Telangana govt urges centre for immediate urea supply to safeguard crop yields

Hyderabad, Aug 5 (UNI) Telangana Agriculture Minister Tummala Nageswara Rao has urged the Central government to ensure an immediate supply of urea to the state, warning that any delay could seriously affect crop yields.
In a letter to Union Chemicals and Fertilizers Minister J P Nadda, the minister said that urea is essential as a top-up for crops like rice, cotton, and maize in August, and a shortage during this peak usage period could impact farmers heavily.
Currently, the state has 1.09 lakh metric tonnes of urea, but at least 3 lakh metric tonnes are required this month to meet demand.
From April 1 to July 31, Telangana was supposed to receive 6.60 lakh metric tonnes of urea but only 4.51 lakh metric tonnes were supplied. Meanwhile, farmers have already purchased 5.70 lakh metric tonnes, exhausting the state's initial stocks.
For August, the Centre has allocated 1.70 lakh metric tonnes, with 1.31 lakh metric tonnes from domestic sources and 0.39 lakh metric tonnes from imports. However, the minister noted that shipment details for the imported stock are still awaited. He added that PPL (11,000 MT) and MCFL (7,000 MT) have expressed their inability to supply their allotted domestic quota, creating an additional shortfall of 18,000 MT.
Nageswara Rao requested that the shortfall of 2.10 lakh metric tonnes from April to July be cleared in August. He also appealed for the imported 39,600 MT of urea to reach the state before August 20 and suggested that RFCL be directed to make up the shortfall from PPL and MCFL.
He stressed that urgent intervention by the Centre is crucial to prevent any disruption in the ongoing Kharif season and to ensure sufficient urea for farmers.

Srinagar, Aug 6 (UNI) Chief Minister Omar Abdullah today said that he has written to political parties with a significant presence in Parliament, urging them to push for the restoration of statehood to Jammu and Kashmir. Omar said he has formally reached out to several parties, requesting their support so that a bill is introduced during the ongoing session of Parliament. 'I have written letters to all parties with a large number of honourable MPs in Parliament asking them to help us so that the promise (made by the Central government) on restoration of statehood to Jammu and Kashmir is fulfilled,' the CM told media in Srinagar. He hoped that parliamentarians would raise this issue so that a bill would be introduced during the ongoing session of the Parliament and the people of Jammu and Kashmir get the status of a state again. The Chief Minister emphasized that the restoration of statehood is not a matter concerning an individual, a party, or a government, but a commitment made to the people of J&K. 'This promise was made in public rallies, in Parliament, and even before the Supreme Court. Now we want this promise to be fulfilled,' he remarked. It is learnt that Omar has written to presidents of all national and regional parties, including NDA allies, over restoration of statehood. He reminded them that Prime Minister and Home Minister have made repeated assurances, both within Parliament and in public forums, that statehood will be restored to Jammu and Kashmir. Omar welcomed the Supreme Court's decision to list a hearing on restoration of statehood on August 8. 'It is a good thing that the date has been fixed. I hope the Supreme Court will give due attention to this issue,' he said. The Chief Minister said when the SC announced the decision on abrogation of Article 370, they made it clear that J&K should get statehood 'as soon as possible.' 'It has been years since to 'as soon as possible' and we haven't got it yet,' he added. He credited the Supreme Court for ensuring the timely conduct of assembly elections in J&K last year. 'Had the court not set a timeline, I wouldn't be addressing you today as a Chief Minister. Elections happened because the Supreme Court fixed a deadline,' Omar said, expressing hope that the Supreme Court will now also intervene to expedite the restoration of statehood, if the government doesn't do it. 'What is legal and constitutional is moral': Justice Abhay Oka's powerful call for judicial integrity and constitutional morality

