Germany arrests Libyan war crimes suspect on ICC warrant - Region
Khaled Mohamed Ali El Hishri, who was arrested on Wednesday, allegedly served as a senior official at the notorious Mitiga prison near Tripoli, the ICC said.
"He is suspected of having committed directly himself, ordered or overseen crimes against humanity and war crimes, including murder, torture, rape and sexual violence" between February 2015 and early 2020, the court said in a statement.
Der Spiegel news magazine first reported that Hishri, 46, was arrested at Berlin airport as he sought to fly to Tunis, on the basis of an ICC warrant that was issued on July 10.
A spokesman for the Brandenburg regional prosecutor's office confirmed to AFP that the Libyan was arrested at the airport on Wednesday morning.
ICC registrar Osvaldo Zavala Giler thanked Germany and said such cooperative moves were "essential steps for proceedings to move forward and for victims to see justice delivered".
Oil-rich Libya is still grappling with the aftermath of the armed conflict and political chaos that followed the 2011 NATO-backed uprising that toppled long-time dictator Moamer Kadhafi.
The country remains split between a United Nations-recognised government in Tripoli, led by Prime Minister Abdulhamid Dbeibah, and a rival administration in the east.
Italy frees war crimes suspect
Human rights investigators have long decried the abuses suffered by thousands of detainees, many of them irregular migrants, in crowded and unsanitary detention facilities, including Mitiga.
Earlier this year, the Italian government sparked a heated debate over its decision to release and expel another Libyan war crimes suspect involved in running Mitiga, Osama Almasri Najim.
Najim, the head of Libya's judicial police, was arrested in Turin on January 19 on an ICC warrant, only to be released and flown home to Tripoli two days later on an Italian air force plane.
Italian Justice Minister Carlo Nordio defended his release, saying the ICC warrant for his arrest had been poorly written.
ICC chief prosecutor Karim Khan said in May that the Tripoli-based Government of National Unity had accepted the court's authority to investigate alleged war crimes despite not being party to the Rome Statute, the court's founding treaty.
Khan also called on Libya's prosecutor general Al-Seddik al-Sour to arrest Najim "and surrender him to the ICC".

Foreign Minister Badr Abdelatty stressed on Sunday to his Chadian counterpart, Abderaman Koulamallah, that Cairo places a premium on completing the road linking the two nations, as it aims to boost trade and facilitate the movement of people and goods between the two countries. This announcement was made during a meeting in the Chadian capital of N'Djamena, before the Egyptian top diplomat embarking on a tour of West African countries, which includes Nigeria, Burkina Faso, Niger, Mali, and Senegal. A Foreign Ministry statement said Abdelatty praised the recent progress in Egyptian–Chadian relations, highlighting Egypt's full support for development projects in Chad, particularly in the areas of infrastructure, energy, education, health, agriculture, and capacity building. The Egyptian foreign minister emphasized to Koulamallah that Cairo is keen on supporting Chad in constructing dams and rainwater harvesting wells. Egypt's top diplomat also affirmed Egypt's commitment to assisting Chad in establishing a diplomatic studies institute to train Chadian cadres and expressed hope for the swift completion and inauguration of Alexandria University's branch in N'Djamena. The statement added that the meeting between the foreign ministers included an exchange of views on key regional issues of mutual concern, foremost among them the situation in the Sahel and the Horn of Africa, and their implications for the continent's stability. Connecting two nations In February, the Ministry of Transport revealed details of the road project connecting Egypt to Chad via Libya. The transport ministry stated that the road comprises three sectors, the first of which is currently under construction, extending from East Oweinat to the Kufra border crossing. The second sector within Libyan territory spans 390 kilometres, while the third sector, from the Chadian border to Ibsha, passing through the city of Am Jiras, spans 930 kilometres. A memorandum of understanding has been signed between the Arab Contractors Company and the Libyan government to initiate survey and environmental studies, as well as preliminary design works, for the road connecting the Kufra area in southeastern Libya, on the border with Egypt, and extending into Libyan territory up to the border with Chad. The transport ministry added that the Arab Contractors Company also signed a memorandum of understanding with the Chadian government to initiate survey and environmental studies, as well as the preliminary design for the third sector, from the Libyan-Chadian border to the city of Am Jiras. Kremlin: A Putin-Trump Meeting Is Inevitable & Necessary
Nada Mustafa Kremlin spokesperson Dmitry Peskov stated that a meeting between Russian President Vladimir Putin and U.S. President Donald Trump is both necessary and will inevitably take place. According to Russia's TASS news agency, Peskov emphasized that such a meeting would require extensive preparatory work, adding, "It is possible, and in time it will definitely happen." Moroever, he stressed the importance of the meeting. Peskov also noted that the most recent conversation between Putin and Trump was pragmatic and focused on practical matters. 'It was a practical, pragmatic conversation between individuals firmly committed to their positions but willing to listen to each other,' he explained.
