Ensure success of mega PTM: Collector to officials
On Saturday, Collector P. Ranjith Basha directed education officials to ensure the successful conduct of the event in all government and private schools as well as junior colleges within the district. The initiative is aimed at strengthening the bond between parents, teachers and schools for the holistic development of students. The Collector emphasised that no lapses should occur in the arrangements. He instructed Deputy Educational Officers, MEOs, MPDOs and tahsildars to coordinate efforts.
Schools have been advised to involve students in creating invitation cards and extend invites to Ministers, MPs, MLAs, MLCs, alumni and public representatives.
Students who have achieved notable distinctions or won 'Shining Star' awards are also to be specially invited. Teachers are directed to present Holistic Progress Cards to parents and gather suggestions on school development, mental health awareness and drug prevention.
To foster parental involvement, the Collector suggested organising fun games like rangoli competitions, musical chairs, and tug of war for mothers. A special initiative titled 'Green Passport – A Plant in Mother's Name' will be launched, promoting environmental awareness.
Students will plant saplings in their mother's name. Schools have also been instructed to beautify classrooms and campuses. Committees are to be formed at all levels to ensure the smooth and impactful execution of Mega PTM 2.0.

Telangana government to appoint Chief Climate Officer to steer green policies
HYDERABAD: The state overnment is set to appoint a Chief Climate Action Officer (CCAO) for the Climate Change Centre (S-C3) under the City Investments to Innovate, Integrate and Sustain (CITIIS) 2.0 programme for integrated waste management, water security, urban planning, and climate-related reform initiatives. The process of appointing the CCAO is being undertaken by the Commissioner and Director of Municipal Administration (CDMA) as part of the Climate Smart Cities Assessment Framework (CSCAF) 2.0 under the CITIIS 2.0 initiative, which is a component of the Central Government's Smart Cities Mission, supported by the Ministry of Housing and Urban Affairs (MoHUA). According to sources, the selected consultant will be tasked with providing technical and operational support and leadership to the S-C3. Responsibilities will include planning, implementing, monitoring,and evaluating all activities under the programme. The consultant will support the department in executing the city's climate change work plan and the activities related to Component 2 of CITIIS 2.0, in consultation with the Director of the Urban Development Department. The consultant will also be responsible for providing coordination and technical assistance in developing policies, strategies, guidelines, and Standard Operating Procedures (SOPs) related to climate change. Additionally, the consultant must ensure the integration of data from cities into the State Climate Data Portal and subsequently into the National Data Observatory, covering all indicators under the CSCAF. The S-C3 will also extend technical support for developing the climate budget at the Urban Development Department (UDD) level, facilitate training sessions, and coordinate arrangements to implement the programme's activities. The selected consultant will work in close coordination with relevant state-level climate change cells, departments, and divisions to ensure collaboration and alignment with programme goals. The role also demands a proactive approach to bringing innovative ideas and creative solutions for implementing the programme and a willingness to learn and build technical expertise for personal and professional growth. The consultant will be responsible for preparing financial and technical reports related to environmental and climate change initiatives, in accordance with the guidelines and instructions from the CITIIS Project Management Unit (PMU). Additional technical and administrative support is to be provided to the Urban Development Department, CITIIS-PMU, and the City Climate Change Cell, along with any other task assigned by the CDMA. No poor family in Haryana will stay homeless: Saini