New Delhi, Aug 6 (UNI) 'Traditional morality is shaped by popular opinion. But judges are bound only by the Constitution.' In a thought-provoking keynote address that struck at the heart of judicial ethics, Justice Abhay S. Oka, former judge of the Supreme Court of India, delivered a scathing and insightful critique of the misuse of personal moral convictions in legal decision-making. Delivering a lecture on "Morality in Judiciary: A Paradigm or a Paradox", hosted by The Global Jurists, Justice Oka made it emphatically clear that for judges, morality must align solely with constitutional and legal principles. 'My personal view is simple,' he declared. 'Something which is legal and constitutional is moral. Something which is not legal and not constitutional is immoral nothing else matters for a judge.' Justice Oka argued that judges must resist the temptation to allow personal beliefs, societal expectations, or political noise to influence their decisions. 'A judge may follow a religion, hold personal moral values, or believe in a philosophy. But once he assumes office, these views must be locked away in a watertight compartment,' he said. He strongly cautioned that moral convictions have no place in jurisprudence. Referring to cases where individuals spend over a decade in prison without legal evidence, he called such decisions 'moral convictions masquerading as justice.' Justice Oka urged for a shift in how we view the judiciary at the grassroots level. 'It is wrong to call them subordinate or lower courts. They are the main courts of this country because it is here that the common man goes for justice,' he stated. Recalling his time as Chief Justice of the Karnataka High Court, he said his first administrative order was to ensure the term 'subordinate courts' was discarded. 'The real mistake we made in the last 75 years was not focusing enough on the trial and district judiciary.' Justice Oka addressed the rising pressure judges face, particularly in heinous crimes or economic offenses. He cited how public outrage, media coverage, or political statements such as a Chief Minister declaring an accused will be hanged can create an atmosphere of fear for grassroots judges. 'The involvement of large sums of money or the gravity of the allegations may be one factor, but judges must decide bail strictly within the four corners of the law,' he affirmed. He added, 'Judges must be prepared to deliver verdicts that are not popular.' Touching upon exceptions, he noted that in rare cases, judges may invoke Article 142 of the Constitution to ensure complete justice. However, even in such circumstances, he reiterated that decisions must stem from constitutional morality, not personal values. He also referenced dissenting judgments such as Justice H.R. Khanna's in the ADM Jabalpur case and the Kesavananda Bharati verdict to highlight the importance of judges staying true to constitutional principles, even at great personal cost. 'Three judges who gave the majority opinion in Kesavananda Bharati were superseded. But they were not swayed by the views of the ruling government.' Justice Oka acknowledged the flaws in the current judicial appointment system, particularly the delay between Collegium recommendations and appointments. He cited the example of Senior Advocate Aditya Sondhi, who withdrew his consent for judgeship after waiting nearly a year. 'The real challenge for Chief Justices is to convince good lawyers to join the Bench. But delay in appointments dissuades them,' he said, urging immediate government attention to this issue. Justice Oka concluded by recognizing the crisis of credibility in the judiciary and called for a recommitment to constitutional morality. 'Judges must set aside personal notions of morality, faith, religion, or political inclinations. That is the only way to meet the challenges before the judiciary today.' 'The job of a judge is not to preach. The question is not whether an action is good or bad, but whether it is legal or illegal.' He emphasized that criticism of judgments must be legal and balanced, urging the public and professionals to acknowledge both the right and wrong decisions of the courts. Justice Oka's powerful address served as a sobering reminder that justice cannot and must not be shaped by personal or societal moralities. Instead, it must emerge from the spirit and letter of the Constitution. 'The Constitution is our moral compass. That is the only morality a judge must know,' he concluded to resounding applause from a hall filled with eminent judges and legal luminaries. UNI SNG RN

Hyderabad: Deputy chief minister Bhatti Vikramarka and industries minister D Sridhar Babu on Wednesday met Union MSME minister Jitan Ram Manjhi in New Delhi and urged him to extend Central aid for two industrial parks in the Madhira constituency, and 119 MSME parks in all the assembly constituencies in Telangana. The Telangana govt sought prior approval from the Centre to submit project proposals under the MSME-CDP (Cluster Development Programme) for financial assistance to develop these parks. "Proposals have been submitted to set up industrial parks in Yendapally (Madhira mandal) and Remidicherla (Errupalem mandal) in Khammam district. Plans have been drawn up to develop these parks in 85 acres and 60 acres, respectively. The locations are strategically significant due its proximity to NH 65 (Hyderabad–Vijayawada corridor) and have excellent connectivity to nearby towns, railway networks, and ports," Bhatti informed the Union minister. These parks are being designed to support various manufacturing sectors and are expected to generate at least 5,000 direct and 15,000 indirect employment opportunities," Bhatti further said. "We are expecting Central financial support under the MSME-CDP scheme. The MSME parks will include hostels, kitchens, toilets, testing centres, and other common facilities. Business development, product innovation, and market strategy services will also be made available. Support will be extended to women-led enterprises through the Streenidhi scheme, providing loan assistance to empower such units and expand livelihood opportunities for women," Bhatti said. Currently, under the MSME-CDP scheme, the Telangana govt is already implementing 25 projects with the support of the Union MSME ministry. These include industrial parks, flatted factory complexes, and Common Facility Centres (CFCs), all of which are playing a key role in strengthening the MSME ecosystem in the state. Telangana is seeking Central assistance under the relevant schemes to establish dedicated MSME parks in each Assembly constituency. Through these progressive initiatives, the Deputy CM and industries minister expressed confidence that Telangana will emerge as a key contributor toward India's vision of achieving a $30 trillion economy.
