Bengaluru: With the Centre announcing a
national caste census
, Karnataka's politically influential Lingayat and Vokkaliga communities are mounting pressure on the Siddaramaiah govt to scrap the contentious
state caste census
. They are also preparing cadres to ensure better enumeration in the central exercise.
The communities have expressed dissatisfaction with the socio-economic and educational survey — commonly called the caste census — commissioned by the Siddaramaiah govt in 2015. They allege that their populations have been significantly undercounted, which could directly affect their share of reservation.

Six Lingayat ministers — Eshwar Khandre, Lakshmi Hebbalkar, SS Mallikarjun, Sharan Prakash Patil, Shivanand Patil, and Sharanabasappa Darshanpur — met last week to prepare for Friday's (May 9) cabinet meeting, where they plan to raise concerns about the
census findings

The caste census report remains with the state govt. A special cabinet meeting called on April 17 ended without a decision. A second meeting was postponed twice, with the latest now set for Friday. With the Centre's census now in play, officials say the upcoming session would be a regular cabinet meeting, although the caste census will be on the agenda.
"The caste census report would also be discussed along with the other issues on the agenda," said HK Patil, law and parliamentary affairs minister. "While there is no dispute about the socio-economic-educational aspect of the report, some communities have expressed concerns about the size of their population. These aspects would be discussed with the intention of ensuring justice for all communities."
Tensions have escalated after senior Lingayat representative and Shamanur Shivashankarappa, also Davanagere South MLA, criticised his own party's govt. "Lingayats are hoping to get justice from the central census as the state census had projected their population around 65 lakh when in reality it's more than 2 crore," he said. However, Siddaramaiah has held firm, stating he will use the state caste census findings to frame the next state budget.
Forest minister Khandre said: "We have taken note of all these developments that took place after the Centre announced the national caste census. We Lingayat ministers met last week and discussed the issue. We are committed to safeguarding the interest of our community. We will air our views in the cabinet meeting."
Lingayat functionaries also plan to urge their community to list themselves as 'Veerashaiva-Lingayat' in the central census, though a section prefers dropping the 'Veerashaiva' prefix.
Vokkaliga representatives are following suit. The Vokkaligara Sangha has engaged experts to guide its community through the central census process. "We want the state caste census scrapped... We will plan an awareness programme on the central census," said B Kenchappa Gowda, president, Vokkaligara Sangha.

This move may appear decisive, coming after public outrage and calls for deterrent action, but it is hasty and unjust. The suspensions were announced before a preliminary inquiry was conducted and without establishing prima facie a case of government's action is deeply unfair considering that the chaos around the celebratory events, organised in the heart of the city, was triggered elsewhere. It was the management of Royal Challengers Bengaluru (RCB) that made the original announcement of a victory parade and an event at the stadium – the State Government endorsed it. Those very officers who worked to ensure the smooth conduct of the tournament are now being vilified for a failure that was not theirs. The suspensions also need to be viewed along with reports that senior police officials had suggested holding the event on Sunday, June 8, to allow adequate time for events of this magnitude requires detailed planning, beginning with a comprehensive security scheme: crowd estimates, personnel deployment, patrolling points, traffic management, emergency protocols, and crime prevention. Police teams need to be mobilised from across the city, or even the state. This requires travel time, extensive coordination, and clear process was not possible here. Chandigarh: Union power minister Manohar Lal Khattar approved the setting up of three additional 800 MW power generation units in the state, announced Punjab power minister Harbhajan Singh on Friday The demand was raised by Harbhajan Singh at the North Indian Power Ministers' Conference, which was chaired by Union power minister Khattar, with participation from ministers and officials from Punjab, Haryana, Himachal Pradesh, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Jammu & Kashmir, Ladakh, and Delhi. The Punjab govt demanded an increase in the existing power generation capacity of Ropar thermal plant, stating that while Punjab has its own coal mines, the Centre's condition of not transporting coal beyond 1,000 km is creating difficulties in expanding the capacity of these thermal plants. Accepting the demand, Khattar instructed officials to extend the coal transportation limit to more than 1,500km and approved the establishment of two additional 800 MW power generation plants in Ropar. Besides this, approval was also granted for setting up a new 800 MW unit in Punjab. With this approval, the path has been cleared for setting up 2,400 MW thermal plants in Punjab, said Harbhajan Singh. A more than three-decade-old judicial order has rendered the government of the day 'handicapped' and 'provides a virtually impregnable cover' to HC judges against whom an FIR cannot be lodged, Vice President Jagdeep Dhankhar Friday said. Dhankhar's remarks came on the Justice Yashwant Varma episode during an interaction with a delegation of the Punjab and Haryana HC Bar Association. 'The government of the day is handicapped. It can't register an FIR because there is a judicial order, which is more than three decades old. It provides a virtually impregnable cover. Unless permission is accorded by a functionary at the highest level in the judiciary, an FIR can't be registered… why was that permission not given? That was the minimum that could have been done at the earliest occasion,' Dhankhar said, as per an official statement issued after the interaction. The Centre has reached out to all political parties to build a consensus before bringing a motion of impeachment against Justice Varma during the monsoon session of the Parliament. Dhankhar, however, asked if bringing a motion to remove a judge, is the answer. 'If a crime was committed, a culpable act shaking the foundations of democracy, why wasn't it punished? We have lost more than three months, and the investigation has not even been initiated. Whenever you go to court, they ask why the FIR was delayed,' he said. In an apparent reference to the SC-appointed committee in the mater, he asked, 'Does the committee of judges have a constitutional sanction? Does it have statutory sanction? Can its report result in any outcome? Can the report, by itself, be actionable? The Constitution says mechanism to remove a judge can be initiated either in Lok Sabha or Rajya Sabha… this committee cannot substitute for an FIR investigation'. Without naming Justice Varma, he said a 'very painful' incident happened mid-March in Delhi when 'there was a cash haul, obviously tainted, unaccounted, illegal and unexplained' at the residence of a sitting judge. The incident appeared in the public domain after 6-7 days, he said. '… We don't know if it was an isolated incident. Whenever such a cash haul is made, the system has to find out whose money was it. What was the money trail? Are big sharks (involved)? Did the money influence judicial work?'
