The shutdown of the State Department's Coordinator for Afghan Relocation Efforts (CARE) exposes the fragility of U.S. commitments to the allies it resettles and to the global partners who are watching.
At the end of July, the U.S. State Department's Coordinator for Afghan Relocation Efforts (CARE) – not to be confused with the humanitarian agency of the same name – officially shut down.
The State Department's CARE office was established after the 2021 U.S. withdrawal from Afghanistan to serve as a central point of coordination for relocation cases, liaising with federal agencies, veteran advocates, and NGOs. Its closure marks the loss of a trusted federal lifeline that had developed cultural and operational expertise in supporting Afghan allies.
CARE's closure has both domestic and foreign policy implications. It is a warning sign: a symptom of a fragile resettlement system that continues to rely on underfunded, short-term solutions to meet long-term moral and strategic obligations. If the U.S. government fails to change course, CARE's end will not be an isolated event, but the beginning of a broader unraveling in the Afghan resettlement system and foreign allies' trust in the United States.
The Unique Value of CARE
Created in the wake of the chaotic 2021 withdrawal, CARE quickly became a central player in the Afghan resettlement landscape. It was never intended to replace the work of permanent agencies like the Department of Homeland Security, the Department of Health and Human Services, or the State Department's Bureau of Population, Refugees, and Migration. But as federal systems struggled to meet demand, CARE assumed an essential coordination role.
Under the Coordinator for Afghan Relocation Efforts Authorization Act of 2024, which was bundled into the 2024 National Defense Authorization Act, CARE was tasked with coordinating all aspects of relocating and resettling eligible Afghan allies, including working across federal agencies to align support services. This reliance on a single, short-term office is a sign of a deeper policy failure: the federal government's overreliance on small, often underfunded organizations to execute long-term responsibilities tied to wartime commitments.
CARE supported Afghan families in ways many permanent federally contracted agencies could not. CARE employed roughly 200 domestic employees in January 2025, including contractors, primarily managing logistical case coordination for evacuated Afghans. During its term of operation, CARE facilitated the resettlement of approximately 118,000 Afghan evacuees, and its closure threatened the future relocation prospects of up to 300,000 pending cases. CARE also continued to provide support after resettlement, through Afghan Support Centers that helped link new arrivals to critical services and assist with immigration paperwork.
Crucially, it also built trust, which cannot be retroactively rebuilt.
Gaps Left Behind
Although the CARE Authorization Act envisioned the office operating through 2027, shifting priorities and funding decisions led to its early shutdown. Now, the gaps left behind are substantial, and CARE's closure creates a cascading set of risks. The shutdown of CARE will affect nearly 300,000 Afghans in need of assistance in the U.S. and abroad.
Additionally, as of July 29, 2025, the Special Immigrant Visa (SIV) backlog remains staggering: 178,000 Afghans have Chief of Mission (COM) approval – including 34,000 principal applicants and 144,000 family members – while tens of thousands more await a COM decision. Since September 2021, only 77,323 SIVs have been issued, and 45,000 applicants remain at the COM stage awaiting a decision.
For many families, CARE was the link that turned bureaucratic approval into a real pathway to safety. One applicant told the Washington Post that the end of CARE's operations has put her family's hopes of finding safety in the U.S. at serious risk. The Taliban targeted her family directly because her husband, who was killed by the Taliban in 2021, was a former member of the Afghan military who fought alongside American forces. Although the family had qualified for the SIV program and was cleared for a visa interview in a third country, those plans are now in limbo without CARE's logistical support.
'We're in this situation because of the United States,' she said. 'We need them to get us out.'
Federal Policy and Grassroots Advocacy
Federal policy has compounded these challenges. The Office of Refugee Resettlement (ORR) and U.S. Citizenship and Immigration Services (USCIS) has not significantly expanded capacity to accommodate the long tail of Afghan resettlement needs. Many evacuees remain in legal limbo, with temporary humanitarian parole statuses and no clear path to permanent protection.
