Regional airlines say they're one bird strike away from deep trouble, and cries for support are falling on deaf ears
Passenger numbers on regional airlines have never been better, but the costs of running them have never been higher.
'Passenger numbers are through the roof,' says Sounds Air boss Andrew Crawford.
But it has had to 'kill off' Taupō and Westport routes and sell an aircraft, and the company is still losing money.
'I wouldn't know one airline that isn't,' he says, citing fuel, labour and maintenance as the three big costs of flying.
Add in landing fees, Airways fees and the Civil Aviation Authority more than doubling the passenger service levy.
'This is a critical issue for New Zealand,' says Crawford. 'Between us we're flying around 600 flights a week around regional New Zealand. We don't do that for fun, that's essential services, and I can tell you that a big part of it is healthcare.'
Unless something drastic happens Crawford says he can't guarantee the security of other Sounds Air routes.
He's not the only one. Air Chathams has dropped Norfolk Island and its Auckland – Whakatāne service is up in the air.
Chief operating officer Duane Emeny tells The Detail that flying is a high risk business and conditions are the toughest they've been in his airline's 41 year history.
'You're one bad day from maybe having to pull an engine off an aircraft and send it away because you had a bird strike.'
He says his father Craig Emeny, founder and chief executive, has taken the airline through the global financial crisis in the early 2000s, intense competition and even a grounding by the CAA and survived.
'He's had some real challenges in his life and this seems to be trumping a lot of them at the moment,' he says.
Both airline bosses say they have had meetings with government ministers about support for the sector but Crawford says after six years he's given up.
'For six years we've been fighting to try and get support, try and get regional aviation in this country recognised and it just falls on deaf ears,' Crawford says.
His airline is 'hanging off shareholders' mortgages' but no one is listening.
Taupō mayor David Trewavas has a brand new $9 million airport terminal built with a Provincial Growth Fund grant but he can't find another airline willing to take over the Wellington – Taupō route after Sounds Air then Origin Air pulled out.
Origin Air lasted no more than six weeks before deciding the service wasn't viable.
Trewavas says his council could not have done any more to keep either airline.
'They were looking for a direct investment in the company and I don't think it's the council's business to be a part owner of an aviation company,' he says.
But finding a replacement is not easy. Air New Zealand had looked at the route but doesn't have an aircraft available and Air Chathams is only a 'possibility'.
'There's not too many second tier airlines in New Zealand,' he says.
Air Chathams' Duane Emeny says the most important step for the government would be to give airlines access to low or no-interest government concessionary loans.
'To be really clear, it is a loan, so it is money that those airlines would absolutely be paying back,' he says.
But there's no definite response from the government.
In an email to The Detail the Associate Transport Minister James Meager says the government is currently considering a range of options to support regional connectivity and improve competition in the sector but is yet to make any decisions, including on whether access to concessionary loans would be the right thing to do.
'We are committed to supporting existing measures to improve consumer experience flying, such as improving airline on-time performance through regular reporting, technology investments to speed up security queues, and infrastructure investments in our regional airports.
'The Commerce Commission is looking at competition in airports, and I am considering whether there is any benefit in further moves around airfare transparency and further scrutiny on how to reduce the wider costs facing the aviation sector.'

