Avoid year-end spending sprees in civil service, says Chief Secretary

PUTRAJAYA: The practice of hasty end-of-year spending in the civil service, which often leads to a waste of resources, must be avoided entirely, says Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar (pic) .
He said poor expenditure management not only undermines the efficient use of resources but also risks creating negative perceptions about the government's integrity and governance.
He added that although the Auditor-General's Report continues to raise issues on the government's financial management, misappropriation and wastage of public funds still occur.
"If left unaddressed, this issue could become increasingly complex and, without firm solutions, it will affect the credibility and public perception of civil servants in general,' he said in his speech at the opening of the 2025 Management Accounting Seminar organised by the Accountant General's Department of Malaysia (AGD) here on Tuesday (May 6).
The text of his speech was read out by Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi.
Shamsul Azri said civil servants must ensure that transparency, integrity and accountability remain central to the principles of governance and ethics.
He said the government is focused on optimising public spending by reviewing expenditure policies and the allocation of limited resources to ensure efficiency, effectiveness and value for money.
"Continuing to implement policies geared towards targeted subsidies allows the government to reduce wastage and leakage while creating fiscal space to improve assistance for vulnerable groups,' he said.
He added that the government has also taken a positive step forward by amending the Audit Act 1957, which will enhance audit scope in relation to management of public funds.
This effort also ensures that audit recommendations are taken seriously and acted upon appropriately by all parties, including ministries, departments, agencies and any entities or companies receiving public funds.
Shamsul Azri said the AGD, as the lead agency for management accounting across ministries, has introduced the Treasury Circular PS 1.3 – Implementation of Management Accounting.
It outlines the policy and implementation of management accounting via the introduction of strategic management accounting and reporting (SMARt).
"This initiative directly enhances the efficiency, effectiveness, and accountability of ministries in managing finances, risks, resources, and performance by ensuring optimal resource utilisation,' he added.
As such, Shamsul Azri urged all ministry secretaries-general, who also serve as controlling officers, to ensure the effective implementation of management accounting and SMARt in order to improve transparency and accountability in all financial decisions.
"Civil servants must proactively acquire increasingly complex technical competencies in finance and accounting, while also equipping themselves with non-financial intelligence to improve the effectiveness of management accounting practices in the public sector.
"The adoption of technologies based on big data analytics, artificial intelligence (AI) and smart automation can assist government agencies in collecting, analysing, and interpreting financial information in real time,' he said. – Bernama

Indonesia to begin building Nusantara's legislative and judicial zones in October

NUSANTARA, Aug 16 — The Indonesian government has announced a plan to commence the construction of legislative and judicial zones in new capital Nusantara in October this year, marking the next phase in the relocation of the country's seat of government from Jakarta. Development of the two zones is part of the second phase of construction in Nusantara, a project aimed at reducing pressure on overcrowded and sinking Jakarta. Speaking to journalists on Saturday, Head of the Nusantara Capital Authority (OIKN) Basuki Hadimuljono said preparations for the two zones, located in the core government area (KIPP), have been completed. 'Construction will start between the end of October and early November this year,' hesaid during a visit to North Penajam Paser District in East Kalimantan, where the new capital city is being developed. The KIPP already includes the presidential palace and ministerial offices, construction of which began in 2022. The new zones will house the legislature and judiciary, key to the full relocation of government functions from Jakarta. The eastern section of the KIPP will be designated for the House of Representatives (DPR), the People's Consultative Assembly (MPR), and the Regional Representatives Council (DPD). The western side will be allocated for the Supreme Court (MA) and other judicial institutions, Basuki said. The Public Works Ministry has allocated 8.1 trillion rupiah (US$520 million) for the development. Of that, 2.9 trillion rupiah has been earmarked for road access to the zones, with contracts awarded this month. Construction is expected to take 660 days. Basuki stressed that the legislative and judicial facilities are critical to the official transfer of the capital. New Delhi [India], August 16 (ANI): Similar to the country's resolve for energy independence, Prime Minister Narendra Modi emphasised the need for India to achieve self-reliance in the fertilisers sector, while addressing the nation from the ramparts of the Red Fort this Independence Day. The Prime Minister observed that, at present, India remains dependent on imports for a significant portion of its fertiliser requirements. He urged the farming community to adopt judicious and scientific use of fertilisers to protect the health of the soil, cautioning against indiscriminate usage that causes long-term damage to 'Mother Earth'. Calling upon the youth, the industrial sector, and the private sector, the Prime Minister exhorted the nation to unite in efforts to build ample domestic reserves of fertilisers. He encouraged the discovery and development of innovative methods to meet the country's requirements through indigenous production. 'Just like we are dependent on the world for energy, it is the misfortune of the country that we have to depend on the world for fertilisers as well. The farmers of my country can also serve Mother Earth by using fertilisers properly. We are causing a lot of harm to Mother Earth by using it indiscriminately. But at the same time, I want to tell the youth of the country, the industry of the country, the private sector of the country, let us fill the reserves of fertilizers, let us find new ways and prepare our own fertilisers as per the requirement of India, let us not depend on others,' PM Modi said from the Red Fort. Over the last decade, India's fertiliser industry has seen steady growth. The total fertiliser production has increased from 385.39 Lakh Metric Tonnes (LMT) in 2014-15 to 503.35LMT in 2023-24. Over the past six years, six new urea plants have become operational across the country. India's total annual consumption of fertiliser in 2023-24 was around 601 LMT. About 503 LMT was produced domestically in India, while 177 LMT came through imports. (ANI)