The Afghan Adjustment Act, which is intended to provide that path, has been reintroduced and stalled in Congress repeatedly, most recently for the third time since its first introduction in August 2022. This iteration comes with bipartisan support: in the House of Representatives led by Representatives Jason Crow (D-CO) and Mariannette Miller-Meeks (R-IA) , and in the Senate by many Senators such as Amy Klobuchar (D-MN), Lisa Murkowski (R-AK), Chris Coons (D-DE), Lindsey Graham (R-SC), and more. With the bill effectively stalled for the last three years, legislative inaction has effectively pushed long-term responsibility onto ad hoc and short-term mechanisms like CARE, entities never designed to carry this burden alone. Now even CARE is gone.
The consequences of this inaction were under scrutiny during a July 24 House Foreign Affairs Committee hearing, when Representative Julie Johnson of Texas questioned Undersecretary of State for Political Affairs Allison Hooker on the State Department's lack of commitment to Afghan allies and the implications of CARE's closure.
At the same time, the Moral Compass Federation, a small advocacy coalition focused on veterans and moral injury, met with Deputy Assistant Secretary for the Bureau of South and Central Asia for Afghanistan and Pakistan Mary Bischoping. (Bischoping has reportedly been moved out of that role, though her next post remains unclear.) While the readout of the meeting suggested a focus on the psychological toll of the withdrawal, the concrete policy outcomes remain unclear.
It's important to note, however, that the government's abandonment of Afghan allies has created a compounding moral injury not only for Afghan families but also for U.S. veterans. The collapse of the State Department's CARE is not only a loss of services, but it is also a visible symbol of institutional neglect that deepens the psychological toll on both Afghan survivors and the veterans who fought to protect them.
Many veterans who risked their lives alongside Afghan interpreters and partners are outraged that the U.S. government is failing to uphold its promises to those very individuals. While the federal response has stalled, grassroots groups are taking action.
AfghanEvac is an organization helping Afghans evacuate and resettle safely. Today, it is pushing for resettlement pathways to remain open, while also fighting to protect the legal status of Afghan allies already in the United States. This summer, Shawn VanDiver, president and board chairman of AfghanEvac, launched the 'Battle Buddies' program, in which veterans volunteer to accompany Afghan allies to high-stakes immigration appointments.
In Plymouth, Massachusetts, Jessica Bradley Rushing from AfghanEvac joined Senator Earl Blumenthal and Representative Bill Keating to advocate for Zia, a COM-approved SIV applicant with humanitarian parole, who was detained by ICE.
Advocacy efforts have also grown for Mohammod Habibi, an American citizen whom the Taliban have imprisoned for three years. A press conference was held on August 9, calling for his immediate release.
These cases demonstrate the enduring danger to wartime allies and the need for coordinated, federally supported actions, which CARE previously provided from the State Department.
'The United States made a promise, not a suggestion,' VanDiver said in a statement. 'That promise was made in uniform, in embassies, in war zones, and in law. The allies in question were invited, recruited, and trusted us. Now we're detaining them, stranding them, or trying to send them back.
'This isn't a policy debate. It's a coordinated rollback of America's word.'
Foreign Policy Ripples
CARE's closure goes beyond Afghan resettlement and raises questions about U.S. foreign policy and its credibility. The 2021 withdrawal from Afghanistan already raised criticism about the U.S. commitment to its allies. For U.S. allies and partners across the Asia-Pacific, the unraveling of Afghan resettlement infrastructure raises pressing questions about the reliability of U.S. commitments.
CARE's collapse and the larger failure to establish a durable system for supporting at-risk Afghan partners risk reinforcing a perception that the United States lacks staying power after conflict ends. This is especially troubling amid rising scrutiny of a potential U.S. commitment gap in the Indo-Pacific, where partners like Taiwan, the Philippines, and South Korea are reassessing Washington's long-term reliability and follow-through on security promises despite weak attempts to deepen strategic engagement.
These countries are similarly watching how Washington follows through and treats its Afghan allies, particularly those who directly supported U.S. missions. If the U.S. government appears unable, or unwilling, to protect the people who put themselves at risk on its behalf, that sends a chilling message to future partners: U.S. protection may be temporary, conditional, and/or easily withdrawn.
CARE's shutdown is therefore not only a crisis for Afghan survivors. It is also a test case for U.S. strategic credibility in a region where long-term alliances depend on consistency and follow-through, rather than simple talk.
Key Action Steps
The shutdown of CARE in the State Department should prompt federal and state agencies to reassess how resettlement policy is implemented on the ground by the government – and how its shortcomings reflect on the U.S. globally.
