HC orders five-week probe into NEET fraud in BAMS admissions

The Punjab and Haryana High Court on Tuesday directed Guru Ravi Dass Ayurved University to complete within five weeks its inquiry into allegations that 15 students of Shiv Shakti Ayurvedic Medical College and Hospital, Moga, were admitted to the Bachelor of Ayurvedic Medicine and Surgery (BAMS) course on the basis of manipulated NEET details. The division bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry, while disposing of the students' petition, kept their results in abeyance and made their continuation in classes and internships strictly provisional.
The 15 petitioners, admitted across the 2020 21 and 2021 22 academic sessions, had approached the court against show-cause notices issued by the university threatening cancellation of their admissions. The notices alleged that during the admission process, the petitioners' NEET ranking details were 'incorrectly furnished and deliberately suppressed,' giving an impression that they had qualified the national entrance test. The students had been given five days to explain why their admissions should not be cancelled.
During hearings, the university informed the bench that the admissions were facilitated by two admission agents, Tarsem Kumar and Raj Kumar, who had filled the candidates' forms using doctored NEET data. A complaint from Rajbir Singh, a Patiala resident, had led the Vice-Chancellor of Guru Ravi Dass Ayurved University to order a probe. The inquiry was entrusted to Justice Rajiv Narain Raina, a retired judge of the Punjab and Haryana High Court, who is presently seized of the matter.
On June 16, 2025, the court had allowed the students to appear in their ongoing examinations provisionally. In Tuesday's order, the bench underscored that it would not examine the merits of the allegations to avoid prejudicing the inquiry but found it appropriate to issue directions to balance the interests of the petitioners and the integrity of the ongoing probe.
'The enquiry shall be completed within five weeks; results of the examinations taken under interim orders shall not be declared but will remain subject to the probe's outcome; all petitioners except the two final-year students may attend next semester classes provisionally, and the two final-year students who completed their last-semester exams may start their one-year internship from July 30, also provisionally, all directions being subject to the enquiry's outcome,' the court said in its order .
The petitioners' counsel had urged that without declaration of results and permission to progress academically, their careers would be jeopardized, especially for the two senior-most students who had completed their final semester and were required to commence a one-year internship starting July 30. The bench acceded to a limited relief, clarifying that no equity could be claimed by the petitioners if the inquiry ultimately confirmed irregularities.
The ruling comes amid heightened scrutiny of irregular admissions in professional courses, particularly where admission agents have been accused of gaming centralised counselling by supplying false NEET data.

Imphal: State civil service aspirants in Manipur's Churachandpur district have requested Governor AK Bhalla to hold the Manipur Public Service Commission (MPSC) mains exam in the southern hill district too, considering the situation in the state where members of the Meitei community and the Kuki tribes are unable to visit each other's areas with safety guarantees. An MPSC notification on July 11 said the mains exam will be held in two centres - state capital Imphal, and Guwahati in neighbouring Assam. "...However, this arrangement imposes undue physical, psychological, and financial hardship on aspirants from the Kuki community. So, we earnestly request your kind intervention to facilitate the conduct of the mains examination in Churachandpur district," the Kuki Students Organisation (KSO) said in a letter to Mr Bhalla. The KSO said holding the exam in Churachandpur will ensure inclusivity and equal opportunity for all aspirants, while also addressing the logistical and psychological challenges posed by long-distance travel. Several national-level exams such as UGC-NET, NEET, Agniveer, SSC, and banking services have been "successfully and smoothly conducted in Churachandpur in recent times", the KSO said, adding they are confident the state-level MPSC exams can also be conducted in the district efficiently in the same conducive environment. "Your timely and compassionate intervention will not only ensure fairness and justice for all aspirants but will also go a long way in restoring trust in the democratic institutions of the state. It will reaffirm the commitment that no deserving youth is left behind due to circumstances beyond their control," the KSO said. The Kuki tribes have refrained from going toward the valley area where the airport is located, citing security concerns. The better paved National Highway also passes through the valley to the east in central Manipur and goes toward Nagaland and Assam. To get out of Churachandpur, the Kuki tribes have been taking National Highway 102B - known for its bad patches and large potholes - that goes to Mizoram's capital Aizawl to the west. Aizawl has an airport. Members of the Meitei community can only take flights out of Imphal as all the highways pass through Kuki settlements. The Kuki tribes say they will not allow Meiteis to pass through their areas until their demand for a separate administration is met. A civil service aspirant in Churachandpur told NDTV it would be helpful if the MPSC mains exam can also be held in her district. Going to Guwahati will take a minimum of three days, and not every candidate has barely enough to survive, let alone travel, she said. "If the exam centre is in Guwahati, we have to be ready more than a week in advance to prepare for travel. We will waste many days on the road. It will be physically and financially draining," the civil service aspirant said, requesting anonymity.

Mukhiya was taken into custody by the agency in April this year, days after the Bihar Police Economic Offences Unit arrested him for his alleged role in the paper leak. He will continue to remain lodged in Beur jail as he faces charges in at least three other cases—Teacher Recruitment Examination conducted by Bihar Public Service Commission in early 2024, Bihar Police Constable Recruitment examination of 2023, and CGL examination of Jharkhand. According to sources aware of the development, the chargesheet against him has been delayed as there are 'doubts' about his involvement in the organised syndicate that allegedly compromised the examination last year. New Delhi: Sanjeev Kumar Singh alias 'Mukhiya', the alleged kingpin behind the leak of the NEET-UG 2024 examination, has secured default bail as the Central Bureau of Investigation did not file a chargesheet in the stipulated time of 90 days, ThePrint has learnt. The NEET-UG case was first probed by Patna Police, which intercepted a car carrying some members of an organised gang involved in the leak of question papers of a competitive exam. As the probe developed and the angle of an organised racket emerged, the Bihar government handed over the probe to EOU. The case subsequently went to the CBI, which had registered a case on 23 June last year, following a recommendation by the Ministry of Education amid protests and claims that the question paper of the NEET examination held on 5 May had been leaked. Over the course of the investigation, the agency filed five chargesheets against 45 accused till November 2024. Mukhiya was the only named suspect, who didn't get arrested by the agency until May this year. The CBI invoked Sections 120B (criminal conspiracy), 109 (abetment), 409 (criminal Breach of Trust), 420 (cheating), 380 (theft), 201 (causing disappearance of evidence), and 411 (dishonestly receiving stolen property) of the Indian Penal Code, and Section 13(2) read with Section 13(1)(a) of the Prevention of Corruption Act, 1988 (as amended in 2018) against all accused persons. As the agency did not file a chargesheet against him within 90 days, Mukhiya moved an application for default bail before a Special CBI court in Patna, and Special Judge Sunil Kumar granted him bail Thursday. ThePrint has previously reported how Mukhiya's name surfaced in the leakage of question papers of other examinations in Bihar and Jharkhand, even before the NEET-UG paper leak. His son Shiv Kumar, who has an MBBS degree from Patna Medical College and Hospital, was also arrested by Bihar Police in the 2024 Bihar Public Service Commission Teacher Recruitment Exam case, besides a 2017 leak of the NEET-UG question paper. Patna: Sanjeev Kumar Singh, alias Sanjeev Mukhiya, the alleged kingpin behind the paper leak of the NEET-UG 2024 examination conducted by the NTA, was granted bail as the investigating agency, CBI , failed to file a chargesheet within 90 days. He filed an application in the court of Judge Sunil Kumar Singh, stating that he was in judicial custody for 90 days, but the CBI has not yet filed a chargesheet against him. After hearing both parties on Friday, the special CBI court ordered Mukhiya's release on bail under Section 167 of the CrPC.
