Province intensifies initiation awareness to curb the emergence of illegal initiation schools

The National Oversight Coordinating Committee and the Provincial Initiation Coordinating Committee (PICC) will roll out an awareness campaign on the provision of the Customary Initiation Act (CIA) on 21 August 2025 at the Bahurutshe ba ga Moiloa Traditional Council in Dinokana.
The campaign is aimed at raising awareness about the importance of safe, lawful cultural practice, including the right of initiates, the role of traditional leaders, parents and initiation schools' principals.
The campaign follows the mushrooming of illegal initiation schools during the past winter initiation season, which led to over 100 initiates being rescued and the tragic death of six initiates.
The campaign is also targeted at attaining zero deaths during initiation seasons as well as eradicating unnecessary fatalities through strict enforcement of the CIA and by fostering collaboration between government, traditional leaders and communities.
The event will be attended by the Chairperson of NIOC, Ikosi Vembi William Mahlangu, NW PICC Chairperson Kgosi Godfrey Gasebone, Chairperson of the North West House of Traditional and Khoi-San Leaders, Kgosi Thari Maotwe, traditional leaders and representatives from government departments.
Kgosi Gasebone has thrown his weight behind the campaign and said the emergence of illegal initiation schools, especially by chance takers who are chasing money, will never be tolerated. 'We call upon all traditional school principals to work with local traditional authorities, the department and the PICC to ensure compliance and approval of hosting the initiation school. If we all comply, this will go a long way in safeguarding the lives of our young people', remarked Kgosi Gasebone.
The Customary Initiation Act aims to protect, promote and regulate initiation. It provides for acceptable norms and standards;, initiation oversight and coordinating structures;, protection of life, prevention of injuries and all forms of abuse against initiates, addresses the governance aspects of initiation, protects the customary practice of initiation and ensures that it is practised within the constitutional and other legal prescripts.
As per the Act, no person must be forced or coerced into attending the initiation school, no person under the age of 16 may attend the initiation, and a person between 16 and 18 years of age may only attend after obtaining a written consent letter from parents.

Major's remarks follow a decision by Western Cape High Court Judge Nathan Erasmus on Wednesday, which granted Lombaard full immunity from prosecution. Lombaard was arrested in March last year alongside Joshlin's mother, Racquel 'Kelly' Smith, Jacquen 'Boeta' Appollis, and Steveno van Rhyn, and she turned State witness. All three were convicted of kidnapping and human trafficking and are serving life sentences. Judge Erasmus found that Lombaard had provided 'key evidence' and testified 'honestly and frankly' in her Section 204 statement. But Dolley Major, speaking outside the court, said she believed any crime involving a child warranted some form of punishment. 'Lots of emotions are going on right now,' she said. 'I understand why she's indemnified, guilty after the fact, and not active at all. But as always, my concern is Joshlin. 'My personal opinion is no disrespect to Judge Erasmus in any way whatsoever, he handled it all so well. I feel any crime involving a child should serve some kind of time.' Image: Armand Hough The defence has indicated it will approach the Supreme Court of Appeal in Bloemfontein to try to overturn the convictions and sentences. National Prosecuting Authority spokesperson Eric Ntabazalila said they were satisfied with both the convictions and Lombaard's indemnity. 'It's an outcome that we argued for. We believe there's no other court that could come to a different conclusion,' he said. 'We believe the decision to convict them for trafficking in persons for purposes of exploitation, as well as kidnapping, and handing down life sentences, was correct. There was no other suitable sentence. 'We are also happy with the outcome in terms of the Section 204 witness, Ms Lombaard, because we believe she testified frankly and honestly, which is a requirement of the Act. She did not try to take herself out of the crime, but told the court what happened and the role she played.' Ntabazalila confirmed Lombaard remains in the witness protection programme and will not be prosecuted. 'If they take us to the SCA, we will go there and oppose that application completely,' he said. 'She is indemnified entirely from prosecution, so she's free.' Meanwhile, Joshlin's paternal grandmother, Lauretta Yon, said she was relieved that the appeal failed had failed. "I was with Boeta and Kelly, and they said they didn't know anything about Joshlin, so they must rot in jail. You can't look somebody in the eye and lie." "Regarding the Renz issue, I think she spoke the truth. Steven Coetzee didn't know Renz, which means they could not have colluded to frame them. How did he know about the R20,000? Six alleged international rhino horn traffickers to appear in Pretoria court Six members of an alleged international rhino horn trafficking syndicate are expected to appear before the Pretoria Magistrates' Court today, August 19. The group faces charges of fraud, theft, and contravention of the National Environmental Management: Biodiversity (NEMBA) Act, as well as possible racketeering and money laundering charges. According to Hawks spokesperson, Lieutenant-Colonel Christopher Singo, the group of five men aged between 49 and 84, and one woman, aged 60, handed themselves over to the Hawks investigation team at Sunnyside Police Station this morning. 'Their arrest follows a complex investigation by the Hawks' Wildlife Trafficking Section of Economic Protected Resources, under the Serious Organised Crime Investigation unit.' Singo said the investigation, which began in 2017, uncovered an elaborate scheme involving fraudulent permits allegedly obtained from the Department of Forestry, Fisheries, and Environment (DFFE). 'The suspects are accused of applying for permits to buy and sell rhino horns locally, while in reality the horns were destined for illegal international markets in South-East Asia,' he explained. Singo explained that the fraudulent permit scheme is linked to an estimated 964 rhino horns, valued at millions of rand. 'Further investigation revealed that the DFFE was allegedly defrauded by a well-designed scheme, designed by the suspects to traffic rhino horns, and participate in the international illegal rhino horn market,' he said. In South Africa, the rhino horn trade is permitted only between South African citizens with valid DFFE permits under the NEMBA Act. However, the horns may not be exported or sold to non-South African citizens due to an international ban. He said the suspects are expected before the Pretoria Magistrates' Court today.
