NGT notice over ‘illegal' Sundargarh forest land transfer
2
Cuttack: National Green Tribunal (NGT), East Zone Bench in Kolkata, on Wednesday issued notices to the state govt, the Union ministry of environment, forests and climate change (MoEFCC), and the Orissa Industrial Infrastructure Development Corporation (IDCO) over the alleged illegal transfer of 6.36 acres of forest land to private companies in Sundargarh district.
The order came after a petition was filed by three local residents — Pradeep Kumar Das, Ramakanta Biswal, and Patel Lakra — who claimed that IDCO provisionally allotted 'gramya jungle' (village forest land) in Kalokudar to two private companies for establishing steel, iron, and ferro-alloys units. The land falls under a Schedule V area and reportedly has dense forest cover. Scheduled areas have special provisions for the administration and protection of tribal communities.
Advocates Sankar Prasad Pani and Ashutosh Padhy represented the petitioners.
The bench, comprising Justice B Amit Sthalekar (Judicial Member) and Dr Arun Kumar Verma (Expert Member), observed that the matter "requires consideration" and directed all respondents to file their counter-affidavits within four weeks. The next hearing is scheduled for Aug 21, 2025.
The petitioners alleged that the transfer and construction activity were carried out without the mandatory prior approval of the central govt under the Forest Conservation Act, 1980, and also violated the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 2023.
The petition also mentioned a letter dated Feb 24 written by one of the petitioners to the divisional forest officer (DFO), Rourkela, seeking cancellation of the land allotment. Acting on it, the DFO-cum-wildlife warden issued a direction on Mar 6 asking the companies to stop all construction activities. However, the petitioners claim that work continued in violation of forest laws.
Among the state authorities issued notices to file replies within four weeks are the additional chief secretary, forest and environment department, managing director of IDCO, Sundargarh collector, Lathikata tehsildar and divisional forest officer-cum-wildlife warden (Rourkela forest division). The tribunal also issued notices to the two private companies.

Fix GPS tracking system on sewage tankers: NGT to CCMC
COIMBATORE: The Southern Bench of the National Green Tribunal (NGT) has directed the Coimbatore City Municipal Corporation (CCMC) to ensure that all sewage and septic tank cleaning tankers operating in the city are equipped with GPS tracking devices within three months. The directive comes amid persistent complaints from residents of Ukkadam and Anbu Nagar about foul odour and health hazards caused by improper waste management. The tribunal took suo motu cognizance of news reports published in December 2023, which highlighted the public protest held outside the CCMC headquarters. Residents demanded the relocation of the sewage treatment plant in Ukkadam, blaming it for unbearable stench and unsanitary conditions. However, in its latest order, tribunal judge Justice Pushpa Sathyanarayana and expert member Sathyagopal stated that the core issue lies in unauthorised sewage tankers dumping untreated waste in open areas, not in the treatment plant itself. The bench ruled that relocating the facility is unnecessary but stressed the need for stricter monitoring and infrastructure upgrades. The civic body has also been ordered to complete pending sewage infrastructure within six months and to strictly enforce the Solid Waste Management Rules, 2016. Additionally, the practice of dumping construction debris, sand, and plastic waste in open spaces must be completely stopped.

The Ministry has now empowered Divisional Forest Officers in Assam to initiate legal proceedings against construction projects, undertaken by the Assam Police Housing Corporation Ltd., proceeded without Central clearance. Inspections carried out by the Ministry's Regional Office in Shillong confirmed that large-scale permanent construction had already taken place in both forest areas. A similar site visit in March 2024 at Innerline Reserved Forest revealed that around 500 workers and multiple heavy vehicles were engaged in construction activity spread across 11.5 hectares. The plinth area of buildings under construction was estimated at 30,000 square Advisory Committee acknowledged the importance of deploying security forces to protect forests, but reiterated that diversion of forest land requires prior approval from the Central Government, as laid out in Rule 11.8 of the Forest (Conservation) Act and the updated 2023 rules and justification for the construction - citing forest protection concerns - was deemed unsatisfactory and 'not legally tenable' by the Ministry. Under Rule 15(2) of the Van (Sanrakshan Evam Samvardhan) Rules, 2023, the Central Government has directed the State Government to initiate Forest Officers have been given 45 days to file complaints and submit action-taken reports, with the Assam Government required to provide monthly updates to the Ministry's Shillong matter is further complicated by a conflict of interest. As Special Chief Secretary, Yadava now holds a position that may influence whether legal proceedings against him are approved - raising questions over institutional the National Green Tribunal has closed the Damchera camp case after a post-facto clearance, the Geleky case remains pending before the tribunal's Kolkata bench.- EndsMust Watch
