UAE invests billions to bolster citizen housing

Zawya31-03-2025
ABU DHABI: The UAE's housing sector for citizens witnessed a significant boost in the first quarter of 2025, designated as the "Year of Community," with the launch of extensive initiatives and projects reflecting the leadership's commitment to family stability and well-being.
The UAE is developing its citizen housing sector at both federal and local levels through an ambitious strategy focused on innovation and excellence in solutions and services. This has contributed to a citizen homeownership rate exceeding 91 percent by the end of 2024, among the highest globally.
In January, over AED1 billion in housing approvals were granted under the Sheikh Zayed Housing Programme to more than 1,300 citizens. The number of beneficiaries will increase throughout the year to meet all submitted housing requests.
The current waiting time for housing approval from the programme is only two months, which is among the shortest globally.
Since its establishment in 1999 until the end of 2024, the Sheikh Zayed Housing Programme has supported over 90,000 Emirati citizens with an allocation of AED60 billion.
In Abu Dhabi, a housing benefits package worth AED6.75 billion has been approved, benefiting 4,356 Emirati citizens across the emirate.
The approved housing benefits package includes housing loans amounting to AED5.08 billion benefiting 3,172 citizens, land grants and ready-built houses valued at AED1.585 billion benefiting 1,100 citizens, as well as exemptions from housing loan repayments totalling more than AED94.8 million benefiting 84 senior citizens, limited-income retirees and beneficiaries of deceased citizens.
This package brings the total housing benefits delivered to citizens in Abu Dhabi since the establishment of the Abu Dhabi Housing Authority to over 123,000, amounting to approximately AED168.85 billion.
February saw the launch of the Al Saad residential project in Al Ain, spanning 1.23 million square metres with a total cost of AED993.7 million, providing 306 villas for citizens.
Furthermore, the Department of Municipalities and Transport in Abu Dhabi announced the launch of a new "Value Housing Programme" to bolster versatility in the emirate's real estate market, improve living standards for individuals and families, and foster community integration.
Developments in Dubai include the implementation of housing projects worth AED5.4 billion across various areas in the emirate, supporting the Sheikha Hind bint Maktoum Family Programme.
The projects will see 3,004 new homes being built for Emirati citizens. Of these, 1,181 homes will come up in Latifa City for beneficiaries under the housing loan category. For beneficiaries in the housing grant category, the projects envisage 606 new homes in Al Yalayis; 5, 432 in Wadi Al Amardi; 398 in Al Awir; 1, 200 in the Makan area of Hatta; 120 in Oud Al Muteena; and 67 in the countryside and rural areas of Dubai.
In March, Dubai Municipality launched the "Home First" initiative to provide housing solutions for Emirati families. It is a comprehensive set of urban planning amendments and housing solutions to strengthen family stability, foster social cohesion, and improve the quality of life for Emirati families.
In February 2025, the Sharjah Executive Council approved the first batch of beneficiaries for residential and investment land grants, totalling 2,000 recipients: 1,200 for residential land grants and 800 for investment land grants, distributed across the emirate's cities and regions.

ECA's Parent-Friendly Label sets higher bar as more UAE employers adopt family-first policies

15 Aug 2025 00:24 SARA ALZAABI (ABU DHABI)The UAE is seeing a shift in workplace culture as more employers expand parental leave, flexible hours, and support for families of children of determination. This trend is being shaped in part by the Abu Dhabi Early Childhood Authority's Parent-Friendly Label (PFL) programme, which has tightened its evaluation standards and drawn record participation in its third programme's latest cycle saw a record 83 applications from semi-government, private and third-sector employers, with a notable rise in entries from professional services, education, energy and healthcare. The number of employees benefitting from parent-friendly policies rose 28% compared with the previous cycle, while inclusivity for parents of children of determination improved by more than 50%. 'The third cycle of the Parent-Friendly Label marks a significant milestone in the programme's journey, both in scale and impact,' Fatmah Rashed Alkaabi, PFL Programme Manager at the Abu Dhabi Early Childhood Authority (ECA), told Aletihad in an interview. 'This cycle holds special importance as we celebrate our label earners while the UAE marks the Year of Community in 2025, reinforcing the programme's commitment to fostering a more inclusive, family-supportive work culture across the country.'Organisations applying for the label are also adapting to more demanding evaluation criteria, which now place greater weight on the measurable impact and sustainability of workplace practices. Alkaabi revealed that, while the PFL retained the original 19 criteria across the five assessment areas — parental leave, flexible work, family care, family wellbeing, and organisational culture — the third cycle placed greater emphasis on leadership accountability, data tracking, and staff wellbeing support.'We also focused on assessing managers' support mechanisms beyond policy documentation, including leadership accountability, data tracking, and parental wellbeing programmes. These enhancements were informed by insights from earlier cycles to ensure stronger differentiation of label earners,' she added. Impact Beyond the Workplace Alkaabi said label earners have introduced institutional initiatives that directly affect the lives of working parents, creating long-term benefits for their children, communities, and the organisations themselves. Some offer six months' maternity leave, eight weeks' paternity leave, flexible work arrangements, and dedicated support for parents of children of determination. These measures, she explained, reduce stress, strengthen families, and enhance wellbeing, equity, productivity, and global competitiveness.'Our primary objective is to drive social change across the UAE by fostering a deeper understanding of the unique journey of working parents,' Alkaabi said.'This shift represents a long-term investment in child wellbeing and national development goals. Parent-supportive workplaces enhance healthy child development by encouraging beneficial practices like breastfeeding, which improve mother and child health,' she acknowledged that some employers, particularly smaller firms, may have concerns about potential disruption and costs. To address these, Alkaabi said the PFL programme offers free support to foster inclusive policies and has already impacted more than one million employees worldwide.'One of [the programme's] most valuable features is a structured feedback process, through which all applicants, regardless of outcome, receive an independent assessment highlighting their strengths and areas for improvement.'She added that the PFL team also connects organisations with experts and peers to help refine existing policies or develop new ones that align with both the programme's criteria and the unique culture of the 3 honoured 12 national and international organisations, including three earning the PFL+ for meeting or exceeding global standards in parent-friendly policies — HSBC, Ethara, and TAQA Transmission. The remaining nine — ADNOC, Cleveland Clinic Abu Dhabi, Miral, DP World, The Developing Child Centre, Procter & Gamble, Strategy& Middle East, Kraft Heinz, and SLB — earned the PFL for exceeding local best said the ECA will continue to benchmark against leading global models to ensure the programme's evaluation criteria align with international standards, while remaining contextually relevant to the UAE. This ongoing refinement, she explained, is key to sustaining progress and widening the adoption of parent-friendly policies across sectors. 'Looking ahead, we will continue expanding the programme's reach to all sectors across the UAE and drive a nationwide shift to parent-friendly work culture across all industries.'

