Solon wants out-of-school youth given access to education, employment
A lawmaker is pushing a bill that seeks to provide out-of-school youth (OSYs) access to education, vocational training, and employment, citing the need to place them on equal footing in society. Under House Bill 3415 or the Magna Carte of the Youth Bill, Quezon City Fifth District Representative Patrick Michael Vargas seeks to recognize OSYs as a vital sector in nation-building, providing them access to education, employment, healthcare, and services. It also mandates government programs to ensure the integration of OSYs into society. 'Ang mga OSY ay isa sa mga marginalized na sektor sa ating lipunan. Madalas, nakatuon ang mga polisiya natin sa mga Kabataang nasa paaralan. Kaya ang pagsasabatas ng HB 3415 ay isang hakbang upang maipantay natin sila sa lipunan,' Vargas said in a statement released Sunday. (Out-of-school youth are one of the marginalized sectors in our society. Often, our policies focus on youth who are in school. That is why the enactment of House Bill 3415 is a step toward placing them on equal footing in society.) The proposed measure also outlines rights of OSYs such as protection from violence and access to non-discriminatory educational opportunities, along with the establishment of the Out-of-School Youth Welfare council, that will coordinate interagency efforts nationwide. 'As we honor the youth this week, we must ensure no one is left behind—especially those who have been left out of formal education… This is not just a celebration, but a commitment to action,' he said. This comes as the Philippines is set to celebrate the 'Linggo ng Kabataan' from August 12 to 17, and the International Youth Day on August 12. — Jon Viktor D. Cabuenas/BM, GMA Integrated News

Gatchalian wants 2026 education budget at 4% of GDP
Senator Sherwin Gatchalian on Saturday said he is setting his sights on allocating a budget for education equivalent to 4% of the country's gross domestic product (GDP) for fiscal year 2026, in a bid to address the education crisis and invest in the nation's future. 'Pipilitin nating umabot o lumagpas ng 4% of our GDP ang budget ng edukasyon dahil malaki ang kailangang pondo para masolusyunan ang krisis sa edukasyon. Hindi ibig sabihin na isasantabi na ang ibang sektor. Bibigyan lang natin ng prayoridad ang edukasyon,' Gatchalian, who chairs the Senate Committee on Finance, said in a statement. (We will force the education budget to reach or exceed 4% of our GDP because a lot of funds are needed to solve the education crisis. This does not mean that other sectors will be set aside. We will just give priority to education.) The senator emphasized that the 2026 budget will focus on 'going back to the basics' by strengthening literacy and numeracy from Kindergarten to Grade 3. Gatchalian also highlighted the need to fund the Academic Recovery and Accessible Learning (ARAL) Program and proposed the revival of the counterpart program, where the national government and local government units share the cost of classroom construction. The lawmaker further said that he wants the hiring of more teacher aides to free up teachers from administrative and other non-teaching tasks. —VAL, GMA Integrated News

Marcos says he will sign bill postponing barangay, SK polls
Pres. Marcos said he will sign the bill postponing the BSKE. (Photo from PCO) President Ferdinand Marcos Jr. announced he will sign the bill postponing the 2025 Barangay and Sangguniang Kabataan Elections (BSKE). "I'll sign it," Marcos said in a media forum Bengaluru, India when asked if he intends to sign the bill or simply allow it to lapse into law. Marcos pointed out that the upcoming parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in October this year should be given focus. The Philippines concluded its midterm national and local elections in May. "We are facing one of the biggest elements here, kakatapos lang natin ng malaking eleksyon, midterm election... You have to remember, the BARMM election that is upcoming in October is the first time we have ever had this kind of election at all. Sa buong kasaysayan ng Pilipinas, hindi pa nagkaroon ng BARMM Parliament na hinalal ng tao. So, that is why it is so important," Marcos said. 'If that election (BARMM) fails, malaking bagay, malaking failure 'yan doon sa peace process. Kaya't kailangan na kailangan maging matagumpay ang pagganap ng halalan ng BARMM. And that's why we really are focusing on that,' he added. Earlier, Commission on Elections chairperson George Garcia said Malacañang informed the poll body of the law signing to be held on Tuesday, August 12. The 2025 BSKE is initially set on December 1, 2025. However, the Congress, in June, ratified a bicameral conference committee report seeking to extend the term of office for the barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. —LDF, GMA Integrated News
