Petronas reviewing operational and cost efficiencies amid low-price environment

KUALA LUMPUR: Petroliam Nasional Bhd (Petronas) expects the low oil price environment to persist, with prices hovering at around US$64 to US$65 (RM270.90) to RM275.10) per barrel, said executive vice-president and chief executive officer (CEO) of upstream business Mohd Jukris Abdul Wahab.
He said the national oil company is reviewing its operational and cost efficiencies in response to the low-price environment, and challenging how it approaches everything – from maintenance, field operations, logistics management and procurement to the running of its offshore and onshore facilities.
'We are reviewing both our operational and cost efficiencies (as) the way we have done things over the past 50 years may not necessarily keep us competitive in the years ahead,' he said during a briefing for editors today.
Also present was senior vice-president of Malaysia assets and Petronas Carigali Sdn Bhd CEO Hazli Sham Kassim.
Mohd Jukris also said the US tariff environment has affected the global supply chain.
'It (the tariff imposition) affects the way we do business. The only thing that we can do is to respond internally and how we drive ourselves to become more cost efficient,' he added.
Replying to a question on portfolio review, Mohd Jukris said the oil company assesses the need to bring in partners to reduce risk exposure, particularly for assets that require high capital investments but deliver limited value.
'Partnerships bring not only capital but also new operating philosophies and standards. In this industry, we can't operate in isolation. We must identify partners who can operate certain assets more efficiently than we can. This is the best way to unlock maximum value,' he said.
Mohd Jukris said Petronas conducts portfolio reviews from time to time to ensure its assets remain competitive, with each asset having to meet specific standards.
'For example, they must have a break-even price of US$50 per barrel or less. Anything above that raises the question: do we keep this asset or not?
'Operational efficiency is another key criterion. Our unit production cost must remain below US$6 per unit. We set these parameters to guide every portfolio review,' he said.
Petronas has seen its portfolio evolve, including the sale of its gas assets in Azerbaijan and, in 2021 and again last year, the scaling back of operations in Mexico through the exit from eight offshore exploration blocks.
Mohd Jukris also said Petronas is very keen to expand its presence in Canada as the country is now one of its major liquefied natural gas (LNG) suppliers.
He said Petronas has about 50 trillion cubic feet (TCF) of gas in Canada and the current LNG Canada project is only in Phase 1; hence the energy company has embarked on a series of LNG projects backed by this resource portfolio.
'With 50 TCF, we can support several more LNG projects as resource size is not the issue here,' he told an Editors Briefing today.
Mohd Jukris also expressed hope for Canadian government's support for additional LNG projects. 'We are keen to expand our presence there and see Canada as one of our major LNG supply bases going forward,' he said.
Petronas shipped the first LNG cargo from its LNG Canada facility in Kitimat, British Columbia, on July 8.
Petronas operates the North Montney Joint Venture upstream gas project and is a major equity partner in LNG Canada, a US$40 billion LNG facility. – Bernama

Data from GlobalData suggests Malaysia's affluent market, including high-net-worth individuals, will grow at a compound annual growth rate of 5.4% between 2025 and 2029, with liquid assets expected to reach nearly US$350 billion in four years. HSBC Malaysia international wealth and premier banking country head Linda Yip, said this growth is also altering what customers expect from their banks. 'Affluent customers now seek holistic solutions that help them accelerate their wealth while placing their health and wellbeing at the forefront,' she said. 'Achieving this balance allows them to grow, protect, enjoy and preserve their wealth for generations.' Yip said the bank's goal is not only to deepen relationships with existing customers but to attract new ones to its platform and hope Malaysians, especially the affluent segment, will feel that this is the bank and the service they want to get. 'Our aspiration is to go higher than what we have now, and we expect the second half of 2025 to be very robust for us.' According to HSBC's Quality of Life research, 78% of affluent Malaysians keep most of their portfolios in fixed income bonds and equities, while over half (51%) are saving for leisure and travel and 48% prioritise health for a better quality of life. Yip said HSBC Premier stands out by going 'beyond just wealth', combining financial planning, lifestyle experiences and borderless banking. This includes seamless international services for families with children studying abroad, ensuring access to banking support across HSBC's global network, giving parents peace of mind.

