Exclusive: With Michelin's Southern expansion, tourism boards made restaurant recommendations

Cities and states across the South will collectively pitch in $1.65 million a year in a three-year contract bringing the Michelin Guide to the region, according to records obtained by Axios New Orleans.
Why it matters: The agreements shed light on what it took for the prestigious travel adviser to consider expanding, as well as what kind of influence the state marketing agencies have over which restaurants Michelin might consider for recognition.
The big picture: Michelin's expansion into the U.S. has come about as tourism agencies are coughing up cash for the honor of being considered among the food world's best and brightest, the New York Times reported in 2023.
Some agencies have seen the value in it, such as with Michelin's expansion last year into Texas, which Eater reported came at a cost of $2.7 million over three years.
But others have declined the expense. Virginia, for example, said no to being part of the American South expansion, Axios' Karri Peifer reports, citing the cost.
Zoom in: Michelin's $1.65 million entrance into the South includes $350,000 per year from Louisiana, North Carolina, South Carolina and Tennessee, and $125,000 annually from Mississippi and Alabama, according to the documents, which Axios New Orleans received after a public records request through the Louisiana Office of Tourism.
Louisiana's first payment was due April 1, according to an agreement in the documents. The three-year contract between the tourism office and Travel Southruns through 2028.
Michelin also shared a slide deck with participants warning about "sticky" questions they may receive, reminding them not to share financial details with the public. "Prohibited," one chart reads: "Any specific budget breakdown by activity. On the other hand, you can reveal what this partnership will achieve globally and objectives of your organization."
Multiple references are also made to NDAs for those involved.
Behind the scenes: The terms of the deal required a route through Travel South USA, a regional marketing agency, which contracted with Michelin.
Then, Travel South USA subcontracted with agencies across each of the states, including city partners, to pool the funds.
The documents include emails exchanged between Michelin staffers and tourism officials across the involved states.
Some make reference to the push and pull among tourism agencies.
"A few states are concerned they wouldn't get any recognition and are reluctant to commit," writes Travel South USA CEO Liz Bittner in one thread. "Atlanta likes being alone in the South – and mentioned that they don't think Michelin doesn't (sic) have enough inspectors to cover the entire region – that being said – (Atlanta Convention and Visitors Bureau president) William Pate also recognizes that this is probably going to happen – so he is willing to find a win-win."
Full state buy-in was required, the emails show, because Michelin would no longer consider single-city expansion, as it did for Atlanta.
The intrigue: The process for restaurants to obtain Michelin stars is a closely guarded secret, but one email references how tourism agencies can offer a bit of an edge.
In preparing for the initial announcement about Michelin heading to the South, Bittner held a meeting with state representatives. That meeting's agenda included discussion of a "requested list of restaurants for consideration," which was due Feb. 14, about a month and a half before the announcement.
"As you put the lists for consideration together," Bittner directed in a follow-up, "think about quality over quantity … beyond the white tablecloth … awarded chefs such as Top 50 lists or James Beard or local awards … Rising chefs with profile in the community (and) chefs/restaurants that highlight the local agriculture, farming or sustainable seafood production."
In a statement Tuesday, Bittner said, the tourism agencies "have no control over the content of the selection or its recommendations. In fact, we all learn of the selected restaurants at the same time as the media and chefs – at the Michelin Guide Ceremony. There is no preferential treatment or guarantees given to the (destination marketing organization) in the partnership."
In one slide deck image, which a Michelin staffer seems hesitant to use in presentations to state representatives, a map shows states across the South in varying shades of blue.
The colors emphasize each state's "culinary maturity," a key standard for determining whether the guide enters a market, the New York Times has reported.
Notably, Georgia remains a lighter shade of blue than Louisiana. Michelin entered the Atlanta market in 2023.

