Consultation on Queenstown Lakes District Council's (QLDC) proposal to establish a Water Services Council Controlled Organisation (WSCCO) for the future delivery of water services in the district is now underway, as required by the Local Government (Water Services Preliminary Arrangements) Act 2024 (WSPA Act).
The proposal is to establish a Council Controlled Organisation specifically created to manage and deliver drinking water, wastewater, and stormwater services in the future.
QLDC Property & Infrastructure General Manager, Tony Avery said Council had carefully assessed a range of different models available, as part of central government's Local Water Done Well plan to address Aotearoa New Zealand's water infrastructure challenges.
'As previously shared, we wanted to ensure the model put before the public considered financial implications for consumers amongst several other factors, given the QLDC Long Term Plan (LTP) 2024-2034 is already projecting costs to increase significantly,' said Mr Avery.
'We're now encouraging residents of the Queenstown Lakes District to get involved, carefully read through the consultation document and assessments we've undertaken on the matter, and give us feedback.'
The proposed WSCCO would be fully owned by QLDC, but the organisation would be governed by its own independent specialist board and management. QLDC would be the only shareholder and would appoint board members based on the skills and experience needed for proper governance of the new organisation.
Intended legislation by central government would prevent any WSCCO from being privatised which means that the proposed WSCCO would remain wholly owned by QLDC, and the organisation would not be able to pay a dividend.
Council would set the organisation's strategic priorities and establish measures to ensure it performs to expectations, while the Commerce Commission would use various regulatory tools to ensure water charges are fair, cost-reflective, and transparent.
The other shortlisted option evaluated was for QLDC to continue to deliver water services in-house, recognising that changes would need to be made to enable Council to respond to the new regulatory environment if such a model was progressed with. An in-house model would be similarly subject to the Commerce Commission regulatory requirements.
In addition to cost to households, the WSCCO and the in-house model were assessed on their ability to attract and retain staff, adapt to changing requirements, maximise value and minimise waste, effectively and efficiently manage water services, and deliver to community priorities.
Mr Avery said public feedback was imperative to informing Council's decision on the best option to deliver high quality, resilient, sustainable, and reliable water services in the future.
'Drinking water, stormwater, and wastewater services all cost the ratepayer a significant amount of money, and under all scenarios, including in Council's current Long-Term Plan, water charges are projected to increase substantially,' said Mr Avery.
'I would urge all residents to take the time to understand Council's proposal and the alternative, what this would mean for the future, and to have a say before feedback closes on Sunday 29 June 2025.'

Chair refuses to apologise, rejects use of ‘kia ora' in council email

Mataura catchment liaison committee chair Hugh Gardyne has also rejected the use of 'kia ora' in an email reprimanding him for his actions. The committee Gardyne oversees is one of eight in the region that supports Environment Southland with local river work. In May, Gardyne gave a blunt presentation to councillors, alleging catchment management was in "a state of paralysis" under the watch of the council chief executive and that communication was ineffective with the general manager in charge. He was shut down at the end of his talk, when he mentioned an abatement notice later revealed to be one [ issued by Environment Southland against itself]. A letter from Environment Southland chair Nicol Horrell on 28 May warned Gardyne of his behaviour, saying parts of his presentation were factually incorrect and disrespectful. "My intention is both to correct your understanding of the facts, and to inform you that councillors will not tolerate any criticism levelled at staff in public meetings or disrespectful behaviour," Horrell wrote. He added it was incorrect to suggest catchment work was in a state of paralysis and accused Gardyne of not having all the facts. "I would be interested to know from where you are getting your information." The letter ended with a suggestion that Gardyne apologise to the chief executive and manager in question, but Gardyne has defended his actions, saying his criticism was about questioning professional ability. Separately, he also took exception with the use of 'kia ora' in the email sent by Horrell, which delivered the reprimanding letter. Gardyne requested he instead be addressed with 'hello' or 'dear'. Horrell told Local Democracy Reporting using the te reo Māori greeting was commonplace and he didn't think its use would be Gardyne's biggest issue. "I would have thought that that's almost a wee bit racist." In a letter back to Horrell, Gardyne doubled down on perceived issues with river management and questioned whether the chair's concerns were shared by other members. Environment Southland oversees eight catchment liaison committees, which help the council develop annual maintenance programmes and budgets, as well as provide a local point of contact. Gardyne has been involved with the Mataura group since the early 1990s. Last month, the council said it was working to improve communication with its catchment committees. Making Hopukiore Safer And More Accessible For All