One urgent priority is securing dedicated funding for culturally specific survivor services. Organizations working with Afghan women and trauma survivors must be meaningfully supported, not through short-term grants alone, but with sustained, long-term investment.
In addition, the federal government must reevaluate its service delivery models. Small and temporary measures cannot continue to serve as stopgaps for deeper structural failures in resettlement policy. These are not just domestic administrative choices – they carry foreign policy consequences. When the U.S. fails to fulfill promises to wartime partners, it undermines its credibility with current and future allies around the world.
Finally, immediate support is needed for the communities directly affected by CARE's closure. Former clients require continuity of care, including clear referral pathways, case management transitions, and transparent public communication about where they can now turn for assistance.
CARE's closure is not the end of the struggle to resettle Afghan allies in the United States, but it does mark a turning point. Without stronger government partnerships and reliable funding streams, more organizations will follow. Each one that disappears leaves behind a service void that disproportionately impacts the most vulnerable, including women, children, and survivors of violence.
August 15 marked four years since the fall of Afghanistan to the Taliban. Yet, since the suspension of the relocation and resettlement operations, 250,000 potentially eligible Afghan allies are still in limbo.
Afghan resettlement is not a short-term project. It requires long-term infrastructure, clear policy direction, and the recognition that responsibility for wartime allies does not end at the point of evacuation.

Taliban Officials Are No Longer ‘Acting'

The Taliban's Supreme Leader Haibatullah Akhunzada has told officials to stop using the words 'acting,' 'interim,' or 'caretaker' in their titles. This might seem like a slight language change, but it sends a clear message. The Taliban leadership is saying: This is the regime, and there is no transition coming. There is no plan for a new phase of politics in Afghanistan with a constitution, a parliament, or elections. For years, Taliban-linked lobbyists and sympathetic diplomats in the West have urged: 'Be patient; this is temporary.' That story is now exposed for the fiction it has always been. From the Taliban's point of view, this step is logical. The word 'acting' makes a regime look uncertain and gives the sense that there is space for negotiation and power sharing, that something else may develop later. Removing the word closes the door and leaves no space for hope. And it tells Taliban fighters and officials that the system they were working for is fixed, the chain of command is clear, and that the basic design of the regime will not change. At the same time, it tells society that they should not wait for a political opening and should accept the rules as they now exist. There is a second, more strategic layer. If anything has truly changed between Taliban 1.0 and Taliban 2.0, it's this: they are smarter. Along with sharpening themselves in the use of technology, they have also learned how to leverage language as a tool of legitimacy. 'Islamic,' 'emirate,' 'Shariah': these words shape the frame in which they want to be seen. The title 'acting' undercut that frame and kept alive the possibility that something more negotiated and more representative might come into being. By removing it, the Taliban move the rhetorical framing of their regime from 'temporary caretaker' to 'permanent authority,' even if the legal foundations are thin and the institutional architecture is unfinished. The Taliban's leadership is saying to its supporters that their victory is complete and permanent, and to their critics and opposition that it is final. And they are saying the world must deal with them as they are, not as the world wishes they would become. This change also exposes the hollow promises that many advocates of engagement with the Taliban repeated for four years. Taliban lobbyists and apologists argued that if the regime was given time, they would moderate; if conversation continued, the Taliban would open up; and that above all, Afghans and the international community should be patient. For the Taliban, however, the word 'interim' was not a roadmap to a future, inclusive government; it was a holding pattern that helped the Taliban regime settle in. Those who believed the Taliban's fiction that 'this is only temporary' must now ask themselves why a temporary structure is being painted as final without the normal tools of demonstrating legitimacy, such as a basic law, an