Millionaires on the move: Italy to attract 3,600 billionaires in 2025

Yahoo03-07-2025
More than 142,000 millionaires worldwide will relocate in 2025, according to research by Henley & Partners, a company specialising in consultancy for citizenship and residency programmes.
Around 3,600 of them will choose Italy, ranking behind only the United Arab Emirates (9,800) and the United States (7,500), but ahead of Switzerland (3,000). The decision is driven by geopolitical tensions and increasing global tax competition, with the number of high-net-worth individuals ready to relocate having more than doubled in the past decade.
Since 2017, Italy has been applying a special tax regime known as the 'CR7 rule' (an acronym coined after footballer Cristiano Ronaldo), which allows non-domiciled residents to pay a fixed annual tax of €200,000 on income generated abroad, for a period of 15 years.
For family members opting for the same regime, the flat tax drops to €25,000. The regime applies to income from financial investments, image rights, capital gains and foreign inheritances, while income produced in Italy is taxed ordinarily.
The recent abolition of the tax regime for 'non-doms' in the United Kingdom, individuals resident but not domiciled, has prompted many international millionaires and managers to move to Italy, particularly Milan.
Names such as Elio Leoni-Sceti, Bart Becht, Richard Gnodde and Nassef Sawiris have chosen Milan for its tax advantages, quality of life and quick access to European markets.

In addition to the favourable tax conditions, Milan is experiencing a growth in luxury services, with new exclusive clubs, high-end hotels such as Rocco Forte and Rosewood, and an expansion of international law firms.
According to the 2025 Global Wealth Report by Boston Consulting Group (BCG), Italy ranks eighth in the world for investable financial wealth, with a total wealth of approximately $6.9 trillion in 2024, slightly down 1.1% compared to the previous year due to a less favourable market environment.
Of this wealth, 40% is invested in equities and mutual funds, 25% in deposits and currencies, 18% in life insurance policies and pensions, and 8% in bonds. BCG predicts an average annual growth of 6.5% until 2029, with financial assets potentially reaching $9.455 trillion.
Italy is home to about 517,000 millionaires (with assets over one million dollars) and 2,600 super-rich with assets over one hundred million dollars. The number of millionaires is expected to grow by 1% annually over the next four years, while the ultra-rich segment will grow by 3%.
Supporters of the tax regime believe that the arrival of millionaires encourages consumption, investment and the creation of new businesses, contributing to tax revenue and economic development. Sceptics, on the other hand, warn of the risks of downward tax competition and the inflationary impact on the real estate market and services, especially since many super-wealthy citizens choose Italy to enjoy their retirement.
Beyond tax advantages, Italy is attractive for its Mediterranean climate, cuisine, proximity to the sea and mountains, and a lower cost of living compared to London or Monaco. These factors, together with excellence in luxury services and a growing financial and legal network, make the country a popular destination for high-net-worth individuals seeking stability and a good quality of life.
Besides Italy, other cities are attracting millionaires thanks to favourable tax regimes and high standards of living. Dubai, for example, offers zero taxation and a dynamic capital market. However, some cities, such as London, have seen a flight of millionaires due to high taxes and political uncertainties. According to Henley & Partners' report, London has lost about 30,000 millionaires in the last decade.

Eastern Libya Poised to Greenlight Turkish Offshore Exploration

Libya's eastern-based parliament is preparing to approve a 2019 maritime pact that would allow Turkey to explore for oil and gas in Libyan waters, according to people familiar with the talks in Benghazi and Ankara. Most obstacles to the accord have been cleared, they said, a striking reversal for the east—long aligned with commander Khalifa Haftar's Libyan National Army and historically opposed to Turkish involvement. Tripoli, which already maintains close ties with Ankara, backs the deal. If ratified, Turkish survey and drilling vessels could begin work in a corridor between Turkey and Crete, bolstering Ankara's claims in the eastern Mediterranean and likely aggravating disputes with Greece and Cyprus. The pending vote follows a cautious détente between Turkey and Haftar: a Turkish navy corvette, TCG K?nal?ada, is visiting Benghazi; Ankara is weighing military training support; and Haftar's son, Saddam, met Turkey's defense leadership in April. Turkey is also keen to revive billions of dollars in stalled construction contracts and has restarted direct flights to Benghazi, while major Turkish contractors scope reconstruction and materials production in the east. Eastern authorities increasingly see the accord as a way to attract investment. The maritime move comes as Libya's energy sector regains momentum. On August 19, the National Oil Corporation (NOC) reported over 1.38 million barrels of crude produced in the prior 24 hours, plus ~50,000 b/d of condensate and 2.48 bcf of natural gas, reaffirming its focus on production stability, domestic supply, and export obligations. Output reached a 12-year high of ~1.23 million b/d in May despite periodic clashes around Tripoli, and NOC targets 2 million b/d by 2028 through capacity expansions and stronger infrastructure. Libya launched its first field tenders in 17 years in March, drawing 400+ bids across 22 blocks, and ExxonMobil signed an MoU this month to assess offshore blocks off the northwest coast and the Sirte Basin—signals of returning foreign interest. Libya's light, low-sulfur barrels remain highly prized, with reserves leading Africa and ranking ninth globally. Regionally, the potential Turkish exploration underscores shifting geopolitics. With Russia preoccupied in Ukraine, Simon Watkins writes that Washington and London are pushing to cement influence across the Middle East and North Africa, backing economic stabilization tied to energy development in states like Syria and Libya. In Libya, BP and Shell recently signed frameworks with NOC to evaluate redevelopment of large onshore fields and other assets, while a Mellitah Oil & Gas–Hill International agreement aims to lift gas output from 2026. These moves—alongside U.S. and European engagement—make it harder for rivals to reassert dominance. Still, the maritime file is fraught. Greece in May tendered exploration blocks south of Crete that overlap waters Libya claims; the European Union has argued the mooted Libya–Turkey arrangement infringes third-state rights and conflicts with the UN Law of the Sea. For Libya, the near-term challenge is operational continuity: safeguarding fields and export terminals, ensuring power and water for upstream operations, and keeping cross-faction revenue disputes in check. If stability holds and planned investments proceed, Libya could add meaningful barrels just as global supply is expected to loosen into late 2025–2026—while Ankara's prospective offshore campaigns would add a new layer of complexity to the eastern Mediterranean energy map. Dollar Falls as Trump Calls for Fed Governor Cook to Resign

