect this most vital of commodities,' he said. 'As currently written, the RTL does not reform the rice industry—it threatens to kill it,' he added. Enacted in 2019 to liberalize rice importation, the RTL empowers the President to halt imports under specific conditions. Before the RTL took effect and its amended version this year, the National Food Authority (NFA) could import rice to augment supply, allowing it to maintain a healthier buffer stock and intervene when prices surged. Earlier this month, Malacañang also admitted the government has encountered challenges in stabilizing the price of rice due to the RTL. The DA chief also lamented the devolution of agricultural extension services under the Local Government Code, which he said took from the agency 'the very foot soldiers we need to win a war against hunger.' 'Without them, the DA is just an office full of officers like generals, colonels , or majors without soldiers on the ground to fully implement its plans and vision for an agri-secure Philippines,' Tiu Laurel said. He also echoed the statement of panel vice chairperson Senator Rodante Marcoleta that the Philippines is still far from attaining food security. 'In recent years, we have taken bold steps to undo the legacy of neglect that has stunted our agricultural sector for decades. Reforms have been made, enacted, investments have begun to flow, and productivity is rising. Yet, the road ahead remains long and steep. Parang nabanggit ho ni Senator Marcoleta nga kanina, hindi pa tayo food-secure…kulang pa,' Tiu Laurel said. (Like what Senator Marcoleta said a while ago, we are not yet food-secure, we're still lacking.) Meanwhile, committee chairperson Francis 'Kiko' Pangilinan vowed to find the fastest way to reduce the price of food and other commodities in a bid to address hunger among Filipinos. 2024 spending performance of 17 gov't agencies unsatisfactory
A total of 14 government agencies received perfect ratings for their spending performance in the past year, while 17 others received unsatisfactory ratings, a report released by the Department of Budget and Management (DBM) on Wednesday revealed. According to the 2024 Budget ng Bayan Monitor Agency Performance Review (APR), 95% of the 308 departments and agencies evaluated earned either an outstanding, very satisfactory, or satisfactory rating based on their financial and physical performance and the timeliness and quality of report submissions. 'Most agencies demonstrated commendable efforts in fulfilling their mandates, with several achieving outstanding ratings. The review highlights both exemplary practices and areas requiring improvement, providing a comprehensive view of the government's budget execution in 2024,' DBM Undersecretary Rolando Toledo said. There were 14 agencies that received the perfect rating—Biliran Province State University, Cagayan State University, Civil Service Commission (Proper), Davao del Sur State College, Foreign Service Institute, Games and Amusement Board, Mines and Geosciences Bureau, National Intelligence Coordinating Agency, National Labor Relations Commission, National Wages and Productivity Commission, News and Information Bureau, Philippine Information Agency, President Ramon Magsaysay State University, and the Public Attorneys Office. According to DBM Secretary Amenah Pangandaman, the agencies that received a high rating could possibly receive an additional budget, given their high utilization. 'I hope that this translates to meaningful improvements in public service delivery and, ultimately, in the quality of life of all Filipinos,' she said in Manila City. 'By adhering to the APR Framework, you have demonstrated the power of a whole-of-government approach in promoting transparency, accountability, and bureaucratic efficiency,' she added. The same report showed that there were 17 agencies that had either an unsatisfactory or poor performance: According to Pangandaman, the DBM will sit down with the worst-performing agencies and require them to submit catch-up plans on procurement and spending. 'Baka dun sa pagpaplano pa lang ng proyekto at tsaka programa na prinopose niyo ay mayroon na pong mali, kaya hindi nila magastos or ma-implement 'yung kanilang projects or programs,' she told reporters. Siguro pwede tayong mag-identify ng other projects and programs that these agencies can actually perform well. Maybe 'yung mas alam nila kung paano gawin.
