(AI Image) NEW DELHI: The Central Board of Secondary Education (CBSE) has made it mandatory for students to link their APAAR ID with academic records for Classes 9 to 12. This requirement will be implemented from the 2026 board examinations onwards. In addition to the APAAR ID mandate, the board has also approved a revision in the registration and examination fee structure for students in India, Nepal, and other foreign countries. Furthermore, CBSE will establish an AI-powered digital experience centre to enhance access to educational resources. APAAR ID linking to be mandatory for Classes 9 to 12 During a recent governing body meeting held on June 25, CBSE proposed the mandatory linking of APAAR ID with student records in Classes 9 and 11 at the registration stage and in the List of Candidates (LoC) for Classes 10 and 12. All affiliated schools have been directed to collect APAAR IDs from students to ensure availability before the commencement of registration and LoC submission. APAAR (Automated Permanent Academic Account Registry) is a unique 12-digit identifier developed by the Ministry of Education under the 'One Nation, One Student ID' initiative. The last revision in fees took place in 2020. For Class 10 and 12 students in India, the examination fee has been raised by Rs 20 per subject per candidate (a 6.66% increase). In Nepal and other foreign countries, the exam fee per subject has been hiked by 10%. Practical examination fees have also increased—by Rs 10 per subject per student in India and Rs 25 in Nepal and other foreign countries. It is expected to foster innovation and improve understanding of academic concepts through interactive experiences. APAAR ID to streamline student data management According to CBSE, linking APAAR IDs will improve accuracy, eliminate duplication of records, and enhance the verification process. Currently, student data is not linked to any standardised identity system, which has led to inconsistencies. The APAAR ID system integrates with DigiLocker and ABC, enabling seamless academic credit transfer and lifelong access to records. It also supports entrance examinations like JEE, NEET, and CUET by serving as a primary identifier. All affiliated schools are required to generate APAAR IDs for students via the UDISE+ portal. The implementation process includes parent-teacher meetings, parental consent, data verification, and ID distribution. CBSE will monitor compliance through the APAAR ID Monitoring (AIM) portal. APAAR system aligns with NEP 2020 and Digital India vision The APAAR initiative aligns with the National Education Policy (NEP) 2020 and the Government of India's Digital India mission. It is aimed at improving academic transparency, enabling data-driven decision-making, and facilitating student mobility across institutions. Schools are directed to prioritise APAAR ID generation and ensure 100% student coverage. Reeling under financial crisis, Andhra Pradesh discoms struggles to clear dues
VIJAYAWADA: Notwithstanding huge tariff increase in the last one year, power utilities are struggling to take up new projects due to the huge pending bills to the contractors. A grim financial position has put the discoms on mat as they are neither taking up new works nor clearing the old dues. The chief secretary K Vijayanand himself came down heavily on the authorities at a recent review meeting held in Bapatla for the delay in taking up the planned development works. However, the field level officials were unable to reveal the facts as the contractors are not keen to take up works with the power utilities for fear of delayed payments. The senior officials are also worried about possible attachment orders from the courts if failed to clear the bills. The discoms reportedly owed nearly Rs.2000 crore to different firms. According to information (documents are in TOI's possession) a private firm Vijai electricals of Hyderabad approached the commercial court in Visakhapatnam seeking direction to EPDCL for payment of dues to the tune of nearly Rs.80 crore. While the discom is seeking funds from the state govt to manage the situation, state govt asked the power utility to handle the crisis from its own resources. 'The discoms are struggling to clear dues to the tune of Rs.2000 crore to different agencies,' said a senior official. APDRP aimed to reduce transmission and distribution losses, improve the reliability and quality of power supply, and enhance the transparency of power utility operations through IT implementation. Curiously, EPDCL did not respond to repeated alerts from the chief secretary's office to clear the dues. Sources said that other discoms were also facing the same fate citing financial constraints. Speculation is rife that one big firm, which is considered to be close to the top people in the previous YSRCP govt, has got complete hold on the energy department and getting its bills cleared as soon as the funds received from the Centre and state. This electrical transformer company is the chief promoter of a controversial solar power project to which the state govt decided to grant 20000 acres of green fields in Karedu despite farmers angry protests. Curiously, Vijai electricals which is struggling to get the bills is owned by veteran TDP leader Dasari Jai Ramesh of Gannavaram constituency. The Ministry of Petroleum and Natural Gas has now constituted an expert committee to review the 2019 guidelines for granting authorisation to market transportation fuels. Live Events The expert committee will "assess the effectiveness of the framework envisaged in Resolution dated November 8, 2019, in ensuring energy security and market efficiency; align the policy framework with national commitment towards decarbonisation, electrical mobility and promotion of alternative fuel; and address issues in implementation of existing guidelines," the order said. The committee is headed by Sukhmal Jain, former director (marketing) of Bharat Petroleum Corporation Ltd (BPCL). Other members of the four-member committee are Petroleum Planning and Analysis Cell (PPAC) Director General P Manoj Kumar, FIPI member PS Ravi and Arun Kumar, Director (Marketing) in the ministry. An August 6 notice of the ministry sought stakeholder/general public comments/suggestions on the matter within 14 days. Prior to the 2019 change, to obtain a fuel retailing license in India, a company had to invest or commit to invest Rs 2,000 crore in either hydrocarbon exploration and production, refining, pipelines or liquefied natural gas (LNG) terminals. This norm was relaxed in 2019. That year, the government allowed any entity with a net worth of Rs 250 crore to get a licence to retail petrol and diesel to either bulk or retail consumers. For those seeking authorisation for both retail and bulk, the minimum networth was set at Rs 500 crore at the time of application. For retail authorisation, the entities are required to set up at least 100 retail outlets. Also, retailers are required to establish 5 per cent of the total outlets in rural areas within five years. Global energy giants have been eyeing the Indian fuel market for a long time. French energy giant TotalEnergies, in partnership with Adani Group , had in November 2018 applied for a licence to retail petrol and diesel through 1,500 outlets. BP too has formed a partnership with Reliance Industries to set up petrol pumps. While oil trader Trafigura's downstream arm, Puma Energy, had applied for a license, Saudi Arabia's Aramco has been in talks to enter the sector. State-owned oil marketing companies Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) currently own most of the 97,804 petrol pumps in the country. Reliance Industries, Nayara Energy (formerly Essar Oil), and Royal Dutch Shell are the private players in the market, but with limited presence. The joint venture of Reliance, which operates the world's largest oil refining complex, and BP has 1,991 outlets. Nayara has 6,763 pumps, while Shell has just 355. Currently, IOC is the market leader with 40,666 petrol pumps in the country, followed by BPCL with 23,959 outlets, and HPL with 23,901 fuel stations.
