Eluru District Collector instructs officials to identify and admit school dropouts, particularly girls, by July 25

The Hindu23-07-2025
Eluru District Collector K. Vetriselvi has instructed officials from the Women Development and Child Welfare (WD&CW) and Education Departments to identify and admit school dropouts, particularly girl students, by July 25.
Joint teams comprising WD&CW District Project Director P. Sarada and District Educational Officer (DEO) M. Venkata Lakshmamma will conduct field visits and raids to locate out-of-school children and facilitate their re-admission in nearby schools.
In a recent video conference with officials, Ms. Vetriselvi emphasised the need to curb school dropouts and directed officers to submit resolutions confirming zero-dropout status at the village and mandal levels.
According to official estimates, there are around 3,590 school dropouts in Eluru district. The Collector instructed officers to ensure these children are brought back to school and to obtain signed resolutions from headmasters, village sarpanches, and Mandal Education Officers (MEOs) as proof.
ICDS officials from the WD&CW Department have also been directed to specifically monitor dropout cases among girls during their school visits. They are to verify whether girls who left higher classes have joined other schools, and to investigate if any of the dropouts were due to child marriages, employment, or other socio-economic reasons. 'The officers must dig deeper into the reasons behind each dropout, especially in the case of girl children, and take necessary corrective steps,' said Ms. Vetriselvi.

Self-immolation cases rising, Odisha govt tells police: Review women's grievances

Amid a slew of cases in Odisha involving young women setting themselves on fire, the state government has asked police to review women's grievances and take proactive measures. On July 12, a 20-year-old student of a leading government college in Balasore district self-immolated over alleged inaction by authorities over her complaint of sexual harassment by a professor. In the month since then, at least three other such cases were reported at different parts of the state. The Crime Against Women and Children Wing (CAW&CW) of the Odisha Police on Tuesday asked all SPs to review all pending grievances and fresh grievances of women and girls that have been reported and to take proactive measures to prevent them from resorting to self-harm. The SPs have been asked to advise the women and girls found to be distressed due to any ongoing situation to seek mental health support at the district level or through Tele-MANAS. CAW&CW inspector S Shyni, in a letter to all SPs, said studies have shown that the reporting and portrayal of suicidal behaviour in the media have potentially negative influences and facilitate suicidal acts. 'Anecdotal evidence of the negative influence of media reporting is increasingly accumulating in the Odisha context too, as many girls/women have taken recourse to the same method of self-immolation for committing suicide since the Balasore incident,' the letter said. Instructions have been issued to organise awareness campaigns and workshops to screen and map pre-existing vulnerabilities among teenagers, who are said to be a higher-risk category, in coordination with various other government departments. The initiative aims to promote mental health awareness, build resilience, and encourage timely help-seeking. They have also been asked to sensitise mediapersons regarding the reporting of suicide cases, understanding the sensitivity and potential negative influences. Considering the increase in the number of suicide cases, police across the state have launched awareness drives against suicide and to put an end to an alarming pattern of self-immolation by women and girls. Taking a dig at the BJP government over the 'heartbreaking pattern', former Odisha chief minister and current Opposition Leader Naveen Patnaik said the desperation of the victims is not just a personal tragedy, but reflects the failure to hear their issues. 'The BJP administration is failing to create confidence in the system where our daughters feel safe, valued and heard,' he wrote on X.

Calls for the removal of liquor belt shops near residential areas took centre stage at the district-level Public Grievance Redressal System (PGRS) programme at Eluru Collectorate on Monday. District Collector K. Vetri Selvi, who chaired the meeting, directed officials to address the petitions and all public grievances promptly, warning that negligence would not be tolerated. Vadlapati Venkateswara Rao of Kowvali in Denduluru mandal was among the petitioners, urging authorities to shut down liquor outlets operating close to homes, citing public nuisance and safety concerns. Other petitions included requests from Chintalapudi mandal, where Dasari Suresh Kumar of Yandapalli sought guidance to set up a food processing centre to generate local employment. Meanwhile, Pindi Elisha of P. Kannapuram in Dwarakatirumala mandal asked for correction of land records and issuance of a pattadar passbook. Vanarasi Lakshmi Rajyam from Kamavarapukota mandal complained of encroachment blocking access to her agricultural land and in Vara Venkateswara Rao from Jeelugumilli mandal sought enhanced compensation after losing part of his house to a road-widening project. In total, 268 petitions were received from across the district during the session, attended by Joint Collector P. Dhatri Reddy, District Revenue Officer V. Visweshwar Rao, RDO M. Achyutha Ambareesh, Sub-Collector K. Bhaskar, ZP CEO M. Srihari, DRDA PD R. Vijaya Raju, SC Corporation ED M. Mukkanti, Survey AD Ansari, and Municipal Commissioner Bhanu Pratap. The Collector instructed the officials to be fully conversant with the grievance redressal portal and to conduct on-the-spot inspections when needed. She emphasised that complaints should be resolved at the mandal and divisional levels, with final approvals and closures handled by district-level authorities to ensure quality outcomes. Petitions must be settled in such a way that they do not require reopening, she added.
