home buyer was offered a 'split' sale for a new build home
in order for it to qualify for the
Help to Buy
scheme, Niamh Towey reports today.

The Help to Buy (HTB) scheme is administered by
Revenue
, and provides a refund on income tax of up to €30,000 to first-time buyers on new-build properties up to a value of €500,000.
The tax refund that the buyer qualifies for is paid directly to the contractor, who must be approved by Revenue.

The Government's focus in the next budget has to be on transforming infrastructure, Taoiseach Micheál Martin has said as Sinn Féin insisted a cost-of-living package had to be included. Such a package has been ruled out in advance of Budget 2026 in October, including payments that have benefited the average worker by €1,000. In the Dáil Mr Martin said there would be supports in the budget but said the focus 'quite simply has to be on transforming our infrastructure'. Challenging the Government's budget stance, Sinn Féin leader Mary Lou McDonald said the Taoiseach was 'doubling down' on the removal of support payments 'for struggling households at a time when living costs are through the roof'. The ESRI said it was difficult to explain such a difference. The Government proposes to cancel the 'very help they desperately need' in energy credits as part of a cost-of-living package in the budget, Ms McDonald said. 'People are being fleeced now today, when they open their electricity or gas bill, when they get to the checkout with the weekly shop, when they go to fill the car, and when they go to buy basic toiletries like toothpaste or shampoo,' she said. Mr Martin acknowledged that prices are 'relatively elevated' following the peak of inflation and that Ireland has the third lowest rate of inflation in the EU. He said the Government had done a lot and 'more than any other European government' in terms of cushioning and trying to reduce the impact of cost-of-living increases on people. This included extending the VAT reduction to 9 per cent on electricity and gas, which will save households €70 for gas and €55 for electricity. Mr Martin said there will be a significant increase in the number of people eligible for the fuel allowance in September and that the carers support grant increased to €2,000 in January, benefiting 138,000 people. Opens in new window ] He also pointed to the back-to-school clothing and footwear allowance, the free schoolbook scheme and the free hot meals scheme in primary schools. 'We have to be prudent,' he said. 'We have to be cautious and careful in terms of the resources that we have. And I know everybody wants us to spend billions, but that is not open to us.' He said 'we will be spending a lot. There won't be any austerity in itself but there has to be some degree of caution because the situation could change' he said, in reference to the threat of US president Donald Trump's 30 per cent tariff .

It is the time of year when local council decide whether to adjust the local property tax (LPT) bills of householders in their area. Under the rules they can choose to vary the amount of LPT to be paid upwards or downwards from a base figure. Cutting, while popular, leaves the council with less money to spend. The opposite calculus applies to increases. Looking at the decisions made so far, and the debates that have led to them, one thing is clear. There remains a huge reluctance in Ireland to tax residential property. Strangely, the strongest critics of the tax are those further to the left, including Sinn Féin and People before Profit/Solidarity. Housing is by the far the main source of wealth held by Irish people, but these parties object at every turn to raising tax on it. Too many councillors are still refusing to even collect the baseline level of the tax and are thus leaving less cash for their councils to spend. Councillors in Dun Laoghaire-Rathdown, which has the most expensive house prices in the State, voted to continue the maximum reduction of 15 per cent from the baseline level set for the tax. This costs the council €10 million in annual income. South Dublin County Council – where a reduction of 15 per cent from the baseline had been in place – voted to reduce this to 7.5 per cent, though the resulting increase in bills will be tiny in most cases. The decision in Fingal is to reduce the charge by 5 per cent, compared to 7.5 per cent previously. Outside Dublin, councils in Carlow and Wicklow both voted to maintain charges slightly above the baseline – arguing that this underpins important services for the public. READ MORE As well as opposition from many on the left to the tax, in some council – such as Dun Laoghaire-Rathdown – Fine Gael and Fianna Fáil councillors have supported cuts in bills. At a time when councils are scrambling for cash, this smacks of populism. True, bills may increase for some next year anyhow due to a reform of the tax announced by Minister for Finance, Paschal Donohoe. But the additional amounts to be paid will be small for most households. And surely those with properties of €1 million or more can be asked to pay a bit extra? In most cases council management clearly spell out to councillors the implications of their LPT decisions. That many still vote to undermine the funding of local services must be dispiriting for those who actually have to deliver them. At a national level, it is clear that there is no political appetite to increase LPT as a source of revenue, which would be a welcome widening of a very narrow tax base. The reform programme which will apply from next year was cautious and the tax will remain a small contributor to the exchequer. This means that when more tax is needed in the years ahead – as it will be – it will be income taxpayers who will again be hit.

The expected deferral of health labelling on alcohol products is a signal of just how nervous the Government is about the present trading and economic environment. At a time when businesses and exporters are facing unprecedented uncertainty about trading conditions, Ministers were reluctant to add another cost for something many say is important, but fewer believe is urgent. [ Health labelling on alcoholic drinks set to be deferred until 2029 ] The planned introduction of the law next year would have made Ireland the first country in the world to insist on health warnings on bottles containing alcoholic drinks. Retailers would be obliged to ensure every container that contains alcohol carries the messages that 'drinking alcohol causes liver disease' and 'there is a direct link between alcohol and fatal cancers'. READ MORE Insiders say the decision to postpone, likely to be approved by Cabinet next week, is also testament to the fierce lobbying by the drinks industry in recent months. This took place at many levels, not least of which was the trade forum convened by Tánaiste Simon Harris to discuss business fears and to suggest ways of addressing them. The issue of alcohol labelling has been raised at every single meeting, one person familiar with the issue says. In his letter to the members of the trade forum on Tuesday, Mr Harris acknowledged this. 'Members of the forum also raised the issue regarding alcohol labelling and its potential impact,' Harris said. 'The Government will consider this matter next week. We are fully committed to the implementation of this public health policy. However, it is imposing costs on businesses at a time of great challenge and the Government is reflecting on that.' Indeed, insiders say the decision to defer the introduction of alcohol labelling has been inevitable for some time. Ministers have been muttering in public for months about 'looking at this issue again'. In private, many were a good deal more forthright. But various elements of the drinks industry had been lobbying against the measures since long before it was legislated for two years ago, but they failed to stop it. So what changed in recent months? According to people involved in the issue in Government, it was the transformed environment due to US president Donald Trump's import tariffs that proved decisive in persuading the Ministers to back a deferral of the measure until 2029. Alcohol products – whether US bourbon, Irish whiskey or French wine – have been touted by both sides as potential targets in a trade war. Suddenly, it seemed like a bad time to be piling additional costs on producers and retailers. For anti-alcohol campaigners, the news will be a bitter blow. 'The eyes of the world are on Ireland,' Prof Frank Murray, chair of Alcohol Action Ireland , wrote in The Irish Times earlier this year. That may be all the more true now.
