Teacher from Kalahandi held for OTET paper leak; total arrests 7
The arrested teacher was identified as Prasant Kumar Khamari (56).
Khamari, from Kalahandi district, had a significant role in translating the leaked question papers from English to Odia. He obtained the questions from Jitan Moharana, a previously arrested employee of the Board of Secondary Education (BSE), which set the question papers for in-service teachers.
"After writing the translated questions and answers in Odia on plain paper, Khamari reached out to potential buyers among in-service teachers.
Financial investigation revealed that he transferred about Rs 99,000 via UPI to Bijay Kumar Mishra, a teacher arrested on Wednesday," DIG (crime branch), B Gangadhar, said.
Investigations revealed that Mishra had approached Moharana and instigated him to steal the question papers. Moharana allegedly stole the questions from BSE vice-president Nihar Ranjan Mohanty's laptop, crime branch officers said.
The test, scheduled for July 20, was postponed after questions and potential answers began circulating on social media the previous day.

The investigating agency discovered that the accused collected around Rs 20,000 from each recipient of the leaked questions. Over 200 in-service teachers, who had previously failed OTET, purchased the leaked questions.
The crime branch is investigating the alleged negligence of the BSE vice-president. "We have so far not found any criminal liability against him but we are trying to find out how Moharana managed to access the vice-president's laptop," Gangadhar said.
School and mass education minister Nityananda Gond said that legal action would be taken against those found guilty. "Our govt has a zero tolerance policy against crime and corruption. The crime branch is thoroughly investigating the case. Regardless of the positions held by the accused, severe legal action will be enforced," the minister said.

New Delhi: Observing incestuous sexual violence by a parent "tears through" the foundational fabric of familial trust, the Supreme Court has upheld a man's punishment for raping his minor daughter. A bench of Justices Aravind Kumar and Sandeep Kumar called the dignity of women "non-negotiable" while asking the legal system not to permit repeated intrusion into that dignity under the "guise of misplaced sympathy" or purported "procedural fairness". Justice, the August 4 order said, must not be limited to conviction and must include restitution. The top court further directed Rs 10.50 lakh to be paid to the survivor as compensation under the state of Himachal Pradesh. "Incestuous sexual violence committed by a parent is a distinct category of offence that tears through the foundational fabric of familial trust and must invite the severest condemnation in both language and sentence. The home, which should be a sanctuary, cannot be permitted to become a site of unspeakable trauma, and the courts must send a clear signal that such offences will be met with an equally unsparing judicial response," the order read. The apex court said entertaining a plea for leniency in a case of this nature would not merely be misplaced, it would constitute a betrayal of the court's own constitutional duty to protect the vulnerable. "When a child is forced to suffer at the hands of her own father, the law must speak in a voice that is resolute and uncompromising. There can be no mitigation in sentencing for crimes that subvert the very notion of family as a space of security," the bench said. The top court was acting on the appeal of the man against a Himachal Pradesh High Court decision upholding his conviction and sentence under Section 6 (sexual assault) of the Protection of Children from Sexual Offences Act, 2012 and Section 506 (criminal intimidation) of IPC. The court said such offences deserve severest condemnation and deterrent punishment. To pardon such depravity under any guise would be a travesty of justice and a betrayal of the child protection mandate embedded in our constitutional and statutory framework, the verdict added. The bench went on to quote Manusmriti, as saying, 'Yatra nāryastu pūjyante ramante tatra devatā, yatraitaastu na pūjyante sarvāstatra aphalā kriyā (where women are honoured, divinity flourishes and where they are dishonoured, all acts become fruitless)." The top court said this verse reflects not merely a cultural principle but a constitutional vision. The court rejected the man's prayer for interim bail saying, "Our judicial conscience does not permit casual indulgence in a prayer for interim relief of bail where the conviction has been rendered." The bench said entertaining petition would mean betrayal of the constitutional promise made to every child in the country. "It would be a judicial insult to the sanctity of womanhood and a blow to every mother who teaches her child to believe in justice." The order continued, "When a father who is expected to be a shield, a guardian, a moral compass, becomes the source of the most severe violation of a child's bodily integrity and dignity, the betrayal is not only personal but institutional. NHRC lays the blame on police for Pushpa-2 stampede