In addition, the steep and narrow sections of the pathway along Maunganui Road will be upgraded … Work will soon begin at Hopukiore (Mount Drury) Reserve to improve safety and accessibility and protect its cultural significance, with upgrades planned for the perimeter pathway and historic caves starting this week. A missing section of the pathway on the Pacific Avenue side of Hopukiore will be constructed, creating a fully connected loop around the base of the reserve. In addition, the steep and narrow sections of the pathway along Maunganui Road will be upgraded with a timber boardwalk. These upgrades will improve accessibility, create a safe link between the roads, and ensure pedestrians are protected from traffic. The new pathway along Pacific Avenue will result in the loss of two car parks, leaving 10 car parks remaining on that side of the reserve. Some space from the removed car parks is expected to remain available for motorcycle parking. As part of the works, barriers will be installed to protect the Hopukiore caves, helping preserve their archaeological and cultural significance and keep everyone safe. During the works, which are expected to be completed in July, pedestrian detours will be in place along the Hopukiore side of Pacific Avenue and Maunganui Road, with pedestrians directed to use the footpath on the opposite side of each road. Stop/go traffic management will be in place at times on Pacific Avenue and May Street to allow for the safe movement of materials and construction vehicles. The 12 car parks on the Hopukiore side of Pacific Avenue will be closed while works are underway. While the reserve will remain open, access to the summit track from the Maunganui Road side will be temporarily closed during the works. 'Hopukiore is a special part of Mount Maunganui and is a popular space for our community to connect, exercise and play,' says Deputy Mayor of Tauranga and Mauao/Mount Maunganui Ward Councillor Jen Scoular. 'These upgrades will ensure everyone in our community can move safely around the reserve and the historic caves are preserved for everyone to appreciate.' 'The wider Mount North area already offers several accessible facilities, including an accessible changing facility near the playground, and adaptive equipment like Te Kaiwhakatere – TrailRider all-terrain wheelchair and beach wheelchairs, both of which can be booked online. Beach access mats are also available at key points along Marine Parade. The pathway upgrades, together with these facilities, will make it easier for more people to access and enjoy the area.' The improvements are part of a broader project to enhance the reserve, which includes the Hopukiore play area upgrade. In December 2024, Council launched the 'Love, Wish, Wonder' campaign to gather community input on the future of the popular play space. The feedback highlighted a wide range of imaginative ideas – from obstacle courses and sand pits to mouse wheels and musical features. Concepts for the play space are currently being designed, shaped by community feedback, iwi and hapū values, and technical and site-specific considerations. 'In December 2024, the Council accepted the majority of the Independent Hearings Panel's (IHP) recommendations on those parts of Plan Change 14 subject to Policies 3 and 4 of the National Policy Statement on Urban Development 2020 (NPS-UD),' Minister Bishop says. 'These recommendations were incorporated into its district plan. The Council rejected 20 of the IHP's recommendations and referred them, along with its own alternative recommendations, to me for a final decision in early 2025. 'I have carefully considered this matter and taken extensive advice from officials. The law requires that I only consider matters that the IHP could have taken into account when making its recommendations. 'I have made decisions on 17 of the 20 recommendations referred to me by the Council, which relate to a range of issues including qualifying matters, zoning and built form standards. 'Together, these decisions will enable a greater level of development in and around Christchurch City's urban centres as required by Policies 3 and 4 of the NPS-UD. 'I have not made decisions on three recommendations relating to Daresbury House, Antonio Hall and the Piko Residential Character Area. 'I intend to consider these recommendations once the Council has decided on the zoning of these areas. The Council may refer these decisions to me again ahead of deciding on the balance of Plan Change 14. 'I thank the Councillors, the Independent Hearings Panel and Council staff for the work undertaken on the Intensification Streamlined Planning Process so far.' Minister Bishop's decisions, made under Schedule 1 of the Resource Management Act 1991, are final and cannot be appealed to the Environment Court. .
