Delhi HC seeks Centre's response to AAP plea against Rs 17 lakh rent demand on former party office

The Delhi High Court on Monday sought the Centre's response in a plea by the Aam Aadmi Party (AAP) seeking the setting aside of a demand of nearly Rs 17 lakh by the Directorate of Estates as rent for the state office allotted to the party that was subsequently cancelled.
The party is also seeking the quashing of a letter by the Directorate of Estates on January 17, which AAP claims informed the party 'about the ex parte cancellation of the accommodation' – double suite No. 514, V.P. House, New Delhi.
Justice Sachin Datta issued notice to the respondent, the Ministry of Housing and Urban Affairs, through its secretary and the Directorate of Estates. The court has sought a response by August 12.
According to AAP, on September 14, 2024, 'in an act of mala fide', the Directorate of Estates passed an ex parte order cancelling the allotment of the state party office at 514, V.P. House, New Delhi, 'without issuing any show cause notice or affording an opportunity of hearing' to the party.
AAP's plea states that 'the ex parte order dated 14.09.2024 has not been conveyed to the Petitioner to date'.
Subsequently, the party was only communicated the decision on January 17, where the Directorate of Estates addressed a letter to AAP, 'belatedly informing the petitioner that their allotment of the subject accommodation was cancelled with effect from 14.09.2024, and the petitioner was called upon to comply with the ex parte cancellation order, along with the ultimatum of being charged damages for any period of overstay beyond 14.09.2024.'
On March 6, the party was slapped with a rent demand notice of Rs 6.60 lakh for occupying the premises between September 14, 2024 and March 13, 2025. On May 13, the party was issued a second bill, for occupation of the premises from March 14 until April 29, amounting to Rs 10.32 lakh.
The party had handed over the possession on April 30, AAP's advocate, Prateek Chadha, told the court on Monday.
Even as the party requested relief by staying the payment of bills, Justice Datta orally remarked, 'You pay this, it is not a big amount, it will be subject to final outcome.'

Prime Minister Narendra Modi on Friday virtually inaugurated the new underground section of the Kanpur metro rail project from Chunniganj to Kanpur Central, worth over Rs 2,000 crore in the presence of Uttar Pradesh Chief Minister Yogi Adityanath and Deputy Chief Minister Keshav Prasad Maurya. This section comprises five new underground stations, namely Chunniganj, Bada Chauraha, Naveen Market, Nayaganj and Kanpur Central. The Prime Minister also inaugurated three 660 megawatt power units in Ghatampur and a thermal power project in Panki. In all, PM Modi laid the foundation stone for 15 major development projects valued at over Rs 47,573 crore in Kanpur. While addressing a gathering in Kanpur, PM Modi also spoke of the recent military conflict between India and Pakistan and lauded the Indian armed forces for their valour during Operation Sindoor precision strikes in response to the Pahalgam attack, which claimed the lives of 26 civilians on April 22. Earlier, PM Modi also met the family of Shubham Dwivedi, one of the victims of the dastardly attack in Baisaran Valley.

Addressing a rally here after inaugurating and laying the foundation stones for 15 development projects worth over Rs 47,600 crore, he said big companies in the defence sector were coming to Uttar Pradesh and pointed out that the production of AK203 rifle has started in Amethi. About Operation Sindoor in the aftermath of the April 22 Pahalgam terror attack that killed 26 people, Modi said India destroyed terrorist hideouts deep inside Pakistan, and the world saw the "anger of our daughters and sisters in the form of Operation Sindoor". "Operation Sindoor is not over yet. It showed the world power of indigenous weapons and Make in India. We destroyed terrorist hideouts in Pakistan by going hundreds of miles inside. Indian weapons, Brahmos missile entered enemy territory and wreaked havoc," the prime minister told the rally. The heroics of the Indian armed forces forced the Pakistani Army to "plead to stop the war", he said and asserted that India would no longer be intimidated by the threat of the nuclear bomb nor would it make a decision on that basis. "Moreover, Pakistan's ploy of state and non-state actors not going to work anymore," Modi told the rally. "India's principle in the fight against terror is to give a befitting reply to every terror attack. Its time, method and conditions will be decided by our forces themselves," he added. Earlier in the day, the prime minister met the family members of Pahalgam terror attack victim Shubham Dwivedi at the Chakeri airport here. Local businessman Dwivedi (31) was among the 26 people killed in the Pahalgam terror attack.

New Delhi: A damning inquiry report by a Supreme Court-appointed three-judge panel has reportedly indicted Justice Yashwant Varma of the Allahabad High Court, confirming serious allegations of misconduct. The panel's findings, submitted to then Chief Justice of India Sanjiv Khanna and forwarded to the President and Prime Minister earlier this month, recommend the removal of the judge. The inquiry, triggered by the discovery of a huge sum of burnt cash at Justice Varma's official residence in New Delhi following a fire on March 14, has laid bare troubling details, say sources. The three-member committee, comprising Punjab and Haryana High Court Chief Justice Sheel Nagu, Himachal Pradesh High Court Chief Justice G. S. Sandhawalia, and Karnataka High Court Justice Anu Sivaraman, meticulously examined the evidence and testimony of 55 witnesses over several weeks, sources added. In its report, finalised on May 3, the committee unequivocally stated that the cash was found in a storeroom at 30 Tughlak Crescent, the official residence allotted to Justice Varma, according to sources. Sources said the panel concluded that access to the storeroom was under the 'covert or active control' of Justice Varma and his family, thereby establishing a direct link between the judge and the cache of cash. The report further states that strong inferential evidence indicates the burnt cash was removed from the storeroom in the early hours of March 15, hours after the fire, sources informed. The committee, weighing 'direct and electronic evidence on record,' expressed a firm view that the allegations of misconduct raised in the letter from the then Chief Justice of India dated March 22, 2025, are 'sufficiently substantiated' and serious enough to call for the initiation of removal proceedings against Justice Varma, sources said. Throughout the inquiry, the panel examined a broad spectrum of witnesses, including 11 officials from the Delhi Fire Services, multiple police personnel ranging from rank-and-file officers to top brass, three personal security officers assigned to Justice Varma, CRPF static guards, and domestic as well as court staff. Notably, the judge's daughter, who was present during the fire, and Justice Varma himself were questioned extensively. Significantly, ten eyewitnesses testified about the presence of cash in the storeroom, corroborating the central allegation that Justice Varma's residence housed a large amount of currency under questionable circumstances, sources said. The report's implications are stark: the presence of such unexplained cash in a judge's official residence, coupled with his failure to provide a satisfactory explanation for its source, strikes at the very core of his integrity, say sources. The panel's recommendation to pursue removal proceedings underscores the seriousness of the misconduct and sends a clear message that the highest standards of probity must be upheld within the judiciary, say analysts.