A Bold Dream Gets A Cut As Predator Free 2050 Ltd Is Disestablished
Article – RNZ Predator Free 2050 was hit by a budget blow, and now the 'moonshot' goal is under threat, for The Detail The environmental sector worries that the future of a predator-free Aotearoa is in jeopardy after the Government swung the axe in the latest budget. It was billed as a 'moonshot' for New Zealand's environment – a bold, world-leading goal launched by Sir John Key in 2016, aimed at eradicating rats, possums and stoats from our islands by 2050. The vision has been clear – bring back birdsong to every valley, protect the flightless kiwi, and restore what once thrived. But today, the future of Predator Free 2050 looks uncertain. Predator Free 2050 Ltd, the Crown-owned company established to drive and fund large-scale eradication and breakthrough science, is now being disestablished, as announced as part of Budget 2025. Funding for the company will cease by the end of the year, with its responsibilities shifted to the Department of Conservation (DOC), which the government says will reduce duplication, increase efficiency and save about $12 million. 'People are now worried for this programme,' Newsroom environment editor David Williams tells The Detail. 'They say without ongoing funding, we will not only not go forward, but we will go backwards. This programme needs funding, and that's up to the government.' The government insists the broader goal of predator eradication remains. But Dr Kayla Kingdon-Bebb, chief executive of WWF New Zealand, is not entirely convinced. 'New Zealanders believe in the Predator Free 2050 dream, and we want the government to get behind them too. But I'm not sure this will happen. 'I've not been seeing a lot of enthusiasm for environmental outcomes from this government, full stop. We describe the government's policy agenda as a war on nature, and I think it is disappointing that a previous National government got so strongly behind this moonshot objective, and this government does not seem to care so much.' Both Williams and Kingdon-Bebb say the country has 'overwhelmingly' backed the Predator Free 2050 initiative, allowing it to 'come a long way, in a relatively short time'. Already, predator-elimination projects cover more than 800,000 hectares. 'This is a big amount of land,' says Williams. 'And the goal is big … but they have done well. 'They also said they wanted to fund scientific research, and 15 or 20 projects have already had money to try and sort this problem out. 'A lot of community groups have latched on to this – someone said to me that this is the one conservation project that has captured the imagination of New Zealanders more than any other.' Kingdon-Bebb agrees. 'It has certainly captured the hearts and minds like nothing else,' she says. 'We have seen an explosion of community trapping groups and landscape-scale projects over the last nine years, which has been amazing … now I feel the government is taking its foot off the pedal. 'What is apparent is that the government has had a look at the delivery model of the programme as a whole, which is complex. 'So, if it is the case that the government has reviewed it and determined that a crown-owned corporation is not the best delivery methodology, I can accept that. 'DOC has a lot of capability … and perhaps it is appropriate for DOC to be coordinating this work, perhaps there was duplication of roles and functions and costs. 'But where I would be concerned is that in the wider scale of what has happened in the last two budgets, the Department of Conservation will see, in total, about 300 million dollars in savings exacted from it. 'So, it does beg the question whether a very stretched department can pick up the leadership of this initiative in a way we would want to see it done.' Critics say that move will slow momentum, bury innovation under bureaucracy and confuse local projects already stretched thin. They also argue that across the country, hundreds of predator-free community groups, many driven by volunteers, will be left wondering what support will look like without the company's funding, research backing and strategic oversight. But the government insists the predator-free projects and contracts funded by the company are not affected and it is committed to the predator-free 2050 goal.

America's foreign student fiasco
One of the world's best universities, a magnet for the globe's brightest brains, is under attack by the Trump administration. And while Harvard is fighting various funding restrictions and bans on foreign student visas, harsher policies on America's borders are creating fear from returning students that they could be arrested by immigration officers and jailed or deported. International students are big money-makers for universities worldwide – in New Zealand they pay four times the amount in fees as domestic students. 'We could be doing well while doing good,' says the chief economist at the policy think-tank The New Zealand Initiative, Dr Eric Crampton. 'It's amazing that America's throwing all this away. 'We aren't the destination market for the best students in the world. But if the place that is the destination for the best students in the world suddenly says 'We don't want them any more' – my God we'd better be ready for that,' he tells The Detail. Crampton is Canadian, but spent time in the US on a student visa so knows what it's like to study there. He's also taught at Canterbury University and has experience with exchange students. He says the American administration has now basically put every student visa under threat, with erratic threats coming from the President, whether over funding or threats to Chinese students on the basis that 'they're all spies or something'. Trump's move to bar international students from Harvard by blocking their visas has itself now been blocked by a court order, but the situation remains uncertain. At the same time foreign students are getting nervous about leaving the country and trying to get back in, with reports about people getting arrested randomly at the border. The hit to the US economy is expected to cost billions in revenue, and has been described as an 'anti-intellectual spree'. 