Haryana Chief Minister Nayab Singh Saini Monday handed over 'interim' ownership certificates under the Mukhyamantri Shehri Awas Yojana and plot allotment letters under the Mukhyamantri Gramin Awas Yojana 2.0 to hundreds of beneficiaries. Speaking at the state-level function in Panchkula, Saini said, 'No poor family in Haryana will remain homeless. About 1,144 beneficiaries in Sector-23, Jagadhri received interim ownership certificates under Mukhyamantri Shehri Awas Yojana, while 3,884 rural beneficiaries received plot allotment letters across 58 villages under the Mukhyamantri Gramin Awas Yojana 2.0.' The CM added that beneficiaries were identified in a transparent manner. 'No favoritism, no recommendations were made, just need-based assistance was provided. It is a milestone in transparent and accountable governance. No irregularities or corruption were allowed in the implementation process. All data and procedures have been kept digital and transparent, and beneficiaries were selected entirely on merit'. Highlighting the role of a double-engine BJP government, Saini added, 'We have kept our promise, land has been provided, and financial assistance has been extended for house construction. This has only been possible due to strong coordination between the Centre and the State'. Sharing the key achievements of his government, the CM said, 'Under the first phase of the Mukhyamantri Shehri Awas Yojana, 15,256 families in 14 cities were already allotted 30-square-yard plots. A Rs 2.5 lakh subsidy per household is being provided under PMAY–Urban 2.0 for house construction. Besides this, in rural areas, under Mukhyamantri Gramin Awas Yojana–2.0, the process to allot plots to 1.58 lakh applicants in 561 villages is underway. Furthermore, Rural beneficiaries will receive Rs 1.38 lakh under PMAY–Gramin, Rs 12,000 for toilets under Swachh Bharat Mission, and 90 days of unskilled labour wages under MGNREGA.' 'Under the Pradhan Mantri Awas Yojana-Gramin, so far, 69,150 houses have been built in rural areas with Rs 579 crore in assistance, while 77,900 houses have been constructed in urban areas under the Pradhan Mantri Awas Yojana-Shehri with Rs.1,650 crore support,' Saini said. Taking a dig at the Congress, Saini said that even after being in power for 55 years, the party failed to bring real change for the poor. 'In the past, Congress promised plots to poor families but failed to provide proper documents or possession,' he said, adding, 'Before 2014, rural households did not even have access to LPG gas cylinders but Haryana is now providing gas cylinders to poor families for Rs 500.' Talking about the healthcare in Haryana, Saini said, 'The 'Ayushman Bharat Yojana' and 'Chirayu Haryana scheme' are now providing free treatment of up to Rs 5 lakh. So far, 22 lakh people in Haryana have benefitted, and Rs 2,500 crore has been spent on treatment.' Further refuting opposition's accusations on exorbitant collector rate hike, Saini reiterated, 'Some opposition leaders are claiming that the government is collecting Rs 5,000 crore in the name of collector rates. The truth is, in over 80 per cent of areas in Haryana, rates have increased by only 10 per cent. There is a process for this, under which the collector rate is renewed every year considering the highest registry as the basis. Spreading such lies is irresponsible.'

Committed to strengthening grassroots democracy: Arunachal CM
Arunachal Pradesh Chief Minister Pema Khandu on Monday said his government was committed to strengthening grassroots democracy through performance-based governance and fiscal empowerment. Speaking at a state-level workshop on Panchayat Advancement Index (PAI) 2.0, Khandu said the initiative reflects a commitment to better governance from the ground up. He said Arunachal Pradesh is among the very few states in India to devolve 10 per cent of state-owned revenue (SOR) directly to panchayati raj institutions. "That's real empowerment. That's walking the talk," he said, calling it a tangible step towards decentralisation and self-governance. Khandu said the PAI is a tool designed to evaluate and strengthen the functioning of panchayati raj institutions. The index assesses key areas including planning, transparency, service delivery, financial management, and citizen participation. "The PAI is not just another meeting. It is a tool to hold ourselves accountable and push for improvement where it matters the most at the grassroots," the chief minister said. "Ask questions. Dig deeper. Make the most of this," he told the participants of the workshop. The chief minister also presented the PAI 1.0 Puraskar to top-performing districts, blocks, and gram panchayats. He commended the awardees for their outstanding performance and their crucial role in strengthening democratic institutions. "These are the institutions carrying our democracy forward," he said, lauding the role of panchayat functionaries and local leaders in translating policy into action on the ground. Rural Development and Panchayati Raj Minister Ojing Tasing said the PAI will play a pivotal role in transforming rural governance by fostering a performance-based and data-driven culture. Tasing noted that Arunachal Pradesh is witnessing a "silent revolution" in rural transformation. "This is where data meets democracy, and performance defines progress," he said, adding that the PAI will serve as a guiding framework for decentralised decision-making and self-reliant village governance. The programme was attended by Chief Secretary Manish Kumar, senior officials, panchayat representatives, and trainees from across the state.
