BC Commission yet to get report on caste survey!
Hyderabad: The BC Commission, which was part of the caste survey, is yet to receive the report. This is not only hampering critical study regarding implementation of BC reservation in the State, but also affecting timely responses by the Commission to the pending Supreme Court cases. According to sources, the BC Commission on several occasions wrote to the Chief Minister A Revanth Reddy and Deputy CM Mallu Bhatti Vikramarka, the latter who is also handling the Planning Department for a copy of the report. The Commission was actively involved in door-to-door survey and conducted public hearings while camping various districts across Telangana under the deadlines. Ironically, even the Independent Expert Working Group (IEWG) recently submitted a 300-page report to the government and even this report could not be accessed by the BC Commission. 'The situation is that we even asked the members of the expert group for the copy. But they denied saying that it would be placed in the public domain shortly and the government will take a call,' told the sources to The Hans India. The Commission yearns for the report as all major decisions concerning the BCs depend on it. It also needs to respond to Supreme Court's cases. One such case is regarding removal of 26 castes from AP origin following bifurcation. 'Until and unless we study the report we can arrive at a decision. The Supreme Court has sought opinion regarding the case and we are awaiting to submit a reply. How can we respond till we have real figures related to the case?' wondered one of the members.

Panchayat poll schedule likely to be out after Aug 10
Hyderabad: Panchayat elections schedule may be issued after Aug 10. The high court has directed the state govt to complete the panchayat poll process by Sept 30. Chief minister A Revanth Reddy directed all ministers, district collectors, and important leaders of the party to ensure that the distribution of seven lakh new ration cards, inclusion of new members in the existing ration cards, grounding of 4.50 lakh first phase Indiramma houses, deposit of 500 bonus for fine variety paddy into farmers' bank accounts, and all the other welfare schemes were completed by Aug 10. "We are expecting the panchayat poll notification to be issued after August 10, by which we will reach all the voters with our welfare schemes. Even the State Election Commission (SEC) nearly completed the entire pre-poll exercise. The state govt will issue orders extending 42% BC quota in local bodies once the governor approves the ordinance, which we are expecting to be done well before August 10," a senior Congress leader said. In the previous panchayat polls, the BCs had a maximum of 23% reservations. However, mandal parishad territorial constituency (MPTC) and zilla parishad territorial constituency (ZPTC) elections are contested on party symbols. There are over 1.12 lakh wards in nearly 12,800 gram panchayats. The term of the gram panchayats had expired in Feb 2024, and since then, over 2,000 crore central funds to the rural local bodies have not been released. As per the norms, elected bodies need to be in place for the release of central funds for the development of the gram panchayats. The panchayat raj department has already issued orders on the final number of seats to be contested, including 5,773 MPTC, 566 mandal parishad president (MPP), 566 ZPTC, and 31 zilla parishad (ZP) posts across the state. SEC is expected to soon convene an all-party meeting to ensure that there is no delay in conducting the elections after the BC reservations are approved. The SEC directed the district collectors and zilla parishad chief executive officers (CEOs) to update polling personnel data, including returning, assistant returning, and presiding officers, prepared last year. They were also directed to submit detailed reports for police personnel required in their respective districts.

Education, not assets, drives progress, finds caste survey
Hyderabad: Offering a deep insight that could redefine social policy in Telangana, the state's first-ever caste backwardness index (CBI)—built on an extensive dataset from the caste survey—has shown that families with educational qualifications, even without tangible assets, fared significantly better in socio-economic indicators than asset-rich households lacking education. The findings, likely to be presented in the next cabinet meeting, offer a sobering view: Owning land or property is no longer a reliable marker of upward mobility, particularly in rural areas. Instead, education—especially English medium and higher education—has emerged as the true catalyst for progress across caste and community lines. Exclusive observations accessed by TOI also underscore a stark urban-rural divide. Urban families that prioritised education, even without assets, outperformed their rural counterparts in income, quality of employment, and social mobility. "Despite land ownership, families without educational access remain trapped in poverty, while educated households—even with fewer assets—climb the socio-economic ladder," a policy expert explained. "The data proves that merely possessing land does not translate to social advancement. Many families in backward communities are landholders. Without access to education, especially in English, they remain trapped in low-yield subsistence farming. In contrast, asset-poor families who invest in education have shown substantial progress," sources explained. The expert committee has provided comprehensive community-wise rankings based on over 50 socio-economic parameters. The pattern is clear: Education consistently outperforms asset ownership as a vehicle for empowerment, especially among marginalised groups. A significant data point from the caste survey also reveals that just 40% of Telangana's population lives in urban areas— defined broadly to include all municipality zones. The report also sheds light on how urban access to education drives sharper upward mobility compared to rural regions. "This redefinition suggests that the state could be rethinking how urbanisation is measured and integrated into its development agenda," a source said. As the state readies itself for a transformative shift in both educational priorities and urban planning, officials believe the survey findings will serve as a foundation for targeted welfare policies, community-based interventions, and structural reforms designed to close long-standing developmental gaps.