Emiratis can now renew their UAE passport up to one year before expiry

Starting August 18, 2025, Emiratis can renew their UAE passport up to one year before the expiry date. Previously, the limit was just six months. How it works The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) says the new rule applies to any passport with 12 months or less left. Renewals can be done easily through the ICP smart services platform, without visiting a service centre in person. The digital process makes it faster and more convenient for everyone. Why this change? Ali Mohammed Al Shamsi, chairman of the authority, says the move is all about making life easier for citizens. With the new rule, people can plan trips well in advance, avoid last-minute passport problems, and complete official paperwork more efficiently. It also encourages the wider use of digital identity services. Al Shamsi adds that this step strengthens the UAE's reputation for efficient government services and sets a benchmark for the region. UAE passport power The UAE passport is ranked one of the 10 strongest in the world in 2025, reflecting the country's growing influence on the global stage. It allows Emirati citizens to travel to 184 countries without a visa or with a visa-on-arrival, making international travel faster and more convenient. This is a significant improvement from previous years and highlights the passport's increasing strength and value. Here's the recent progress in global rankings: 2022 and 2023: Ranked 15th 2024: Ranked 11th 2025: Ranked 8th The steady rise in ranking shows how the UAE has invested heavily in improving mobility for its citizens, making it easier for them to travel for business, education, or leisure. It also reflects the country's strong diplomatic relations worldwide, which continue to open doors for Emiratis across the globe. Experts say this trend is likely to continue, further solidifying the UAE passport as a symbol of national pride and global connectivity. This move makes UAE passport renewal easier, quicker, and more efficient, while also highlighting the country's commitment to high-quality government services and improving citizens' everyday lives. Dubai, United Arab Emirates: Dubai Municipality has announced significant achievements in regulating and monitoring construction activities during the first half of 2025, completing more than 25,000 field inspections — a 36% increase compared to the same period in 2024. The inspections covered over 18,800 buildings under construction, with a total built-up area exceeding 36 million square metres, marking an 11% increase from last year and reflecting continued growth in new projects across the emirate. These results highlight Dubai Municipality's comprehensive regulatory strategy, ensuring safety and quality throughout all stages of construction. The approach supports Dubai's vision to be the world's smartest and most sustainable city in the construction sector, while reinforcing the emirate's reputation as an investment-friendly hub with advanced infrastructure and flexible, integrated regulations. During the first half of the year, compliance rates reached 96%, underscoring the Municipality's ongoing efforts to safeguard building standards and maintain sustainable urban planning practices. In the same period, 1,669 building completion certificates were issued — up 30% from 2024 — including 1,484 villas, 74 multi-storey buildings, and 60 industrial facilities, adding around 2 million square metres of new residential, commercial, and industrial space to Dubai. A visionary outlook for Dubai's construction sector Eng. Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, said: 'Dubai Municipality places great emphasis on precise engineering oversight of construction activities, considering it a key tool to regulate the sector and elevate its standards, in line with our unwavering commitment to developing it into the world's smartest and most sustainable. We aim to provide a safe and sustainable construction environment, applying the highest quality and safety standards at all stages, which contribute to enhancing residents' quality of life and reinforcing Dubai's position as a leading hub in construction and building.' Additionally, 16.4 million cubic metres of soil were recycled and transported — the equivalent of filling approximately 6,500 Olympic-size swimming pools. The Municipality issued 4,222 permits for sand transport and supply, ensuring optimal resource use, and approved over 1,126 requests for free sand to support Emirati citizens building private villas. These initiatives form part of Dubai's broader vision for an innovative and sustainable construction sector, streamlining building procedures, enhancing governance, and ensuring legislative and regulatory flexibility — making the emirate a preferred destination for investment in this vital industry.
