The decision is expected to significantly affect development in Vidarbha, where several public infrastructure projects have been stalled due to the legal ambiguity surrounding zudpi lands — forest land in official records but often used for non-forest purposes. The litigation challenges a series of govt resolutions (GRs) and policy changes between 2014 and 2018 that facilitated easier diversion of these lands without adhering to the Forest (Conservation) Act (FCA), 1980.
Originally, in 1961, the state had 9.23 lakh hectares of zudpi jungle, of which 6.55 lakh hectares were classified as protected or reserved forests. Of the remaining 2.68 lakh hectares, 92,115 hectares were found suitable for forestry, with 73,211 hectares already notified as reserved forest under Section 4 of the Indian Forest Act, 1927. From the balance 1.76 lakh hectares, over 89,768 hectares were reportedly diverted for non-forest use by 1992.

The remaining 86,409 hectares now form the core of the Supreme Court proceedings.
Environmentalists argue that these lands are protected under the Supreme Court's December 12, 1996, judgment in the landmark Godavarman case (WP 202/1995), which defined 'forest land' to include any area recorded as forest, regardless of ownership or use. They questioned the legal validity of the March 4, 2014, GR that diluted procedural safeguards, and subsequent policies issued in 2017 and 2018 that eased diversion and permitted land transfers without central clearance.
"Zudpi lands are unique to Vidarbha and have no equivalent classification in any other part of India," said one petitioner, highlighting how these tracts have remained in legal limbo for decades, stalling essential infrastructure such as schools, health centres, water supply networks, and even public institutions.
A six-member panel headed by then divisional commissioner Anoop Kumar had recommended denotifying the land as forest and reclassifying it as revenue land.
With multiple parties awaiting clarity — including development agencies, state departments, and environmentalists — the Supreme Court verdict is expected to set a precedent not only for Vidarbha but for land governance policy in other forested regions too.

SC directs ASI supervision of Mehrauli monuments
The Supreme Court on Tuesday stepped in to protect two ancient monuments in Delhi's Mehrauli, directing the Delhi Development Authority (DDA) to abide by the Archaeological Survey of India's (ASI) decision before taking any demolition action around them. The order assumes significance as neither of the two structures is a protected monument under the Ancient Monuments and Archaeological Sites and Remains Act, 1958. The court's order came on a petition filed by Zameer Ahmed Jumlana, who sought protection of the structures -- Ashiq Allah Dargah and the Chillagah of Baba Farid -- from demolition drives. The petitioner argued that though the sites were of historic significance, DDA was treating them as encroachments while clearing illegal structures in the Mehrauli green belt. A bench of justices BV Nagarathna and R Mahadevan ruled that the monuments' repair and renovation, if required, must be carried out under ASI supervision. 'We dispose the appeals by observing that ASI should take under its consideration the supervision of the monuments in question in the matter of repair and renovation,' the order said. DDA told the court that its actions were not aimed at destroying the monuments but at removing unauthorised constructions -- pucca structures and extensions -- built around them. However, the bench relied on an ASI status report submitted earlier this year that confirmed the heritage value of the two sites. 'The counsel for DDA submits that the said authority is concerned only with demolition of unauthorised structures… We have perused the status report of ASI. The DDA would abide by the decision of ASI,' the bench said. According to ASI, the Ashiq Allah Dargah is the tomb of Shaikh Shahibuddin, an inscription on which states it was built in 1317 AD. Shaikh Shahibuddin, considered a saint, was a khadim (attendant) of the renowned Sufi master Qutubuddin Bakhtiyar Kaki. The tomb lies to the west of Ranjit Gate of the Citadel of Rai Pithoda, the fort of Prithviraj Chauhan, which is a centrally protected monument. The second site, the Chillagah of Baba Sheikh Fariduddin Shakar Ganj, marks the meditation grounds of the 12th-13th century Sufi saint, who was also the chief disciple of Qutubuddin. Chillagahs traditionally served as places of seclusion for saints seeking spiritual retreat. The order assumes significance as neither of the two structures is a protected monument under the Ancient Monuments and Archaeological Sites and Remains Act, 1958. But it falls within the 200-metre regulated zone to the centrally protected monument of the citadel of Prithviraj Chauhan. Under the AMASR Act, any construction, repair, or renovation within this zone requires prior permission of the competent authority. The petition was filed in the top court challenging a February 8 order passed this year by the Delhi High Court in a public interest litigation (PIL) filed by one Himanshu Damle who apprehended demolition of protected or national monuments in Mehrauli citing demolition of an 800-year-old Akhunji Masjid in the same area. Advocates Nizam Pasha and Talha Abdul Rahman, appearing for the petitioner, told the top court that the HC did not find the structure ancient. However, the ASI report cemented this fact and DDA should give an undertaking that the monuments will not be demolished. The bench observed, 'In the guise of protecting the monument, you cannot seek protection of unauthorised construction. Our only concern is that the monument must be protected.' The ASI's December 2023 report observed that the sites carry 'some historical importance' with layers dating back to the 12th and 13th centuries, though many historical layers were missing due to alterations over the years. The report noted that the structures now bear a 'modern look with massive alteration of the original heritage fabric.' However, it noted that the structures are frequently visited by devotees who come to light lamps at the Ashiq dargah for fulfilment of wishes and visit Chillagah to get rid of evil spirits and bad omen.

