Encounter breaks out in J&K's Kulgam; operation underway
A joint team of personnel from the Army, CRPF, and J&K Police SOG had launched an anti-terror operation following inputs about the presence of terrorists in the area.
Holed-up ultras opened fire at the search party, triggering a gunfight, a police spokesperson said.
The operation continued till the time of filing this report.
Earlier in the day, J&K DGP Nalin Prabhat and IGP (Kashmir Range) VK Birdi had visited Kulgam to assess the security situation. DGP Prabhat held a high-level operational review meeting with GOC Victor Force and senior officers of the Army and police, directing them to 'analyse and reassess existing strategies and recalibrate the counter-terrorism offensive' to eliminate Pakistani terrorists.
The DGP also toured the DH Pora, Devsar and Kund areas during his visit.

‘Denial discriminatory': HC directs CRPF to promote HIV/AIDS +ve woman staffer
Stating that the denial of promotion to an HIV/AIDS positive woman employee of the Central Reserve Police Force (CRPF) was 'discriminatory', the Gujarat High Court has directed the CRPF to promote the petitioner to the post of Inspector (Ministerial), while also declaring as 'ultra vires' the provisions of a 2008 Standing Order and the 2011 CRPF Assistant Commandant Recruitment Rules that were cited in denying promotion to the petitioner. A division bench of Chief Justice Sunita Agarwal and Justice DN Ray, in its August 5 order, noted that the denial or discontinuation or unfair treatment in relation to employment is 'clearly prohibited' under the HIV/AIDS (Prevention & Control) Act, 2017. While stating that the Act has been enacted to ensure equal opportunity of employment and with the need to protect and secure the human rights of persons who are HIV/AIDS positive, the court directed the CRPF to grant promotion to the petitioner with effect from the date her juniors were promoted. The court said, 'The petitioner shall be entitled to full benefits including continuity of service to the post of Inspector (Ministerial) from the date the juniors to the petitioners were/was promoted. The petitioner shall also be considered for promotion to the (subsequent) post of Assistant Commandant (Ministerial) by placing her in the gradation list along with her juniors and a special DPC (Department Promotional Committee) be conducted to consider the candidature of the petitioner to the said post…' Granting time of two months, the court said, 'Upon consideration, if the petitioner is found fit on all other aspects, she shall be given promotion to the post of Assistant Commandant (Ministerial) from the date the junior(s) to her have been promoted against the vacancies of the year 2024-25… (The respondent is) required to revise pay and re-fix the pay-scale of the petitioner from the date of her entitlement to promotion on the post of Inspector (Ministerial) and further on the post of Assistant Commandant (Ministerial) and shall pay the arrears including all consequential benefits to the said posts.' The bench considered the arguments put forth by the petitioner as well as the advocates representing the respondents and stated that the case 'presented a very sorry state of affairs at the ends of the respondent authorities including the Ministry of Home Affairs, Government of India in perpetuating discrimination by not bringing necessary amendments in the Standing Order No.04/2008 and the recruitment/appointment Rules, which prescribe blanket restriction for promotion or appointment to persons who are not kept in medical category Shape I, specifically HIV/AID +ve personnel.' The court order stated that the court has reached 'an irresistible conclusion' that the petitioner has been discriminated in denial of promotion to the post of Inspector (Ministerial) from the date of her entitlement on the premise that she was in Shape III category in the medical report dated April 16, 2015. The petitioner had contended that she was promoted to the post of Inspector (Ministerial) only on August 23, 2019, and therefore also denied the subsequent promotion to the post of Assistant Commandant (Ministerial). The court noted that 'no efforts seem to have been made' to bring the Standing Order and the Rules governing the services of CRPF personnel in line with the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) (Prevention and Control) Act, 2017 so as to remove 'discrimination' against the 'protected persons' within the meaning of the Act. Declaring the 2008 Standing Order as well as the Rule 5 of the Central Reserve Police Force, Assistant Commandant (Ministerial), Group 'A' Post, Recruitment Rules, 2011, as 'ultra vires', the court said that it was 'contrary to the National HIV Counseling and Testing Guidelines, 2024 as also discriminatory and arbitrary, being violative of Articles 14, 16 and 21 of the Constitution of India.' The court order stated that the clauses are 'required to be suitably amended to remove any kind of discrimination, directly or indirectly, expressly or by effect which denies or withholds any benefit, opportunity or advantage from any person or category of persons being HIV/AIDS +ve person(s)… by bringing suitable amendments as early as possible. For the purpose of medical assessment of HIV/AIDS +ve person.' 'SHAPE-1' signifies that a combatised serving personnel is fully fit for all duties. The acronym SHAPE represents: S (Psychological), H (Hearing), A (Appendages), P (Physical Capacity), and E (Eyesight). A SHAPE-1 rating indicates that all these aspects are assessed as being in good condition. Functional capacity for duties in the CPF under each factor is graded in the scale from 1 to 5, indicating declining functional efficiency and increasing employability limitations.

