No plan for IREL, HCL, NALCO merger into NCMC: Centre

New Delhi, July 24 (UNI) The Central government is yet to chalk out a plan for the merger of Indian Rare Earth Limited (IREL), Hindustan Copper Limited (HCL) and National Aluminum Company Limited (NALCO) into a 'National Critical Minerals Corporation', Union Minister for Coal and Mines Kishan Reddy told the Lok Sabha.
The union minister replying to a query said the Central Government through a notification on November 22, 2010 appointed a Commission of Inquiry under the Chairmanship of Justice M. B. Shah for the purpose of making inquiry of illegal mining of iron ore and manganese ore in contravention of the provisions of the Mines and Minerals (Development and Regulation) Act, 1957, the Forest (Conservation) Act, 1980, the Environment (Protection) Act, 1986 or other rules or licenses or guidelines issued there under referred to as illegal mining.
The Justice M.B. Shah Commission submitted the report to the Ministry of Mines, which was subsequently laid in the Parliament, the minister said.
The Section 23C of the Mines and Minerals (Development and Regulation) (MMDR) Act, 1957 empowers the State Government to frame rules to prevent illegal mining, transportation and storage of minerals and for purposes connected therewith.
Therefore, the control of illegal mining, transportation and storage of minerals and purposes connected therewith is primarily the responsibility of the State Government, added the minister.
The Central Government supports and augments these efforts through policy initiatives from time to time. Some of the steps taken by the Central Government for the prevention and control of the frauds like fake transportation permits, under invoiced exports etc. are as under the MMDR Act, 1957 was amended through the MMDR (Amendment) Act, 2015, wherein Section 30B and 30C read with Section 21 and 23C, inter-alia, provide stringent punitive provisions for illegal mining, transportation and storage, added the minister.
Altogether, 21 State Governments including Odisha have framed rules under section 23C of MMDR Act,1957 to curb illegal mining, transportation and storage of minerals.
Further 22 State Governments including Odisha have set up Task Forces, specially constituted to control illegal mining and review the action taken by member departments for checking the illegal mining, transportation and storage activities, added the minister.
The Ministry of Mines launched the Mining Surveillance System (MSS) in October 2016 through IBM. The MSS system detects likely incidences of illegal mining using space technology. The Ministry of Mines also issued guidelines on 3 October 2023 to major mineral rich States for prevention of misclassification of grades of iron ore and other minerals by using technology, added the minister.

THIRUVANANTHAPURAM: Though the jailbreak of Govindachamy has raised questions on the safety aspects of prisons, equally glaring is the lethargy of senior officers of the Prisons Department. Highly-placed sources said senior officials, starting from Prisons Department Director General Balram Kumar Upadhyay, have been turning a blind eye towards the daily monitoring of the functioning of the prisons. As per the Kerala Prisons and Correctional Services (Management) Act, the Prisons DG should visit the central prisons and the high-security prison once every six months. This practice helps the DG personally take stock of the security situations inside the prisons and suggest measures to address them. However, the incumbent DG has been reluctant to visit prisons, sources said. The central prisons, open prisons, women prisons and the high-security prison have jail advisory boards that meet every six months. The norm that was keenly followed earlier was that the DGs would go the prisons to take part in the advisory board meetings so that both purposes- attending the meeting and jail visit- were served. However, in the case of the incumbent DG, he prefers attending the meetings, which are held offline, online.