elected chamber, and a pathway to public consent for a government. The second claim came from part of the unarmed opposition, mainly based in Turkiye, which consisted mostly of former government officials, who waited for a national dialogue because 'interim' sounded like a bridge toward power-sharing, to their own return. The shift, dropping the facade of 'acting' officialdom, lands hard on women and non-Pashtun ethnic groups. For women, it confirms that all the barriers they face are central to the Taliban's policy and that these policies are here to stay. This further confirms the current order that many Afghans describe as a regime of gender apartheid, because the separation, control, and exclusion of women are not side effects: they are fundamental design features of the Taliban government. For non-Pashtun ethnic groups such as Tajiks and Hazaras, who have been completely pushed out of the country's political life, as well as for religious minorities, the move deepens the sense that Afghanistan is being governed as if it were a single ethnic polity. The current Cabinet, security leadership, and provincial appointments overwhelmingly reflect only Pashtuns in a country as diverse as Afghanistan, where no single ethnicity represents an absolute majority. When one group monopolizes the tools of the state, the cost is social trust. That cost has already shown up in quiet compliance turning into quiet resistance, and quiet resistance has now become open refusal. There are armed movements, mostly based in northern Afghanistan and dominated by Tajiks, resisting the Taliban. By removing 'acting' without expanding representation, the Taliban have told these ethnic groups that the current balance of power will not change. For the general population of Afghanistan, the deeper meaning is psychological. Since the Taliban's return to power, they carried 'acting' titles with their positions within the regime, which led many inside Afghanistan to quietly form a sense that this order, which has kept them in a very tough situation, may not be permanent. Families told their children to hold on; activists protected a space in their minds where a civic future might still be negotiated. One might ask why announce such a change now, after four years? As part of that sharpening of communication skills, the Taliban know the importance of symbolism. Last year, they celebrated the third anniversary of their regime by showing off in military parades using weapons the U.S. left at Bagram. This year, the Taliban dropped 'acting,' a bureaucratic tweak that is nevertheless a political statement. It was aimed at those outside Taliban circles who still hope for a negotiated reset, signaling that negotiations will not change the structure of power. That narrows the space for foreign governments to claim that they are engaging to encourage an inclusive government and protect human rights. With this move, the Taliban delivered an answer: the transition has already happened. Despite doing all this, the Taliban know their move makes no changes in the international dimension. Many governments and institutions still describe them as 'de facto authorities' to avoid the legal and political implications of recognition. The Taliban's internal style change will not change that external label. However, it will test the coherence of foreign policies that rested on the idea of 'engagement.' If the Taliban say there will be no change in their regime structure and behaviors, then any country that wishes to engage – and believes that engagement will inspire change – needs to rethink their approaches. Engagement should be based on concrete outcomes for the Afghanistan public, especially women and ethnic groups struggling to participate in their own society, not on the hope that 'more meetings' will create inclusion. Where does this leave Afghanistan? Two scenarios are possible. First, coercive stability: the system hardens, and society adapts to Taliban tyranny under pressure, with the hope of just surviving. This is the Taliban's desired outcome. Second, societal pushback: ethnic groups, democratic forces, women's networks, clerics, and local leaders converge around practical lines of refusal that make ruling costly for a group that forcibly came into power. Whichever path unfolds, what the world needs to remember is that names on paper do not create legitimacy. Legitimacy is rooted in the consent of the governed; it comes from the people and the Afghan people have had their voices systematically suppressed by those currently in power. The people of Afghanistan need allies who speak plainly and support the women of Afghanistan and the general public without feeding their repression.

Do the Taliban Have a Foreign Policy?

