Meeting held to assess preparations for 11th Five Year Development Plan
Muscat: The Supervisory Committee of the 11th Five-Year Development Plan (2026-2030) today held its 2nd meeting of the year (2025) in Muscat.
The meeting, aimed to follow up and assess the development plan's course of action, was chaired by Dr. Said Mohammed Al Saqri, Minister of Economy, Head of the committee.
The committee reviewed the plan's current standing, which reflected good progress in its preparation, thanks to the efforts undertaken by 14 central teams comprising 281 members from 100 government and private entities, civil society institutions and individuals.
The teams worked in accordance with a prescheduled timetable covering three basic stages: (1) Analysing the current situation; (2) Identifying the challenges and (3) Devising strategic programmes in line with the goals of Oman Vision 2024.
In its discussion of priorities of the 11th Five Year Plan within the context of Oman Vision 2024, the committee laid emphasis on enhancing the growth of projects that are expected to provide greater added value to the national economy and generate more employment opportunities for Omani citizens
The committee discussed the latest developments in preparing the plan's financial and economic framework, as well as future approaches and practical steps to ensure the compilation of a comprehensive development plan. The committee also stressed the importance of integration among various sectors to ensure realization of sustainable development in line with the goals of Oman Vision 2040.

Pact to advance urban air mobility in Oman
MUSCAT, JUNE 6 AeroVecto, an Oman-based startup specialising in sustainable air mobility solutions, has announced a strategic partnership with Romanian-based LYNEports, a digital planning platform for advanced air mobility infrastructure, to support the rollout of hybrid electric Vertical Take-Off and Landing (VTOL) aviation services in Oman and the wider GCC region. The partnership is set to take advanced air mobility services, currently in its nascency in Oman, to the next level. A number of Omani startups, in partnership with key players in the global international, are gearing up to introduce uncrewed air mobility services for, among other fields, cargo deliveries, passenger transportation, ambulance services, medical deliveries and even disaster relief. AeroVecto is credited with developing Shuttle, a hybrid eVTOL aircraft purposely built for mass public transportation. According to the company, the high-capacity aircraft will enhance current ground-based public transport by enabling convenient point-to-point travel. With a focus on passenger volume and comfort, Shuttle aims to revolutionise urban and intercity mobility, introducing a new era of clean, efficient and scalable air transport. Through the partnership, LYNEports will assist in planning and simulating AeroVecto's Shuttle network, ensuring each site meets aviation-grade safety standards, operational viability and regulatory requirements. Furthermore, by leveraging LYNEports' AI-driven platform, AeroVecto can evaluate ideal locations, model flight routes and visualise integrated transport systems, accelerating the adoption of advanced air mobility across Oman. Business Platform project to boost Oman's investment appeal
MUSCAT, JUNE 5 Prominent Omani firms are among a total of 12 local and international consortiums that have been qualified by the Ministry of Finance to compete for the government's prestigious contract to develop and operate the Oman Business Platform (OBP) project – a vital government e-services platform - via the Public Private Partnership (PPP) route. In the fray at this stage of the competitive bidding process are consortiums led by: Al Madina, Bahwan CyberTek, Bahwan Engineering, Business Gateways, NELTA, Nortal, PwC, Quilix, Solutions by STC (Saudi Telecom Company), SSL Software Systems, Tata Consultancy Services and World CloudTurksat. They were shortlisted from among a total of 30 companies that sought to prequalify for this first-ever initiative to build and operate a digital hub designed to deliver seamless, efficient, and integrated government services. The Ministry of Finance, in its exclusive capacity as the orchestrator of PPP projects, is overseeing the procurement process on behalf of the project owner, the Ministry of Commerce, Industry and Investment Promotion (MoCIIP). The project is one of several flagship initiatives unveiled under the latter's Digital Transformation Programme 2021-25. Launched originally as a One-Stop-Shop in 2003, the Oman Business Platform has undergone a succession of upgrades and enhancements – technological and qualitative – to serve as the government's principal digital vehicle for engagement with investors and the wider business community. 'The Oman Business Platform plays a crucial role as the central hub for business registration data in Oman, serving over 50 million records and supporting more than 36 government and private entities. This platform is vital for ensuring smooth e-government services across the country. On an average day, it handles 250,000 web service requests, processes 10,639 tasks and supports more than 50 online services and licensing-related services,' the Ministry of Finance explained in a backgrounder on the initiative. The successful vendor will be granted a 7-year contract (extendable by 1+1 year renewal periods) to operate the platform against a payment structure that includes 'both a fixed component and one or more variable components possibly related to platform revenue growth and/or transaction volume growth'. The Platform Operator will be required to enhance the platform's capability to deliver seamless, efficient, and integrated government services. 'As a digital hub for the community, the platform's enhancements will prioritise user engagement and streamlined service delivery. The vision includes refining user interfaces and improving backend systems to ensure a responsive and accessible digital environment for all users, ranging from local Omani businesses to international investors and the general public,' the Ministry of Finance added. In the next stage of the procurement process, the qualified contestants will be invited to submit proposals outlining their respective strategies for building and operating the platform. An award is anticipated before the end of this year.