Hyderabad: In a sharp critique of the Congress Party's reservation framework, Union Minister G Kishan Reddy accused Congress of deliberately misleading Backward Classes (BCs) with its proposed 42 per cent reservation scheme for local bodies, which includes a 10 per cent quota for Muslims. Addressing the media in the national capital, Delhi, on Friday, the Minister referred to a precedent set by former Chief Minister Y.S. Rajasekhar Reddy, who introduced a 4 per cent reservation for Muslims under the BC-E category during his tenure. This action was struck down twice by the High Court. Although Congress later obtained a stay from the Supreme Court to continue implementing the reservation, Reddy contends that this move was 'unconstitutional' and detrimental to the core BC groups. Kishan Reddy alleged that Congress inflated BC population figures by including 10 per cent Muslims in the claimed 56 per cent BC demographic, reducing actual BC numbers to 46 per cent. He said that the party's attempt to hike the Muslim reservation quota from 4 per cent to 10 per cent within the BC framework is labeled as unjust. Referring to the GHMC elections, where 34 per cent BC reservations allegedly benefited AIMIM candidates, not genuine BCs, he added. Reddy emphasized that reservations historically apply to castes engaged in traditional hereditary occupations and accused Congress of diverting these benefits for political appeasement. He warned that, under the guise of uplifting BCs, Congress was actually diminishing the 34 per cent BC quota to 32% after merging the 10 per cent Muslim component. The Minister highlighted the BJP's achievements in promoting BC leadership, including the appointment of BC members to the Union Cabinet and the granting of constitutional status to the BC Commission. He contrasted this with Congress's alleged failure to elevate BCs to Chief Minister or Prime Minister positions since independence. Kishan Reddy criticized the Congress leaders' remarks questioning Prime Minister Narendra Modi's community. He clarified that Modi was included in the BC list in 1994 under the Congress-led government of Gujarat, which occurred before his political ascent. He also questioned the logic behind labeling several communities as 'converted' BCs, citing the inclusion of Vishwakarmas and the Lambada community in SC/ST lists over decades. Calling out Congress's decline in electoral relevance, Reddy asserted that the party had been rejected in key states and faced significant losses, including zero seats in Delhi. He attributed the recent personal attacks on Modi to frustration among Congress leaders, including Rahul Gandhi and Revanth Reddy. He said that the BJP is demanding that local body elections be conducted in line with Telangana High Court orders and that the proposed 42 per cent BC reservations exclude Muslim beneficiaries. Kishan Reddy urged Congress to clarify who stands to gain from this model and challenged Revanth Reddy to resign as Chief Minister in favor of a BC candidate.

Mumbai: The Slum Rehabilitation Authority (SRA) is working on completing the survey of all slums in the city by the end of this year, with an eye on creating a reliable databank for future slum rehabilitation projects and curbing the emergence of new, illegal slum settlements. The survey, incorporating biometric details of slum residents and Geographic Information System (GIS) mapping, will help make Mumbai slum-free, said officials. (Hindustan Times) 'We have set a target of completing the survey of all slums in Mumbai by December 31,' said Dr Mahendra Kalyankar, chief executive officer, SRA. The authority will rope in specialised agencies over and above two agencies it currently relies on to complete the work on time, he added. The decision to finish the survey this year was taken during a review meeting chaired by chief minister Devendra Fadnavis on June 12, wherein he directed officials to accelerate the exercise. The SRA had, via a drone survey in 2021, identified 2,597 slum clusters across Mumbai, which were differentiated into 13,79,086 slum settlements. Till Thursday, Pioneer Foundation Private Limited and Saar IT Resources Private Limited – two agencies which conduct surveys on behalf of the SRA – had conducted door-to-door surveys in 5,75,136 slum settlements while another 8,03,950 slum settlements remained to be surveyed. 'Since over 8 lakh slums have to be surveyed in about five months, we will appoint more agencies by floating a tender,' said an SRA official. Around 1.4 lakh of the settlements that remain to be surveyed are located on plots owned by the Maharashtra Housing and Area Development Authority (Mhada) and the Brihanmumbai Municipal Corporation (BMC), and both agencies are conducting separate surveys as well, the official mentioned. 'Once completed, our survey will provide comprehensive information about all slums in the city and prevent any new addition,' the SRA official told HT. Slums that spring up after the survey can be identified easily, which will help in initiating punitive action, he said. 'It will also prevent any attempt by developers to add fake tenants in SRA projects,' he added. According to the Maharashtra Slum Areas (Improvement Clearance and Redevelopment) Act, 1971, residents of slums built until January 1, 2000 must be provided free rehabilitation tenements when they are evicted. In May 2018, during Devendra Fadnavis' first term as chief minister, the cut-off date for rehabilitation was extended to January 1, 2011, but it was mandated that those residing in slums built between 2001 and 2011 would not be eligible for free rehabilitation, following a Supreme Court decision.
