
IMF Staff Completes Egypt Mission, Cites Progress on EFF Review; Talks to Continue
An IMF staff team, led by Ms. Vladkova Hollar, visited Cairo from 6 to 18 May, holding what were described as productive discussions on economic and financial policies.
At the end of the mission, Ms. Vladkova Hollar issued a statement on Tuesday, 27 May 2025:
'The Egyptian authorities and IMF staff held constructive discussions which have advanced the technical work and policy discussions as part of the Fifth Review under the Extended Fund Facility.'
The statement noted that as Egypt's macroeconomic stabilisation is taking root, it is now time to accelerate and deepen reform efforts to reduce the state footprint, level the playing field, and improve the business environment.
'Egypt has made substantial progress toward macroeconomic stability,' Ms. Hollar said. 'Growth is expected to continue strengthening, and we upgraded our forecast for FY24/25 to 3.8 percent, in light of the stronger-than-expected outturn in the first half of the year. At the same time, the private investment share in total investment rose from 38.5 percent in H1 FY23-24 to almost 60 percent over the same period in FY24-25.'
She added, 'Inflation rose slightly to 13.9 percent in April but remains on a downward trend. The current account remains wide, as rising imports, reduced hydrocarbon output, and Suez Canal disruptions offset strong tourism, remittances, and non-oil exports. Greater fiscal prudence—including through better oversight and control over large public sector infrastructure projects—is helping to contain demand pressures, with total public investment spending remaining below the established ceiling for July – December 2024.'
The IMF welcomed Egypt's recent efforts in tax and customs procedures. 'We welcome the authorities' recent efforts to modernize and streamline tax and customs procedures to increase efficiency and build confidence. These reforms are starting to yield positive results,' Ms. Hollar stated. 'Alongside these efforts, domestic revenue mobilization will need to continue, mainly by widening the tax base and streamlining tax exemptions, to support the government's capacity to spend sufficiently on priority development and social needs. We also welcome the authorities' efforts to develop a medium-term debt management strategy that aims to improve transparency and gradually reduce the large debt service cost in the budget.'
Ms. Hollar emphasised the need for continued structural changes. 'With the macroeconomic stabilization now underway, it is critical for Egypt to carry out deeper reforms to unlock the country's growth potential, create high-quality jobs for a growing population, and sustainably reduce its vulnerabilities and increase the economy's resilience to shocks,' she said.
'In order to deliver on these objectives, decisively reducing the role of the public sector in the economy and leveling the playing field for all economic agents should be key policy priorities. The implementation of the State Ownership Policy and the asset divestment program in sectors where the state has committed to reduce its footprint will play a critical role in strengthening the ability of the private sector to better contribute to economic growth in Egypt. Complementing this, efforts need to continue to improve the business environment.'
Concluding her statement, Ms. Hollar said: 'We are grateful for the warm hospitality extended by the authorities during this mission. Discussions will continue virtually to finalize agreement on the remaining policies and reforms that could support the completion of the fifth review.'

Egypt's PM heads to Japan for TICAD 9 Africa development summit
Egyptian Prime Minister Mostafa Madbouly left for Japan on Monday to attend the ninth Tokyo International Conference on African Development (TICAD 9), where his Japanese counterpart, Shigeru Ishiba, is expected to propose a new economic integration initiative spanning from the Indian Ocean to Africa. Madbouly is attending the three-day conference in Yokohama from Aug. 20-22 on behalf of Egyptian President Abdel Fattah al-Sisi. He is scheduled to participate in the opening session alongside the Japanese prime minister, African heads of state and government, and the heads of international and African organisations. On the sidelines of the summit, Madbouly is slated to hold a number of high-level meetings and meet with officials from Japanese and African organisations, as well as the heads of major Japanese companies. He will also participate in a Japan-Egypt Business Council forum to discuss opportunities for cooperation between Egyptian and Japanese companies. At the summit, Japanese Prime Minister Ishiba will announce a plan to facilitate trade and investment for Japanese companies operating in Africa, according to government officials. The new framework will include a forum to promote third-country logistics models, as a growing number of Japanese businesses export goods to Africa from production hubs in India and the Middle East. Japan plans to use its Official Development Assistance programmes to strengthen logistics networks connecting Africa to the broader region. Ishiba will also announce a new joint task force involving industry, academia, and government to explore ways to strengthen Japan-Africa economic partnerships. The move is seen as part of Japan's efforts to promote its Free and Open Indo-Pacific vision and to counter China's growing presence and influence across Africa. TICAD, co-organised by the Japanese government, the African Union Commission, and the United Nations, has been a cornerstone of Japan's Africa policy since its establishment in 1993.

Egyptian Sources: Proposal Includes 60-Day Truce in Gaza
Ahmed Emam Egyptian sources have outlined the main points of a proposal aimed at halting the conflict in Gaza for 60 days, AlQahera News reported on Monday. According to the sources, the initiative calls for a temporary cessation of military operations, alongside the redeployment of Israeli forces to areas near the border. Egypt's Al-Sisi meets central bank chief, calls for continued efforts to increase dollar inflows
Egyptian President Abdel Fattah Al-Sisi on Monday stressed the need to continue efforts to increase the country's foreign currency reserves, particularly from local sources, and to maintain a flexible and unified exchange rate, the presidency said. Al-Sisi's comments came during a meeting with Central Bank of Egypt (CBE) Governor Hassan Abdalla to discuss the performance of the Egyptian economy. According to a presidential spokesperson, the meeting covered efforts to continue reducing inflation rates and indicators related to boosting the state's foreign exchange reserves. They also reviewed the global economic situation and the impact of international challenges on the macroeconomy. 'The president emphasized that the sufficient availability of dollar resources positively reflects on providing a reassuring stock of various commodities, petroleum products, as well as production inputs for factories,' the spokesperson, Mohamed El-Shennawy, said in a statement. Egypt's net international reserves climbed to $49.036bn in July 2025, up from $48.700bn in June—an increase of approximately $336m. This marks the highest level of foreign currency reserves ever recorded in Egypt, supported by stronger inflows from export earnings, tourism revenues, remittances from Egyptians abroad, and foreign direct investment. Al-Sisi also called for continued coordination between the government and the central bank to ensure the maintenance of a flexible and unified exchange rate for foreign currency. The meeting also addressed providing opportunities and financing for the private sector to drive economic growth, attract more investment flows, and maximize the private sector's role in economic activity. In this context, the president directed that incentives be enhanced to take advantage of available economic opportunities and that the private sector be empowered to drive growth. He stressed the need for 'intensive work to provide favourable conditions for attracting more foreign investment and empowering the private sector,' the spokesperson said.
