Serious irregularities found in 2025 Auditor-General's Report
Governance weaknesses were identified in FELCRA Berhad's oil palm plantation leasing procurements, involving RM241.76 million from 2022 to 2024.
Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi highlighted flaws in Universiti Kebangsaan Malaysia's (UKM) tender procurement process, involving RM58.45 million.
'Late penalty charges of RM162.75 million for the GEMPITA supply contract remain uncollected, while RM1.42 million in penalties were not imposed for maintenance services,' she said. Additionally, RM107.54 million in procurements were fragmented.
The subsidised cooking oil programme by the Ministry of Domestic Trade and Cost of Living (KPDN) also showed monitoring lapses, with no targeted allocation for eligible groups.
Wan Suraya urged KPDN to continue reducing quotas to curb leakages.
The Selective Pre-Q Procurement Method introduced by the Ministry of Finance was criticised for lacking transparency.
'Some companies failing initial evaluations were still selected at later stages,' she noted, recommending open tenders for accountability.
Five audits covering RM48.873 billion in programmes were reviewed, with 22 recommendations submitted.
The National Audit Department recovered RM157.73 million from 2024 to June 2025 through penalties and tax collections.

PETALIING JAYA: Tun Mahathir Mohamad says he does not need legal immunity over the Batu Puteh issue. "Immunity is for people who are afraid to go to court because they know they are guilty. I know I am innocent and I want to prove it," the former prime minister said in a Facebook post on Wednesday (July 23). He said Parliament had "found him guilty" over his role in the Batu Puteh issue. "In the Dewan Rakyat yesterday (July 22), I was found guilty in the case of not making an appeal over Batu Putih," he said. "Even though I was found guilty, no action will be taken because of my age. "The one who found me guilty is Prime Minister Datuk Seri Anwar Ibrahim. "He also said no action should be taken against me because I am 100 years old," he said. Anwar in Parliament on Tuesday had said although an inquiry had found Dr Mahathir likely responsible for the loss of Batu Puteh to Singapore, no legal action was initiated due to his age. In February 2024, the government announced that His Majesty Sultan Ibrahim, King of Malaysia, had consented to the establishment of a Royal Commission of Inquiry into the government's 2018 decision to withdraw Malaysia's application to review the International Court of Justice's (ICJ) decision on the sovereignty of Batu Puteh. At the time, Dr Mahathir led the government. In 2008, the ICJ ruled that Batu Puteh belonged to Singapore, while Batuan Tengah was awarded to Malaysia. It also ruled that the ownership of Tubir Selatan should be determined based on the delimitation of territorial waters. The RCI, which concluded in December 2024, found weaknesses in the handling of sovereignty issues involving Batu Puteh, Batuan Tengah and Tubir Selatan.

Auditor-General's report debate in parliament boosts governance reforms
KUALA LUMPUR: The debate on the 2025 Auditor-General's Report (LKAN) Series 2 in the Dewan Rakyat has been hailed as a crucial move to enhance governance reforms and integrity in public institutions. Members of Parliament (MPs) commended the government for tabling the report, allowing elected representatives to scrutinise findings and propose improvements. Khoo Poay Tiong (PH-Kota Melaka) stated that the debate reflects the government's commitment to reform under Prime Minister Datuk Seri Anwar Ibrahim. 'Congratulations to the National Audit Department for a detailed report and allowing parliamentary debate. This reform measure should be repeated,' he said during the session. Cha Kee Chin (PH-Rasah) added that the debate strengthens checks and balances, aligning with institutional reforms promised by the government. MPs also provided suggestions on issues raised in the report, covering five programmes, activities, and projects across seven ministries, with an audited cost of RM48.873 billion. Tan Kar Hing (PH-Gopeng) proposed transforming cooking oil subsidies into targeted e-vouchers via the Central Database Hub (PADU) to address weaknesses in the Cooking Oil Price Stabilisation Scheme (COSS). 'This will reduce administrative burdens, increase transparency, and prevent leakages,' he said. Datuk Mohd Isam Mohd Isa (BN-Tampin) urged stricter enforcement against foreigners purchasing subsidised cooking oil, suggesting MyKad or MyDigital ID verification. 'Embezzlement betrays the people and must be stopped,' he said. Wan Ahmad Fayhsal Wan Ahmad Kamal (PN-Machang) called for a disciplinary board for GLCs to review acquisitions exceeding RM100 million, following irregularities in FELCRA Berhad's palm oil plantation purchase. 'The Companies Commission and MACC should investigate potential malpractice,' he said. Syerleena Abdul Rashid (PH-Bukit Bendera) highlighted a RM107.54 million defence procurement breach, stating it undermines financial regulations and public trust. MoF to enhance pre-qualified procurement method if reintroduced
KUALA LUMPUR: The Ministry of Finance (MoF) will conduct a thorough review of potential improvements if the Selected Pre-Qualified Open Tender Procurement Method (Selected Pre-Q Procurement) is reintroduced in the future. Deputy Finance Minister Lim Hui Ying stated that the enhancements must eliminate loopholes that could allow manipulation and ensure full transparency in every stage of the process. 'The Selected Pre-Q Procurement is a relaxation of the procurement method, an enhancement of the existing pre-qualification tender, enforced through the Ministry of Finance Treasury Circular with the aim of shortening the procurement period. Projects using this procurement method can be awarded immediately to the successful company,' she said during the debate on the Auditor-General's Report (LKAN) 2/2025 in the Dewan Rakyat. Lim explained that the ministry would strengthen control mechanisms to prevent companies that do not meet criteria from being shortlisted in the first stage and later invited in the second stage. 'This is to prevent companies that do not meet the criteria from being shortlisted in the first stage and subsequently being invited in the second stage, should the Selected Pre-Q Procurement be reinstated in the future,' she added. The LKAN 2/2025 report, released on July 21, highlighted that the Selected Pre-Q Procurement in three ministries failed to expedite procurement due to manipulation and lack of transparency, with only certain companies approved for tenders. The method was in effect from March 15, 2023, to December 31, 2024. Deputy Minister of the Ministry of Energy Transition and Water Transformation (PETRA) Akmal Nasrullah Mohd Nasir clarified that the audit covered the Ministry of Natural Resources, Environment and Climate Change (NRECC), which managed procurement at the time. He noted issues such as non-compliance with first-stage criteria and repeated invitations to the same company for different projects. 'The selection method for company information sources or documents in the first-stage evaluation had been presented to and approved by the NRECC Procurement Board at the time,' he said.
