
Mayor Lurie wants to close S.F. budget deficit by cutting roughly 1,400 city jobs
Mayor Daniel Lurie plans to close San Francisco's massive budget deficit by slashing about 1,400 city jobs and eliminating about $100 million in grant and contract spending.
The vast majority of the positions that Lurie seeks to cut in his first two-year budget proposal, which he was set to unveil Friday, are vacant. But as many as 150 are filled.
Some of the filled jobs are expected to be lost through retirement and attrition while some would be eliminated outright under the mayor's proposal. However, it remains unclear how many or exactly which departments will see job cuts.
Lurie is also seeking to significantly reduce City Hall's spending on contracts and grants, aiming to cut $100 million in the second fiscal year. The mayor's goal was to bring city contracting closer to pre-pandemic levels, adjusted for inflation.
Lurie's spending proposal will now head to the Board of Supervisors' Budget and Appropriations Committee, which is set to review and revise his plan in June. The full board must approve the budget in time for Lurie to sign by Aug. 1.
News of the job cuts was first reported by the San Francisco Standard.
The mayor's proposal is an attempt to close a roughly $800 million two-year budget gap as San Francisco's government expenses rise faster than its projected tax revenue, which is suffering partly due to the city's struggling downtown and sluggish tourism.
Lurie sought to rely less on temporary solutions to close the budget gap, as the city had done in prior years. But the city still plans to use $40 million in one-time funds for costs such as capital improvements and the purchasing of necessary equipment.
The mayor's office is also planning to set aside $400 million in a reserve fund to prepare for cuts in state and federal grants to the city. Right now, the city gets about $2 billion from the federal government, according to the San Francisco Controller's Office. Some departments, like the city's human services agencies and homelessness department, rely heavily on federal funds.
Lurie told the Chronicle in a statement that his budget focused on 'spending only the money we have' and 'prioritizing core services so we can do the basics well.'
'I promised San Franciscans accountable leadership in City Hall, and I am accountable for delivering a budget that tackles our structural deficit and puts our city on track for a strong recovery,' Lurie said in the statement. 'Even facing significant uncertainty at the state and federal levels, we are building a budget that will drive San Francisco's comeback.'
The mayor's office previously told departments to plan for 15% cuts in the coming fiscal year, and Lurie's budget director in April instructed city agencies to dig deeper after some didn't comply with those instructions. Many departments will still see their overall spending increase because of salary growth guaranteed by union contracts.
Lurie already decided that he wouldn't cut funding for police officers, prosecutors and other front-line public safety workers despite the budget constraints. He is also seeking to overhaul how the city spends money from a tax to fund homeless services that was approved by voters nearly seven years ago.
Critics of the city government's spending have often complained that its massive budget isn't delivering results for San Francisco's residents, who have long expressed concerns about widespread homelessness, open-air drug scenes and empty storefronts.
Lurie, in the past, admitted that the city isn't getting what it pays for: He wrote that San Francisco 'should have unparalleled levels of coordinated service delivery and collaboration,' given its large budget and workforce.
Lurie's proposed budget cuts are reminiscent of similar reductions made by then-Mayor Gavin Newsom during the height of the Great Recession. Newsom cut more than 1,600 jobs and contracted out for hundreds more in his 2009-2010 and 2010-2011 budgets.
Theresa Rutherford, president of SEIU Local 1021 and a 20-year city employee, expressed frustration at the mayor's budget cuts.
"We are deeply disappointed that the mayor has chosen to cut crucial public services that San Francisco residents and small businesses rely on, rather than working with city workers on the pathway forward that we laid out five months ago,' Rutherford said.
Public sector unions like the SEIU have been pushing for Lurie to pressure Airbnb to drop its request for a refund on about $120 million in previously paid business taxes the company said it was overcharged for.
Unions say that Airbnb and other companies are not paying their fair share, and that money the city has held in reserve for business tax litigation could be used to avoid deep budget cuts.
'Corporations that profit off our city's workforce and infrastructure are trying to avoid paying their fair share of taxes, and San Franciscans are paying the price,' Rutherford said.
Board of Supervisors budget and appropriations chairwoman Connie Chan told the Chronicle that she was not surprised by the mayor's proposed cuts, saying that she knew the next month would see 'difficult' negotiations.
In June, Chan and the Board of Supervisors will hear from departments about their proposed budgets and identify potential savings outside of the mayor's proposal.
'As I've indicated before, there are no good options,' Chan said. 'We're going through this budget to prioritize people being housed, people being fed and cared for.'
Chan said she and the mayor 'don't see eye to eye' on some things, but they are aligned in prioritizing public safety and clean streets and on setting aside funds to deal with a potential decrease in federal money.
'We know the (reserves) are not going to be enough,' she said. 'These are things we're talking about and need to be prepared for. So then we're looking at our city attorney David Chiu to continue to fight for the city and guard our resources during this critical moment.'

