Department to present revised TB plan this week

The Department of Agriculture, Food and the Marine is set to present a revised plan to amend the TB Eradication Programme, Agriland understands.
This plan will be presented to farm organisations ahead of follow-up meetings with stakeholders this week, following on from the extraordinary 'summit' meeting that took place earlier this month, it is understood.
At that earlier meeting, a slate of 30 proposals were put forward for consideration by stakeholders, with a view to amending the eradication programme in light of deteriorating metrics for TB in Ireland.
These proposals were met with some criticism by farm organisations, who called for changes to what was being recommended.
In the latest development, it is understood that Minister for Agriculture, Food, and the Marine Martin Heydon has invited stakeholders to bilateral meetings to discuss a revised plan.
Farm organisations have not yet received that revised plan, but are due to receive it before the meeting, which is scheduled to take place on Thursday of this week (May 22), it is believed.
Agriland understands that each farm organisation will be invited to bring four of their members to the bilateral meetings.

Speaking to Agriland recently, Minister Heydon said that the TB situation in Ireland at present is 'a crisis of very significant proportion'.
'Only very recently a couple of years ago, we were having 20,000 reactors a year, last year we had 41,600. If I don't act very soon, we could be up to 60,00 reactors. I'm not going to let that happen on my watch,' he said.
'I was listening to the concerns raised by farm organisations, and I really hope they were listening to me too. The points I was raising, where we're coming from… This has to be backed by science.
'I will invest more, I will put more focus in this space, and I need everyone to work with me, but I won't leave a space where we let the disease seep through. We've got to stop this rapid increase in the disease. We have to stabilise it, reduce it, and then we can credibly talk about eradication again,' the minister said.

Minister for Agriculture, Food and the Marine, Martin Heydon has said that the future of the Common Agricultural Policy (CAP) will be the priority topic for discussion in a planned meeting with the European Commissioner for Agriculture and Food in Japan tomorrow (Thursday, June 12). Minister Heydon was speaking to Agriland on the Irish Government Bord Bia trade mission to the Republic of Korea and Japan today (Wednesday, June 11). The minister will travel from Tokyo to Osaka tomorrow for EXPO 2025 where a meeting has been organised with Commissioner Christophe Hansen. The meeting follows much criticism of recent proposals by the European Commission to streamline the CAP. The European Commission is understood to be planning a radical overhaul of the EU budget – the Multiannual Financial Framework (MFF) – as part of which the commission is planning to merge its various funding programmes into a smaller number of funds, which would be allocated all together to member states. This could not only see the merging of funding for both pillars of CAP, but potentially also the end of ringfenced funding for CAP, farm organisations have warned. Last week, Minister Heydon was one of 20 EU agriculture ministers who wrote to the European Commission for Budget, Anti-Fraud and Public Administration calling for an adequate budget for the CAP. Heydon Ireland's 'National Day' at EXPO 2025 in Osaka will take place on Saturday, June 14 and Minister Heydon will be the Irish Government representative at the event along with Irish Ambassador to Japan, Damien Cole. During his time at EXPO, Minister Heydon said CAP reform is a top priority for his meeting with Commissioner Hansen. 'I'll have a number of things to talk through with him [Commissioner Hansen]. Obviously a top priority is CAP and CAP reform ahead of the announcement of multi-annual financial framework or budget and his proposals for CAP at that time. 'He is very clear on what Ireland's priorities are… but having an opportunity to engage with him again at this pivotal time is really important. 'He well aware of the priority that I have placed on nitrates derogation and on regaining that; he doesn't have final say for that.' Heydon explained that the retention of the nitrates derogation for Ireland falls under the remit of the Environment Commissioner Jessika Roswall. 'I met her at my last AGFISH council meeting in Brussels a couple of weeks ago and again we talked through the process which we are going through with the series of meeting happening in Brussels and the very close work happening between my officials in Dublin and in Brussels,' the minister added.

The Minister of State at the Department of Agriculture, Food and the Marine (DAFM) with responsibility for research and development, Noel Grealish has today (June 11) launched a report entitled 'Ireland's First Gap Analysis Report on Research needs in Relation to Antimicrobial Resistance'. Minister of State Grealish launched the report alongside the Minister of State at the Department of Health with responsibility for public health, wellbeing and the National Drugs Strategy, Jennifer Murnane O'Connor. The report by researchers from Maynooth University provides a comprehensive review of previous and ongoing research in antimicrobial resistance (AMR) across human and animal health in the Republic of Ireland from 2017 to 2023. It also provides an update on research in relation to the environmental dimension of AMR in an Irish context from April 2021 to December 2023. According to DAFM, antimicrobial resistance or AMR is a global threat and an urgent challenge. It poses a significant risk to human health and requires a collaborative multidisciplinary approach to promote actions across the human, animal and environmental sectors to achieve the best health outcomes for all three sectors. Report Ireland has adopted a cross departmental 'One Health' approach to AMR, led by the Department of Health and DAFM. The report shows that Irish researchers have been to the global forefront of ongoing research on AMR. However, Irish research requires considerable expansion in research areas for novel diagnostics/therapeutics and vaccines. The report also indicates that Irish research needs to focus on providing solutions or alternatives to the identified AMR problems to minimise the impact of AMR to human, animal, and environmental health. Minister of State Grealish said: 'This timely report highlights the need for more research that examines One Health in its entirety, in relation to the complexity of the intersectoral interactions and how these interactions contribute to AMR. 'In a world of increasing uncertainty, complexity and change, a One Health approach is crucial to safeguard the interests of society as a whole,' the minister added.

Heydon to meet EU commissioner for agriculture in Japan

Minister for Agriculture, Food and the Marine Martin Heydon is set to meet with European Commissioner for Agriculture and Food, Christophe Hansen in Japan this week. The meeting comes as Minister Heydon is currently leading a major agri-food government trade mission to the Republic of Korea and Japan. The trade mission, in collaboration with Bord Bia, and Enterprise Ireland, runs until Saturday (June 14) and will include political meetings, as well as market development engagement at a series of trade events with commercial representatives. The minister will be present for the Seoul Food, Korea's largest international exhibition for the food, drink, hotel, and food service industry. He will also attend Expo 2025 in Osaka, Japan which is expected to attract more than 28 million visitors, with participation by 160 countries. Japan Commissioner Hansen is visiting Japan in a bid 'to strengthen agricultural ties' and showcase the EU agri-food sector at the Osaka World Expo. The visit comes as Japan remains the EU's fifth-largest market for agri-food exports, worth €8.3 billion in 2024. The trading relationship has been underpinned by the EU-Japan Economic Partnership Agreement which is in force since 2019. In Tokyo, Commissioner Hansen will deliver a keynote speech at the EU-Japan Business Forum and will meet with members of Japan's House of Representatives. He will hold a series of meetings, including with Yoichi Watanabe, Vice-Minister for International Affairs; Shinjiro Koizumi, Minister of Agriculture, Forestry and Fisheries; and Hirofumi Takinami, State Minister of Agriculture, Forestry and Fisheries. In Osaka, the commissioner will engage with ambassadors from EU member states. On Thursday (June 12), Commissioner Hansen will deliver a keynote speech at the EU Policy Event at Osaka World Expo 2025. During this speech, he is expected to highlight EU food excellence and the EU's commitment to sustainable and innovative agriculture. Alongside the expo, the commissioner will meet with President of Finland Alexander Stubb, and the Irish and Lithuanian agriculture ministers, Martin Heydon and Ignas Hoffman. Hansen will also have discussions with the State Secretary for Fisheries, Food Security and Nature of The Netherlands, Jean Rummenie.