Shipbuilding hub to boost Musandam's economy
In a major boost for Oman's marine and fisheries industries, Musandam Global Investment Company SAOC (MGIC) and its Turkish partners have signed binding commercial terms and a shareholders' agreement to establish Musandam Drydock and Marine Industries LLC, a shipbuilding and repair facility in Musandam Governorate. The deal was formalised in the presence of Dr Saud bin Hamoud al Habsi, Minister of Agriculture, Fisheries and Water Resources, and Sayyid Ibrahim bin Said al Busaidy, Governor of Musandam. The project, backed by an initial investment of $15 million, will support the construction and maintenance of aquaculture cages, fishing vessels, tugboats, and service and transport vessels up to 35 metres in length. It is set to serve both domestic and regional markets, aligning with Oman's strategy to enhance food security and marine industrial capacity under Oman Vision 2040. In an exclusive interview with the Observer, Raed al Shehhi, Chairman of MGIC, emphasised the project's strategic importance, "The launch of Musandam Drydock and Marine Industries LLC is aligned with our long-term strategy to build an integrated and diversified economy in Musandam. This project directly supports Oman Vision 2040 by fostering sustainable industrial growth, enhancing food security through support to fisheries, and creating meaningful employment.' According to Al Shehhi, the first phase of the project will include the development of slipways, fabrication workshops, and maintenance yards tailored for small to medium-sized vessels. The company will also build infrastructure for manufacturing and servicing aquaculture cages and coastal fishing boats. 'Phase one focuses on establishing the core shipbuilding and repair infrastructure. Future phases will likely include expansion to handle larger vessel classes, integration of smart technologies, and development of ancillary industries,' he explained. The decision to invest in this sector was driven by strong market signals, both nationally and regionally. 'The Sultanate of Oman has seen a steady increase in demand for modern fishing vessels and aquaculture infrastructure, in line with its national food security strategy,' Al Shehhi noted. "Regionally, the GCC marine sector is expanding, particularly in sustainable fisheries and coastal transport. However, there's a shortage of specialised facilities for these services — and we're stepping in to fill that gap.' Equally important to the project is its social and economic impact on the local community. MGIC has committed to an aggressive Omanisation and skills development programme, focusing on Musandam's youth. 'We are creating 50 direct jobs for the local community in the initial phase alone,' Al Shehhi said. 'We are also developing specialised courses in welding, marine mechanics, vessel design, and industrial safety, along with apprenticeship pathways. The aim is not just employment, but cultivating a generation of skilled professionals who can drive long-term growth in the marine sector.' The company's Turkish partners bring substantial technical know-how to the initiative. Their expertise in shipbuilding and modular construction will play a vital role in setting up world-class facilities and transferring knowledge to Omani technicians and engineers. 'Our partners bring experience in marine engineering and will support us in applying international best practices across the board — from project management and quality assurance to environmental compliance,' Al Shehhi affirmed. Beyond industrial development, the drydock project is expected to position Musandam as a strategic hub for marine services, leveraging its unique geography and proximity to key shipping lanes. The move represents another milestone in Oman's broader strategy to unlock regional development and local value creation in its northernmost governorate. The incorporation of Musandam Drydock and Marine Industries LLC signals more than just economic activity — it marks a commitment to sustainable, integrated growth built on innovation, partnership and local empowerment.