A crypto billionaire with a reputation for funding public safety projects San Francisco is asking officials to greenlight a $9.4 million gift to create a new, state-of-the-art technology hub for the city's police force. The donation, which is made up of funds linked to Ripple co-founder Chris Larsen, would relocate San Francisco police's Real-Time Investigations Center, which oversees its work with drones, surveillance cameras and automated license plate readers, from the SoMa Hall of Justice to an office at 315 Montgomery St. in the Financial District. If approved, the Police Department would sublet the Montgomery Street location for free from Ripple, which paid $2.3 million for the lease through December 2026 but is no longer using the space, according to a proposal ordinance. The other $7.25 million would come from the San Francisco Police Community Foundation, a charitable organization Larsen set up last year to support local police and crime-fighting initiatives. Police commissioners are scheduled to discuss the funding proposal Wednesday at their weekly meeting. If they agree to accept the money, the decision would fall on the Board of Supervisors for a final approval. In a Monday interview, Larsen credited last year's tech advancements with helping a chronically short staffed police force drive down crime rates and keep themselves safe. 'I think we can clearly see what a force-multiplier this is,' he said, noting the city's historically low rates of crime over the last year. 'The number of tools that they have is quite small, and we know that (expanding them) will have an impact.' Evan Sernoffsky, a spokesperson for the police department, said the gift would 'supercharge' a unit that in 2024 assisted in over 500 arrests and helped drive a 40% drop in auto thefts over a one-year period. 'We cobbled together our current (Real Time Investigations Center) with everything we basically had lying around,' Sernoffsky said. 'Little did we know how effective it would become with just the tools at our disposal.' In a statement, Mayor Daniel Lurie credited the center for supporting an understaffed department and helping to keep neighborhoods safe. 'With this new facility, the SFPD will have the tools and the technology it needs to take this work to the next level,' Lurie said. 'I want to thank Chris Larsen for his continued dedication to our police officers and the safety of all San Franciscans.' Both police and other city officials have for months bemoaned deficiencies in housing the department's technological epicenter the Hall of Justice, a crumbling building constructed in 1958 that relies on 1960s-era wiring. 'In its current location, the RTIC has experienced power and internet outages, and plumbing leaks from the ceiling,' the proposal ordinance stated. 'The RTIC is in a windowless room in a concrete structure, which limits cell phone and emergency radio transmission capabilities.' During a recent press conference at the RTIC's Hall of Justice location, police asked reporters to refrain from charging their equipment in the room's electrical outlets because doing so risked overwhelming the system. Last year touched off a technological revolution for city police following the passage of Prop. E, an assortment of measures that increased police powers and loosened the amount of oversight surrounding their surveillance technology. A wave of new equipment was introduced in short order. It included a fleet of officer-piloted drones, hundreds of new automated license plate readers and towering mobile security cameras stationed in crime hotspots. Many San Franciscans have embraced the advancements as an overdue response to its stubbornly high rate of car break-ins and other property crimes. But the tools remain deeply unpopular with privacy advocates who fear that they're vulnerable to abuses. Worcester activist critical of city manager faces one-year city hall ban
A Worcester resident and activist has been banned from using city hall for one year, according to a letter from City Manager Eric D. Batista. On May 27, Batista issued a no-trespassing order to David Webb, a Worcester resident who has been a frequent critic of Batista's administration — accusing the city manager and his staff of not being transparent or truthful to the city's residents. The full letter can be read at the end of this story. In his no-trespassing order, Batista writes that Webb has approached employees both inside city hall itself and non-public workspaces in an 'intrusive and aggressive manner.' Webb says he plans to sue the city for this decision but he intends to comply with the order for now — saying that he will be arrested if he does not. The order reads that Webb engaged in behavior towards City Hall employees that Batista deems inappropriate — such as following them with a camera and phone 'inches away from their faces asking them for comments,' and jumping in front of an employee's vehicle, prohibiting them from moving and exiting the garage while 'shouting at them and recording the employee and their vehicle.' Webb pushed back on Batista's claims, saying that he did not record his camera inches from people's faces and said he did not jump in front of a vehicle. I was walking on the sidewalk and the city solicitor was exiting and I started recording — did not jump,' Webb said. Batista also wrote that over the past 12 months, Webb sent 502 emails to the city solicitor, 478 emails to Batista's chief of staff, 370 emails to the city clerk, 209 emails to the deputy city clerk, 1,071 to the public records access officer and 912 emails to the assistant city solicitor. He said that this 'barrage' of emails has made employees feel uneasy and fearful and has severely hindered them from doing their jobs. 'The direct contact, blind copying, and copying of several employees on most matters has become harassment and is severely hindering the ability of city employees to provide efficient services and perform job duties,' Batista wrote. For one year, Webb is barred from being inside City Hall, its offices and in areas next to the building, such as the garage, porticos, entryways, paths of the front and rear plazas and sidewalks, according to the letter. The letter reads that Webb must also send emails to the department's general email that are intended for inquiries. On numerous occasions, Webb has spoken out against both Batista and the city council, whether it's during the public comment period of a city council meeting or, more recently, at Batista's State of the City address, where he continuously shouted over the city manager until four Worcester police officers instructed him to leave. Webb told MassLive he believes the city manager is not transparent and that he is lying to the people of Worcester. 'The city manager serves to manage our image and cash flow rather than functionality as a municipality, and only having part-time representatives means that it's pretty much exclusively landlords, business owners and lawyers rather than the people this city needs to actually serve,' Webb said. Even though he is banned from City Hall, Webb still plans on being involved in Worcester politics. 'I'm going to make a video each afternoon before the council to help people know what's going on and do a Q&A about Worcester politics with people who want to get involved,' he said.