Michelin will introduce a new range of slick tyres for the World Endurance Championship and the IMSA SportsCar Championship next year produced from 50% sustainable materials. The French tyre supplier has surpassed its original target to increase the percentage of the renewable and recycled components of the tyres used in Hypercar in WEC and GTP in IMSA from the 40% announced. Advertisement It presents an increase from the 30% of sustainables that make up the current range of tyres introduced at the start of 2023 in the world championship and the North American series in which Michelin is the sole supplier in the top class. Michelin has confirmed the introduction of the new Pilot Sport Endurance range for 2026 ahead of the start of track action for the Le Mans 24 Hours, the centrepiece round of the WEC, with the Test Day this weekend. The new range marks Michelin's first mass-volume tyre produced with such a high level of recycled and renewable materials. A total of 30,000 units will be produced each year, which contrasts with the low volumes in which tyres with similar levels of sustainables have been made for the MotoE World Cup electric motorcycle series and those used on the Mission H24 hydrogen fuel-cell demonstrators. 'That is why we have launched a complete overhaul of our endurance range with a clear objective: to incorporate 50% renewable and recycled materials while increasing overall performance.' Michelin has raised the prospect of a reduction in the allocation of tyres for each car over the course of a regular WEC event, which currently stands at four and a half sets or 18 tyres for a six-hour race, and higher multiples of stints on four tyres at Le Mans. Philippe Tramond, motorsport technical director at Michelin, suggested that might be possible for 2027 with the necessary rule change. Michel tested 11 new materials defined as renewable or recycled during development of its 2026 tyres and has ended up retaining seven. It also tried 14 what it called 'technical bricks' during development and is using five in the new range. Development of the 2026 WEC and IMSA tyres will conclude with a final test at Watkins Glen at the end of this month after which the specifications will be fixed before production begins in September. A new Michelin wet-weather tyre is also under development, but a date for its introduction has not be set while stocks of the existing wet are used up. The new slicks incorporate what Michelin is calling a 'micro velvet effect' that looks like a tread pattern. Well, this morning, as you munch your Wheaties, I've got a new and fascinating place for you to check out and get your fill of data. It's called US Data Labs, and it's an effort by the Boston-based think tank Pioneer Institute that allows you to compare states across more than 150 data measures. US Data Labs takes federal data and, using data-visualization tools from Tableau, enables anyone to track trends over the past two decades, compare and then sort findings across multiple policy areas such as employment and the economy, government finance (ie., pensions, employment, pay), education, population/demographics, energy, transportation and infrastructure, crime/justice and taxation. Take employment and wages, for example. The guy has just bagged three Michelin stars, and if that doesn't make him the best in the country right now, I don't know what does. His food is next-level, the kind of stuff that makes chefs jealous. If you're not dreaming of eating at Moor Hall, are you even serious about food? Check today's Money blog The worst type of behaviour in kitchens is… people who walk in thinking they're Gordon Ramsay before they've even mastered chopping an onion. I once had a guy in an interview tell me he didn't believe in "kitchen hierarchy" and that he'd "rather collaborate than take orders". Safe to say, he didn't make it past the trial shift. A kitchen runs on discipline and respect - if you don't get that, you're in the wrong industry. The one thing you never, ever want to see on a menu again is... snails. I know, I know, the French will come for me, but I just don't get it. They're chewy, they taste like whatever you drown them in, and honestly, I'd rather eat the garlic butter on its own. Some things just don't need to be on a plate - snails are one of them. A tip that non-chefs might not know to make them a better cook or make a certain ingredient better… salt your meat way earlier than you think you should. Like, hours before. Let it sit and soak in. Most home cooks season just before cooking, but if you give salt time to do its thing, the flavour goes deep, and you get a better crust. Also, stop being scared of butter. It makes everything better. The one thing you hate that some customers do is… ordering a steak well done and then complaining it's tough. Mate, you just asked me to cremate a £40 piece of meat - what did you expect? Also, people who rush the kitchen when they can see we're at full tilt. You came for a good meal, not a drive-thru burger - relax, have a drink, and trust us to do our job. Read more from this series: One cheap place I love to eat is... The Bird in Hand in Sandhurst. It's one of those old-school, no-nonsense pubs where the food is actually good rather than just being "good for a pub". I always get the satay chicken kebabs with chips and salad -simple, tasty, and always bang on. One way we save money is... cutting waste by only ordering what we need daily, we make sure everything gets used, and negotiating hard with suppliers. Could the government help? Of course - lower VAT for hospitality, better support for small businesses, and maybe a bit of regulation on wholesale food pricing wouldn't go amiss. But until then, we just have to keep adapting. My tip for preventing waste is… use everything. Peel, stems, bones, offcuts - there's always a way to get more out of your ingredients. We dehydrate veg peelings and turn them into powders for seasoning, use bones for stocks, and any decent trimmings go into pies or terrines. Waste isn't just bad for the planet; it's literally throwing money in the bin. My favourite restaurant chain is… Miller & Carter. It's just solid, well-cooked steak. If I'm sharing, it's the côte de boeuf every time. But if we're talking about overrated chains? Nando's. Sorry, but it's just chicken with some decent seasoning - why are we all acting like it's some kind of life-changing experience? One ingredient you should never skimp on is… a proper olive oil. A cheap one is pointless - it's like drinking bad wine. But I'll give rapeseed oil some credit; a good cold-pressed one can be great for cooking at high temps. Still, for dressings, finishing, or dipping bread? Olive oil all the way. You get what you pay for.