Hyderabad: The NHRC on Wednesday said Hyderabad police were negligent and failed in their duty to maintain public order during the "Pushpa-2" pre-release event at Sandhya Theatre, where a stampede in Dec 2024 claimed a woman's life and left her son severely injured. The rights body held police responsible for failing to prevent the chaos, despite prior warnings of a large crowd. It issued show-cause notice to the chief secretary of Telangana, asking why it should not recommend a compensation of Rs 5 lakh to the family of the deceased, Revathi, who was killed in the incident. "The commission has considered the report on record. However, it has been noted that there was negligence and a clear lapse in maintaining public order on the part of police authorities, who failed to provide adequate assistance or ensure safety when it was evident that a huge crowd would gather," the NHRC said in its official order on Wednesday. In a second report submitted on July 14, senior police officers informed the NHRC that permission for Arjun's appearance at the theatre had been officially denied, in advance, over public safety concerns. The actor and the film crew arrived at the venue, nevertheless, leading to a massive surge in the crowd. The NHRC questioned the inexplicable inaction of police, asking why law enforcement failed to prevent the unauthorised gathering. "Why was the actor and his entourage allowed entry despite having no permission? Why wasn't action taken in advance to prevent this unlawful gathering?" the commission asked. L Ramesh, ACP, Chikkadpally, stated in his July report that police refrained from intervening, as they feared any attempt to stop the actor could result in damage to public property and disruption of public order. The NHRC, however, found this argument unconvincing. It observed that public order had already been breached due to lack of timely preventive action and failure to enforce the prohibition order. After reviewing both reports from Hyderabad police, the NHRC directed its registry to issue a show-cause notice under Section 18 of the Protection of Human Rights Act, 1993, asking why compensation should not be awarded to Revathi's kin. Cops hunt down those behind casteist posts
Madurai: It has been barely ten days since C Kavin Selva Ganesh was hacked to death in a caste murder in Tirunelveli, but a simple search online will throw up anonymous social media posts with casteist undertones in Tamil supporting the accused Surjith. If outfits promoting their caste's history/culture used to be within closed communities before, it has now taken another form in the digital space. It is in this context that south zone police, through cyber crime police and social media cell, have intensified crackdown on those sharing, promoting casteist content and making such provocative comments on social media platforms. Prem Anand Sinha, inspector general of police (IG), south zone, told TOI that they have arrested 136 people this year across the zone who were involved in posting objectionable casteist and communal content on Facebook, Instagram, and X (formerly Twitter). "The social media cell is monitoring the content on social media by links that get circulated and gain traction, and searching for hashtags and initiating action," he said. Objectionable casteist content can include anything from hate speech against a particular caste or community to displaying weapons or making certain gestures to showcase the 'pride' of a particular caste, the IG said. According to official data, a total of 119 cases have been registered in 2025 across 10 southern districts, including Tirunelveli city, for objectionable casteist/communal posts on social media platforms. A vast majority of 79 cases were registered just in Tirunelveli district limits alone. It was a sizable increase compared to last year when only 33 cases were booked in the district. "Once we find objectionable casteist content, we can take steps to deactivate/block the account by making a request to the particular social media platform. Steps are also taken to delete/remove any inappropriate videos with casteist content," added Sinha. The cases are generally registered under sections 147, 352, and 353 of BNS, for promoting enmity between different groups, intentional insult, and statements conducing to public mischief. Activists meanwhile called for creating more awareness and sensitization among youths, particularly at school and college levels. "Caste violence is alarmingly being perpetrated by more youngsters than those of older age groups, particularly in districts like Tirunelveli. The need of the hour is a comprehensive caste sensitisation programme," said R Murali, state president, People's Union for Civil Liberties (PUCL), Tamil Nadu. Around 10 students in each college of different castes can be picked as ambassadors and activities such as debates, watching documentary screenings, book readings can be organised regularly to promote harmony and give them exposure to different perspectives, he said.