The dollar index (DXY00) today is down by -0.12%. The dollar fell from a 1-week high today and turned lower on political risks and concerns about Fed independence after President Trump called for Fed Governor Lisa Cook to resign amid a probe into two personal mortgages. FHFA Director Pulte wrote a letter to Attorney General Bondi suggesting Ms. Cook may have committed a criminal offense by allegedly falsifying bank documents and property records to acquire more favorable loan terms. The dollar initially moved higher today after EUR/USD fell to a 1-week low when ECB President Lagarde said she sees slower growth in the Eurozone. The weakness in stocks today has also boosted some liquidity demand for the dollar. In addition, the dollar has support due to speculation that last week's stronger-than-expected July PPI report could keep the Fed from cutting interest rates at next month's FOMC meeting, as expectations for a -25 bp Fed rate cut in September fell to 84% area from 93% before the report. And How Will Markets React? Get exclusive insights with the FREE Barchart Brief newsletter. Subscribe now for quick, incisive midday market analysis you won't find anywhere else. Federal funds futures prices are discounting the chances for a -25 bp rate cut at 84% at the September 16-17 FOMC meeting and at 55% for a second -25 bp rate cut at the following meeting on October 28-29. EUR/USD (^EURUSD) today is up by +0.09%. The euro recovered from a 1-week low today and turned higher after the dollar retreated when President Trump said Fed Governor Lisa Cook "must resign" now due to allegations of mortgage fraud. The euro initially moved lower today on comments from ECB President Lagarde, who said the Eurozone economy is likely to see slower growth this quarter, with questions over global trade remaining despite recent trade deals with the US reducing uncertainty. President Trump is pushing for a summit between Presidents Putin and Zelenskiy soon, and European leaders are discussing a plan to send British and French troops to Ukraine as part of a peace agreement. The outcome could have macroeconomic implications regarding tariffs and oil prices, and could, of course, have significant consequences for European security. Swaps are pricing in a 7% chance of a -25 bp rate cut by the ECB at the September 11 policy meeting. USD/JPY (^USDJPY) today is down by -0.35%. The yen is climbing today due to weakness in the dollar. Also, higher Japanese government bond yields have strengthened the yen's interest rate differentials and boosted the yen after the 10-year JGB bond yield rose to a 16-year high today of 1.621%. In addition, lower T-note yields on Tuesday were supportive of the yen. Today's Japanese economic news was mixed for the yen as Jun core machine orders unexpectedly increased, but July exports posted their largest decline in almost 4.5 years. Japanese trade news was mixed as Jul exports fell -2.6% y/y, weaker than expectations of -2.1% y/y and the largest decline in almost 4.5 years. However, Jul imports fell -7.5% y/y, a smaller decline than expectations of -10.0% y/y. Japan Jun core machine orders unexpectedly rose +3.0% m/m, stronger than expectations of a decline of -0.5% m/m. December gold (GCZ25) today is up +27.30 (+0.81%), and September silver (SIU25) is up +0.378 (+1.01%). Precious metal prices recovered from early losses today and moved higher due to a weaker dollar and lower T-note yields. Also, an increase in US political uncertainty and concerns about Fed independence has boosted safe-haven demand for precious metals after President Trump called for Fed Governor Lisa Cook to resign amid allegations of mortgage fraud. Gold continues to have safe-haven support related to US tariffs and geopolitical risks, including the conflicts in Ukraine and the Middle East. Fund buying of precious metals continues to support prices after gold holdings in ETFs rose to a 2-year high last Friday, and silver holdings in ETFs reached a 3-year high on Tuesday. Precious metals initially moved lower today as signs of progress in peace talks over Ukraine have curbed some safe-haven demand. Also, today's hawkish UK July CPI report may keep the BOE from cutting interest rates and is bearish for precious metals. Silver prices were undercut today due to concerns over industrial metal demand after ECB President Lagarde said the Eurozone economy is likely to see slower growth this quarter. UK Jul CPI rose +3.8% y/y, stronger than expectations of +3.7% y/y and the fastest pace of increase in 1.5 years. Jul core CPI also rose +3.8% y/y, stronger than expectations of +3.7% y/y.
