Gurgaon civic body invokes law for up to 5 years in jail for illegal waste dumping
Gurgaon: At a time when the sight of garbage strewn on roadsides becomes ever so common, Municipal Corporation of Gurgaon (MCG) has announced stringent measures against illegal dumping of waste. It has invoked Section 15 of the Environment (Protection) Act, 1986, to warn violators that they could be fined up to Rs 1 lakh and may land in jail for up to five years. The crackdown, officials said, is to tackle violations mostly by bulk waste generators (BWGs), contractors, and vehicle operators who dispose of waste at non-designated sites. The civic body issued a public notice, highlighting the rampant illegal dumping of municipal solid waste, construction debris, and other refuse in unauthorised areas. This, it said, has led to significant environmental damage, persistent public nuisance, and violations of statutory norms. MCG commissioner Pradeep Dahiya emphasised the importance of compliance. "All bulk waste generators, RWAs, institutions (hospitals, malls, schools, etc.), by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Could This NEW Collagen Blend Finally Reduce Your Cellulite? Bulk waste generators are mandatorily required to process their waste at source or hand it over to an authorised waste collector," he added. Despite these measures, residents argued that the corporation must address systemic issues, such as inadequate monitoring, poor waste segregation infrastructure, and lax enforcement. They stressed that the real challenge lay in ensuring consistent enforcement rather than allowing the order to become a "mere paper threat". Sudakshina Laha, the RWA general secretary of Sushant Lok-2 and 3, voiced concerns about the corporation's reliance on subcontracting. "MCG has sub-contracted a majority of its services. However, a city cannot run on sub-contracting alone. The contractors want to run the show in their own ways, which may include hiring low-cost labourers, etc. The civic body does not do any monitoring and governance. If anybody is found dumping waste, penalising them may be a necessity, but are they doing enough to find a long-term solution to the problem? MCG must deploy their full-time staff for these services, instead of being dependent on subcontracting," she added. Following the notice, MCG imposed a Rs 1 lakh fine on Army Decorators — an agency responsible for door-to-door garbage collection — for illegally dumping waste in a vacant plot in Sector 57. Residents caught the agency's vehicle in the act and promptly informed the corporation. Commissioner Dahiya responded to the complaint by instructing officials that a fine be imposed on the company, reiterating that negligence would not be tolerated. He also urged residents to report any illegal dumping activities to the corporation to ensure prompt action against offenders. "Yes, the civic body's crackdown is a step towards addressing Gurgaon's garbage crisis. But the effectiveness of these measures will depend on consistent enforcement and addressing underlying systemic issues," a resident said. Blue plaques go missing from 3 heritage structures
1 2 Kolkata: Blue plaques, installed by KMC to indicate the heritage status of old structures in the city, have gone missing from three Grade I structures — two temples and a chapel — in the past month. The thefts were reported a month ago from Circular Road Baptist Chapel on AJC Bose Road near Nonapukur, Sabarna Roy Choudhury family's Dwadash Mandir and Sanjher Atchala temple—both in Behala—within five months of the plaques being installed at the heritage structures. KMC officials suspect drug addicts, selling metals for money, might have stolen the plaques. "We were informed about the thefts last month, and our team inspected the heritage sites and found the plaques indeed missing. We suspect that drug addicts might have stolen them," a senior official of KMC's heritage department told TOI. "We have informed police about the missing blue plaques." Circular Road Baptist Chapel founded in 1821 is in Ward 61. The heritage properties of the Sabarna Roy Choudhury family are on Sabarna Para Road in KMC's ward 126. But the plaques are yet to be reinstalled at the Behala temples. "We completed the blue plaque installation on heritage buildings in the city a few months ago. Tenders were floated for the procurement of the plaques, based on KMC's list of Grade I heritage buildings. Right now, we don't have extra blue plaques in stock. To get them, we will have to float a new tender, and the process will take some time," said a senior official. Dwadash Mandir—12 Shiva temples with a 'dol mancha' — was established in 1852 and in 1917, Barisha Girls' High School came up on its premises. The Roy Choudhury family also founded Sanjher Atchala temple in 1608. Devarshi Roy Choudhury, secretary of Sabarna Roy Choudhury Paribar Parishad, said, "Last month, we discovered that the plaques had disappeared from Dwadash Mandir and Sanjher Atchala temple. We alerted the KMC and requested officials to install them again. " Stay updated with the latest local news from your city on Times of India (TOI).