'When you live in America on something like a student visa, every interaction with the state you're reminded that you're less than an American. Even in 2002 it was very clear that you are there by their sufferance. 'It would be awful being there now on a student visa because just imagine it … you'd be paying $US50,000 per year in international tuition fees, maybe you've already paid for two years of study and you're coming towards the end of it … and you've got two more years ahead of you … if they cancel your visa you've wasted $100,000 and two years. 'If you're at a place like Harvard, people wouldn't hold it against you, you could continue your studies elsewhere. People would say 'Well, he was admitted to Harvard, he must be really good', but if you're at a mid-tier US university – which is still better than anything New Zealand has – you'll have sunk two years' worth of study and $100,000 worth of cost, and you won't be able to finish your degree. 'It feels like the kind of spot where New Zealand could help. We've always been able to accommodate students on international exchange. We could make it really easy for students to come in that way.' Universities New Zealand chief executive Chris Whelan says New Zealand is nearly back up to pre-Covid numbers of foreign students, with our eight universities having about 20,000 full-time equivalent students between them. 'International students help, but they're just one of a number of different mechanisms that universities are looking to for making payroll and keeping lights on,' he says. 'We don't want to grow too far … we want international education to be a genuinely quality and value proposition for both domestic students – giving them the ability to rub shoulders with people from different cultures – but also for the international students, to give them a genuine international experience. 'But if any student did want to, or was forced to, discontinue their studies in the US, there are places like New Zealand that I think would welcome them and would make it as easy as possible for them to get here.' NZ's means-testing creep
Whatever age we're at, means testing for benefits is creeping into our lives. From the Best Start allowance for parents of newborns, to the parents of teens applying for Jobseeker, and those in KiwiSaver earning over $180,000. But when it comes to the old age pension, means testing is too touchy politically, says NZ Herald political editor Thomas Coughlan. He tells The Detail why the pension is off limits, for now. 'There are things we get universally. Universal free education, a lot of health services are free. But cash payments, those are mostly means-tested with one big exception.' Every New Zealander who hits 65 is entitled to NZ Superannuation. 'You could be a billionaire or you could have absolutely nothing and you will get it. 'Culturally, politically we tell ourselves that we earn superannuation, we work hard we pay taxes our whole lives and when you retire you deserve to get the benefit from the government that you have paid for for your entire working life. That is the political bargain, I guess, at the heart of superannuation.' Means testing superannuation is also not as straightforward as other benefits where Inland Revenue knows exactly how much beneficiaries or their parents earn. But most superannuitants don't work, making a means test on income difficult to manage. That leaves asset or wealth testing, 'which is just uranium wrapped in barbed wire'. Coughlan says raising the retirement age is seen as the better of 'two horrible options' and National has already signalled plans to gradually raise it to 67. But that is also fraught. The Retirement Commissioner Jane Wrightson doesn't like either option but is 'more keen on the consideration of means testing than I am of raising the age'. 'But if that became a thing (raising the retirement age) then I would be arguing that it's a really comprehensive and well-thought-through policy change that considers a retirement system as a whole, not just about NZ Super, not just about KiwiSaver but the impact overall on future citizen New Zealand pensioners,' Wrightson says. She calls the debate around superannuation a gender issue. 'The commentators are mainly men. The issues around NZ Super, and who gets it and when, need to be looked at with a really strong gender lens because women are the ones who get disproportionately affected.' The Detail also talks to pensioner Doug Beever in Australia where the pension kicks in at 67 and is means-tested. Beever says he's happy with the arrangement because all of his working life he has been paying into a private retirement fund, a compulsory version of a KiwiSaver scheme that has been in place for decades. Wrightson says that is the difference between the two countries and why we can't copy Australia's pension model. The historic superannuation plan is a reason why the country is quite well-off, 'because those funds are in the billions and billions now. And secondly, people have got a decent pot themselves, so when you get that you can absolutely then talk about means testing, you can talk about raising the age … you've got more levers to your bow when your citizens have been protected by a decent regulatory environment.