Major Military Buildup? Why Is India Rushing To Buy Rs 67,000 Crore Worth Of War Equipment?
New Delhi: India has taken a major step to sharpen its military edge. The Ministry of Defence has cleared the purchase of weapons and defence systems worth Rs 67,000 crore for the Army, Navy and Air Force. The decision came on August 5, during a meeting of the Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh. Senior military leadership attended the meeting. The Chief of Defence Staff, the service chiefs of the Army, Navy and Air Force, along with the Defence Secretary, were all present. Their agenda was to strengthen combat readiness across land, air and sea. BrahMos for Navy, Combat Drones for All Forces After the successful showcase of the BrahMos missile in Operation Sindoor, the Defence Ministry approved the procurement of additional BrahMos Fire Control Systems and launchers for the Indian Navy. Alongside this, the green signal was given to acquire combat-capable drones for all three services. These unmanned aerial systems fall under the Medium Altitude Long Endurance (MALE) category. The ministry's official statement did not disclose specific models but confirmed that these drones would carry payloads and weapons. Their long-range capabilities are expected to boost India's surveillance and strike power significantly. Backup Plan Amid U.S. Drone Supply Delays India had signed a deal to buy 36 MQ-9B Predator drones from the United States. However, delivery has been delayed. To bridge this gap, the Defence Ministry has approved the purchase of alternate remote-piloted aircraft (RPAs). Meanwhile, Pakistan has already inducted similar drones, such as the Turkish Bayraktar UAVs. Boost to Naval and Aerial Defences The Navy will also receive Compact Autonomous Surface Craft, sea-based drones designed for detecting and neutralising enemy submarines. An upgrade to the Barak-1 Point Defence Missile System has also been cleared. For the Air Force, the ministry has sanctioned mounted radar systems. There is also an upgrade in the pipeline for two major defence platforms, Saksham and SPYDER weapon systems. These upgrades will integrate them into the Integrated Air Command and Control System (IACCS), enhancing battlefield coordination. Maintenance and Night Combat Gear The Air Force's C-17 and C-130 transport fleets will undergo essential sustainment and maintenance. Annual upkeep of the S-400 missile systems has also been cleared. On the ground, the Army's mechanised infantry will get a technological boost. Thermal imaging sights for BMP vehicles will soon be part of their night combat toolkit. This fresh round of acquisitions marks a strategic push toward high-tech warfare. The armed forces are preparing for today's threats and tomorrow's challenges.

Wrote to parties to push for bill on statehood restoration in Parl: Omar
As demand for restoration of statehood has gained momentum, chief minister Omar Abdullah said he has written to several parties with a sizeable presence in Parliament, seeking their support for the introduction of a Bill for the restoration of statehood in Jammu and Kashmir in the ongoing Monsoon session. (File) J&K CM had written to 40 MPs, including the Congress president Malikarjun Kharge, and other prominent Lok Sabha members urging them to raise the issue of J&K's statehood in the Parliament. 'I have written a letter to all those parties who have a good number of MPs in Parliament and requested them to help on the promise made to J&K on statehood and raise the issue in Parliament so that a Bill is brought in this session itself and J&K gets its statehood back,' Omar told reporters in Srinagar. 'The act of reducing J&K from a state to a Union territory in 2019 and the prolonged delay in restoring its status as a full state... has profound implications for the future of Indian polity,' the three-page letter stated. The CM said the reorganisation of J&K into a UT in August 2019 was presented as a 'temporary and transitional measure' and cited repeated public assurances from Prime Minister Narendra Modi. On the Supreme Court likely to hear a plea for the restoration of statehood on August 8, Omar said the restoration should come through the court if the government does not do it. 'It is a good thing and I hope the Supreme Court keeps in mind is that when they gave a judgement on the August 5 case (in December 2023), they had said that the statehood should be restored as soon as possible. Now, many years have passed but we have not got it yet,' he said. The CM also highlighted the 'remarkable and enthusiastic participation' of the people of J&K in last year's assembly elections and said that they turned up in record numbers and demonstrated an unshaken faith in our constitutional processes and democratic institutions. In a 'respectful acknowledgement' of this, his government's first act was to pass a unanimous resolution calling for the immediate restoration of statehood. He said had the SC not set a deadline for conducting assembly elections in Jammu and Kashmir, 'perhaps I would not have been talking to you as the chief minister today'. 'We got elections last year as SC had set a timeframe. Otherwise they (centre) would have never held elections and I wouldn't have been a CM. Let's hope, government gives a time for statehood restoration. It has been promised to people of J&K in parliament, meetings and rallies.' Will take issue in INDI alliance meeting: Farooq Abdullah National Conference president Farooq Abdullah on Wednesday said that he will raise the issue of statehood of J&K in meeting of INDI alliance. 'Congress president has called a meeting of alliance parties and will raise the issue of J&K's statehood. They have been supporting us on this,' Farooq told on sidelines of function. PDP, NC on same page on statehood demand The Jammu and Kashmir Peoples Democratic Party (JKPDP) welcomes the recent appeal by chief minister for a collective push toward restoring statehood in J&K. However, JKPDP expresses concern over the selective focus on statehood, while overlooking the far more critical demand for restoring Article 370 and Article 35A, which form the constitutional foundation of Jammu and Kashmir's identity, rights, and autonomy. JKPDP chief spokesperson Mehboob Beg said that while the party wholeheartedly supports the call for statehood and stands ready to back any meaningful initiative that fulfils promises made to the people in Parliament, public forums, and before the Supreme Court, it is disheartening to see that the NC, under CM Omar Abdullah's leadership, has not demonstrated equal urgency or clarity on the restoration of J&K's special status. 'The abrogation of Article 370 and 35A in August 2019 was a historic betrayal that struck at the heart of our political and cultural identity. Ignoring this reality while demanding statehood alone dilutes the larger struggle for justice and dignity,' Beg said. 'Statehood without special status is akin to treating the symptoms while ignoring the root cause,' Beg asserted. The JKPDP reiterated its position that statehood, while important, cannot be the ultimate goal. The restoration of Articles 370 and 35A must remain central to any political roadmap for Jammu and Kashmir.