The Taliban's foreign policy appears increasingly shaped by notions of neutrality and non-interference, sovereignty and political recognition, economic pragmatism and a gradual shift toward trilateral and multilateral engagement. In mid-August, the Taliban marked the fourth anniversary of their ascension to power in Afghanistan. During this period, the movement has maintained control over Afghanistan and succeeded in establishing active diplomatic engagements with a number of states, despite the absence of broad international recognition. Many countries now view the Taliban as a de facto political actor, recognizing the regime's pivotal role in facilitating connectivity between Central and South Asia. At the same time, unresolved issues surrounding internal security and the presence of terrorist groups on Afghan territory continue to raise concerns within the international community. Against this backdrop, there is growing scholarly and policy interest in examining the nature and core characteristics of the Taliban's foreign policy. A key question is whether the movement adheres to coherent principles or strategic orientations in its external conduct. Identifying such patterns would not only enhance our understanding of the Taliban's behavior on the global stage, but also support the development of a more pragmatic framework for engaging with the group and anticipating its future foreign policy moves. One of the central ideological foundations of the Taliban's statecraft is 'Rohnamudhoe Amir al-Mu'minin Baroye Mujahedin' ('Amir al-Mu'minin Guide for the Mujahideen'), authored by the movement's leader. The principles articulated in this work have left a deep imprint on Afghanistan's political, economic, and social order. Yet in the realm of foreign policy, the Taliban's conduct appears to diverge, at least in part, from the framework set forth in the text – adopting instead a more flexible and pragmatic approach to international engagement. Traditional Principles In analyzing the ideological foundations of the Taliban, two core components are frequently emphasized: the Deobandi school and the Pashtunwali code. These elements shape the Taliban's internal worldview and value system and exert a direct influence on its foreign policy behavior. This influence is especially evident in the Taliban's approach to transboundary water resource management. Senior Taliban representatives have repeatedly invoked Islamic principles when articulating their positions. For instance, in May 2025 the Taliban's ambassador to Uzbekistan, Abdul Ghaffar Tirawi, commenting on the Qosh-Tepa Canal project, stated: 'Water should not be wasted.' Similarly, Acting Foreign Minister Amir Khan Muttaqi, speaking about the Helmand River agreement with Iran, noted: 'We consider this a religious and moral responsibility. If a Muslim is suffering from thirst and we are able to help, it is both a charitable act and a rational policy.' Such statements reflect the centrality of Islamic values as an ideological compass guiding the Taliban's diplomatic practice. Elements of Pashtunwali, including its integral component – Pashtun nationalism – continue to play a significant role in shaping the Taliban's foreign policy conduct. The principles embedded in Pashtunwali are not only preserved in the Taliban's rhetoric but are also reflected in specific diplomatic decisions. This is particularly evident when the movement resists external pressure, invoking notions of national sovereignty and traditional worldview. Both historical and contemporary precedents support this observation. The Taliban's refusal during its first regime to extradite Osama bin Laden in the late 1990s and following the events of September 11, 2001 – despite intense international pressure – has been interpreted by several scholars as an adherence to Pashtunwali. Similarly, the movement's current rejection of United Nations demands to expand rights for girls and women, and its framing of such appeals as unwarranted interference in Afghanistan's domestic affairs, highlights the salience of traditionalist norms in its foreign policy orientation. Thus, Pashtunwali continues to serve as a foundational ideological framework guiding the Taliban's pursuit of foreign policy autonomy. Sovereignty The principle of state sovereignty stands as a central pillar of the Taliban's contemporary foreign policy framework. This is most vividly illustrated in its evolving relationship with Pakistan. It is well-documented that Pakistani intelligence services provided extensive support to the Taliban throughout the 1990s, with Islamabad being one of the few states to officially recognize the group's first regime. Key Taliban leaders – including Mullah Omar, Akhtar Mansour, and current leader Haibatullah Akhundzada – found refuge in Pakistan's tribal areas during the U.S.-led military campaign. Since regaining power in August 2021, however, the Taliban movement has increasingly distanced itself from Pakistan. Tensions along the Durand Line, mutual accusations of harboring militants, and Islamabad's refusal to grant formal recognition to the Taliban-led government have all signaled a growing rift in bilateral relations. Within Afghanistan's political and religious discourse, there is a clear effort to move beyond the perception of the country as Pakistan's 'junior partner' – a shift that reflects an assertion of both political independence and spiritual authority. Neutrality and Non-Interference According to a number of experts, the Taliban's foreign policy strategy is grounded in the principles of neutrality and non-interference in the internal affairs of other states. This stance is particularly emphasized in relation to Central Asian countries, where the Taliban have refrained from exporting their ideological doctrines, choosing instead to limit the application of Shariah law strictly to the territory of Afghanistan. However, this declared neutrality is not always borne out in practice. There is a growing body of evidence suggesting that the Taliban have engaged in regional activities that go beyond