Ahmad says the PDA 1974 is 'not a shield of immunity' that overrides existing Sarawak laws such as the OMO 1958 which have been in place before the formation of Malaysia. – Bernama photo KUCHING (Aug 13): Pasir Gudang MP Hassan Abdul Karim's remarks on Sarawak's oil and gas jurisdiction are one-sided and ignore the governing laws that have been in force since the formation of Malaysia, said Senator Datuk Ahmad Ibrahim. Ahmad said the Petroleum Development Act (PDA) 1974 is 'not a shield of immunity' that overrides existing Sarawak laws such as the Oil Mining Ordinance (OMO) 1958 which have been in place before the formation of Malaysia. 'Firstly, Sarawak has been producing oil and gas since the discovery of oil in Miri in 1910—53 years before Malaysia was formed. This industry developed under Sarawak's own laws long before the PDA existed. 'Secondly, the Malaysia Agreement 1963 and the Malaysia Act 1963 preserve state laws. Section 73 of the Malaysia Act 1963 preserves all state laws in force before Malaysia, including the OMO 1958 which remain valid today,' he said in a statement today. In chiding Hassan for saying that Prime Minister Datuk Seri Anwar Ibrahim was wrong to grant Sarawak additional power over the state's oil and gas sector, Ahmad said all MPs need to understand both legal and historical facts before making their remarks public, adding that ignorance of the law is not an excuse. He said the OMO 1958, which was amended in 2018, grants Sarawak full authority over petroleum licensing onshore and on its continental shelf. 'The PDA 1974 applies fully in states that do not have their own petroleum laws like OMO 1958. In those states, Petronas is the sole aggregator of oil and gas. 'In Sarawak, the PDA cannot override the OMO, the Distribution of Gas Ordinance (DGO) 2016, the Sarawak Land Code, or the State Sales Tax (SST),' said Ahmad. He said under the DGO 2016, Sarawak has exclusive authority to license and regulate domestic gas distribution, with state-owned Petroleum Sarawak Berhad (Petros) formally recognised by the federal government as the sole gas aggregator for Sarawak's domestic market, excluding liquefied natural gas (LNG). 'Why exclude LNG? LNG is an international export commodity regulated under PDA 1974 due to long-term sales contracts between Petronas and overseas buyers like Japan, Korea and China. 'The 2020 Commercial Settlement Agreement between Sarawak and Petronas retained LNG under Petronas' management to maintain market stability and avoid breaching export contracts, while granting Sarawak full control over the domestic gas market,' he added. He also pointed out that on March 13, 2020, the High Court upheld Sarawak's right to impose SST on petroleum products, with Petronas withdrawing its appeal and settling the dues. 'To the MP for Pasir Gudang, before politicising on hearsay, acquaint yourself with these legal facts. Sarawak's constitutional, historical, and legal position is not subject to political convenience,' said Ahmad. In a recent parliamentary reply to Hassan, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said the PDA 1974 would remain in force in accordance with existing legal provisions. She said Petronas had signed two key agreements to strengthen cooperation, namely a Commercial Collaboration Agreement with Sabah, and a Commercial Settlement Agreement with Sarawak. MAIN Market-listed marine operations service and solutions provider Avangaad Bhd [formerly E.A. Technique (M) Bhd] has finalised the sale of its floating storage and offloading (FSO) vessel for a US$10.5 mil (RM44.5 mil) to deliver an immediate gain of RM29.4 mil. At any rate, the latest divestment unlocks RM44.5 mil in immediate cash flow to the group which is now more precisely identified as a marine COP (coordinator, operator and partner). The proceeds will be strategically re-deployed into higher-yielding and longer-tenured assets in line with Avangaad's long-term strategy while providing additional headroom for financial flexibility. For starter, the transaction is expected to strengthen the group's financial capacity to sustain a broad, balanced fleet and to expand its service offerings across oil & gas (O&G) and non-O&G markets. 'This transaction is about creating optionality. We are monetising this asset at the right time to ensure Avangaad stays agile and well-capitalised. In asset strategy, success lies in aligning capability with contract tenure,' commented Avangaad's executive director Datuk Wira Mubarak Hussain Akhtar Husin. 'The group's fleet also comprises vessel types capable of securing decade-long commitments, each contributing uniquely to the group's long-term portfolio optimisation.' Moreover, the proceeds would serve as a natural hedge to strengthen Avangaad's agility in navigating cyclical market changes. 'They position us to pursue opportunities that could enhance our earnings visibility and also preserve our balanced mix between O&G and marine logistics,' envisages Mubarak. 'As the group's newly appointed management, we take pride in sharpening our industry differentiator by positioning Avangaad as the Marine COP through our 4P model: Port, People, Product, and Platform.' He added: 'This defines us not merely as asset owners but as the coordinator, operator and partner delivering end-to-end marine solutions. The capital unlocked today further fortifies our agility and decisiveness, thus setting a clear course to redefine integrated maritime solutions in the region.' While the next capital deployment is under consideration, the latest gain re-affirms Avangaad's stable operational cash flow by providing strategic capacity to pursue expanded charter contract opportunities. At the close of today's (Aug 13) market trading, Avangaad was up 1 sen or 3.51% to 29.5 sen with 9.59 million shares traded, thus valuing the company at RM391 mil. – Aug 13, 2025