Guwahati: Assam chief minister Himanta Biswa Sarma has raised serious concerns about certain "strange people" visiting the state from other states, cautioning that anyone attempting to interfere in the state's internal affairs and overstep legal and social boundaries will face immediate arrest. Sarma drew direct parallels to the controversial period during the National Register of Citizens (NRC) update, which was conducted under Supreme Court supervision between 2013 and 2019. The exercise, aimed at identifying illegal immigrants, excluded nearly 19 lakh individuals but was marred by allegations of manipulation, wrongful exclusions, and bureaucratic lapses. "Similar individuals had arrived during the NRC update and derailed the entire process. Back then, the administration didn't pay much heed to these visits, but now, we have our eyes on every single one. If anyone crosses the boundaries set by law, they will be arrested without hesitation," Sarma said. Sarma alleged that the external actors deliberately disrupted the NRC process, exploiting duplicate names and creating false kinship records to insert ineligible individuals into the citizenship rolls. "These people created false records by taking advantage of the same names of individuals and entering the names of those who did not deserve to be on the list. The creation of false kin of people who already lived in the state from before had happened due to the brain of some individuals," he said. The chief minister emphasized that the state govt has gathered substantial evidence of such anomalies over the past five years. Reinforcing his administration's zero-tolerance stance, Sarma said Assam will not allow any fundamentalist activists — regardless of whether they come from Kerala, Mumbai, or Delhi — to interfere in the state's internal affairs and promote and protect activities of certain sections. The warning comes amid heightened scrutiny of Assam's citizenship policies and eviction drives. Sarma also revealed that a BBC team was denied access to Uriamghat, the site of a recent large-scale eviction, citing the need for prior permission. "We had made it absolutely clear that to enter the forest, one would need prior permission. We are taking actions bravely this time, and we will not allow any individual or group to take advantage of these issues," he said.

Kerala HC grants bail to four PFI men in 2022 murder case
Kochi: HC, on Tuesday, granted bail to four accused – Muhammed Bilal, Riyasudheen, K P Ansar and K V Saheer – in RSS leader Sreenivasan's murder case. They are members of the banned outfit Popular Front of India (PFI). Sreenivasan was murdered at Melamuri Junction in Palakkad on April 16, 2022, allegedly by PFI men. A bench comprising Justices V Raja Vijayaraghavan and K V Jayakumar passed the order by allowing the petitions filed by the accused challenging the NIA special court, Ernakulam, which had dismissed their bail applications. The bench directed that each accused be released on bail upon executing a bond of Rs 1 lakh with two solvent sureties for the like sum to the satisfaction of the special court. HC also imposed conditions, including that the petitioners shall not leave the revenue district of Ernakulam without prior permission of the special court; they shall surrender their passports before the court immediately; they must provide their full and updated residential address to the investigating officer (IO); they shall use only one mobile number during the bail period and communicate it to the IO and they shall report before the SHO of the police station having jurisdiction over their place of residence once every fortnight. In 2022, Centre had declared PFI and its affiliates/frontal outfits as an 'unlawful association' under the provisions of Unlawful Activities (Prevention) Act, 1967. It was revealed that PFI and its members were allegedly responsible for several violent incidents and murders in Kerala, creating a sense of terror in the minds of the people. Further, it was alleged that PFI, its office-bearers and its members were indulging in unlawful activities with the intent to foment disaffection against the Indian State by provoking individuals—particularly innocent members of Muslim community—to defy govt and institutions established by law.
