Monsoon session: Govt to table bills for removal of PM, CMs, ministers if arrested on serious charges
NEW DELHI: The government will on Wednesday introduce three bills in Parliament to provide a legal framework for the removal of prime minister, a Union minister, chief minister, or a minister in a state/Union territory if they are arrested or detained on serious criminal charges.
According to PTI, the proposed legislations are: Government of Union Territories (Amendment) Bill, 2025; Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; and Jammu and Kashmir Reorganisation (Amendment) Bill, 2025.
Union home minister Amit Shah will also move a motion in the Lok Sabha to refer these bills to a joint committee of Parliament.
Government of Union Territories (Amendment) Bill, 2025
The Government of Union Territories Act, 1963, currently has no provision for the removal of a chief minister or minister if arrested or detained for serious criminal charges.
The proposed bill would amend Section 45 of the Act to address this gap.
Constitution (One Hundred and Thirtieth Amendment) Bill, 2025
The Constitution lacks provisions for the removal of prime minister, Union ministers, chief ministers, or state/Delhi government ministers if arrested and detained on such charges. The bill seeks to amend Articles 75, 164, and 239AA to create this framework.
Jammu and Kashmir Reorganisation (Amendment) Bill, 2025
The Jammu and Kashmir Reorganisation Act, 2019, does not provide for the removal of the UT's chief minister or minister detained on serious criminal charges. The proposed bill would therefore amend Section 54 of the Act seeks to address this.

He knows the survey in depth and has advised the state govt on ensuring justice for backward classes. He will be the strongest voice of OBCs in Parliament," he asserted. To questions on his role in finalising the candidature, Revanth said: "Justice Reddy is INDIA bloc's choice. He gave a presentation on caste survey analysis to MPs in Delhi, and they recognised his worth as a constitutional expert." Assembly passes amendment keeping Greater Bengaluru Authority out of municipal affairs
Bengaluru: The Greater Bengaluru Governance (Amendment) Bill, 2025, which clarifies that the Greater Bengaluru Authority (GBA) will not interfere in the functioning of municipal corporations in line with the 74th amendment of the Constitution, was passed in the assembly after much debate. Deputy chief minister and Bengaluru development minister DK Shivakumar , who piloted the bill Monday, said the bill was only to ensure "clarity and prevent disputes in future". "Though the Bill was passed earlier, some people had filed petitions in court," said Shivakumar. "We have now made it clear in this bill that GBA will not interfere in matters of municipal corporations that come under the 74th amendment of the Constitution." Reiterating his stand, Shivakumar said: "I do not want others to indulge in politics over Bengaluru's future, nor will I. Therefore, we will first conduct elections within existing municipal limits, and later, after discussions with all of you, we will decide on expanding boundaries." Highlighting financial imbalances between different zones, Shivakumar said: "Mahadevapura collects the highest tax revenues, whereas other parts of Bengaluru do not generate as much. But one municipality's money cannot be transferred to another — if we do so, it would violate the 74th amendment again. In such cases, the govt must provide financial support. We have only brought this amendment for the welfare of municipalities. Our purpose is to ensure that when other parties form the govt in the future, they cannot misuse it to bring municipalities under govt control."