the bounds of non-interference. These include the regime's tacit support for the Tehreek-e-Taliban Pakistan (TTP) and the associated escalation of tensions along the Afghan-Pakistani border; expressions of solidarity with Iran during the Gaza crisis of 2023–2025; and the emergence, during the same period, of an entity known as Tehreek-e-Taliban Kashmir. Taken together, these developments point to the presence of interventionist elements in the Taliban's regional posture, albeit not in overt or officially sanctioned forms. Political Recognition Despite holding power in Afghanistan for more than four years, the Taliban have received de jure recognition only from Russia, while the broader international community continues to withhold such recognition. In this context, the movement's diplomatic activity appears largely instrumental, aimed primarily at securing international legitimacy. This objective is clearly reflected in the Taliban's expanding foreign policy outreach – not only toward traditional regional partners, but also to countries beyond the Muslim world. Unlike the first Taliban regime, which was largely focused on Islamic nations, the current leadership has adopted a more pragmatic and flexible approach, cultivating ties with states such as Japan, Nicaragua, Burkina Faso and several other African countries. This diplomatic diversification signals a deliberate attempt to move beyond the conventional regional framework and integrate into a broader system of international relations. The Taliban also employ large-scale infrastructure projects as tools of foreign policy leverage in pursuit of political recognition. Notably, the Qosh-Tepa Canal project is viewed not only through an economic lens, but also as a political and diplomatic instrument designed to influence Central Asian states. Similarly, the Taliban's control over transboundary water resources shared with Iran and Pakistan is increasingly seen as a form of strategic leverage – one that enables the movement to assert its agency and demand that its interests be taken into account on the regional and global stage. Economic Pragmatism Economic development has emerged as a key priority in the Taliban's foreign policy agenda. Within this context, internal fragmentation within the Taliban movement has become increasingly evident. The Kabul-based faction, led by Mullah Abdul Ghani Baradar, embraces a more pragmatic outlook, emphasizing the need for economic engagement and development. It is the Kabul faction's pragmatic orientation that has gradually gained influence over the direction of foreign policy. This is reflected in the growing diplomatic engagement with countries such as China and India – nations traditionally viewed by the Kandahar leadership as 'infidels' – as well as with the Russian Federation, once regarded as an occupying force. Despite internal ideological tensions, the prevailing trajectory favors realism and active diplomacy aimed at economic stabilization and the pursuit of international recognition. From Traditional Bilateralism to Multilateral Engagement A discernible shift in the Taliban's foreign policy strategy is the movement from predominantly bilateral engagements toward trilateral and multilateral formats of cooperation. This transition reflects the regime's growing interest in institutionalizing dialogue and fostering deeper regional integration. A prominent example of this trend was Afghanistan's participation in the trilateral meeting of foreign ministers from China, Pakistan, and Afghanistan on May 21, 2025, where discussions focused on security, infrastructure development, and economic cooperation. Kabul will be hosting a second trilateral meeting on August 20. Similar dynamics can be observed in recent negotiations involving representatives from Afghanistan, Tajikistan, and Uzbekistan. These meetings placed particular emphasis on energy cooperation, including the advancement of the CASA-1000 project and electricity exports from Tajikistan. It is also worth highlighting the historic trilateral meeting of the foreign ministers of Uzbekistan, Pakistan, and Afghanistan held on July 18, 2025. Furthermore, since June 2024, the Taliban leadership has begun to engage in multilateral formats under the auspices of the United Nations, including the Doha summits. This participation underscores the movement's ambition to enhance its international legitimacy and integrate into broader global diplomatic processes. Priority of Central Asian States Central Asian countries occupy a distinct place among the foreign policy priorities of the Taliban regime. The Taliban are well aware that the region, particularly Uzbekistan, increasingly views Afghanistan as an integral part of Central Asia, based on deep-rooted geographical, historical, cultural, and infrastructural interconnectedness. In response, the Taliban leadership has demonstrated a willingness to engage constructively with regional states, motivated by the pursuit of technical, energy-related, and humanitarian support. In this context, Afghanistan is developing projects with Central Asian countries such as TAPI, CASA-1000, and the Trans-Afghan Corridor, which are expected to strengthen Afghanistan's connectivity with the region. Conclusion It can be argued that the Taliban regime in Afghanistan remains relatively young and has yet to fully articulate a comprehensive foreign policy strategy – at least, no official document outlining such a strategy has been made public. What is evident, however, is the movement's growing emphasis on diplomacy. Beyond traditional principles, the Taliban's foreign policy appears increasingly shaped by notions of neutrality and non-interference, sovereignty and political recognition, economic pragmatism, and a gradual shift toward trilateral and multilateral engagement. It is also becoming clear that Central Asia will occupy a priority position in the Taliban's external agenda. The role of Western states, by contrast, remains uncertain and will likely depend more on the West's own ability to develop a unified approach toward Afghanistan.
