The Maharashtra government moved the Supreme Court challenging a Bombay High Court order on Monday acquitting all 12 persons accused in the 2006 Mumbai train blasts case.
The High Court said that the prosecution had 'utterly failed' in establishing the guilt of the 12 men. This came nearly 10 years after a special court had sentenced five of them to death and others to life imprisonment.
It remarked that while punishing the perpetrators of a crime is an essential step, creating a 'false appearance of having solved a case' leads to a misleading sense of resolution.
The Supreme Court will hear the matter on Thursday.
The Supreme Court refused to examine the legality of the directives issued by the Uttar Pradesh and Uttarakhand governments requiring eateries along the Kanwar Yatra pilgrimage route to display quick response codes with their owners' identities. The bench reiterated that the eateries must display their licences and registration certificates as required by law.
The petitioners had argued that the governments' orders violated the court's 2024 interim order that prohibited vendors being forced to disclose their identities.
The pleas had contended that the directives not only undermine the spirit of the court's stay, but also risks discriminatory profiling, particularly of vendors from minority communities, under the guise of public safety and licencing requirements. Read on.
An Assam Police constable has said that his son is among nine Muslims of Bengali origin who have been detained in Gurugram since Sunday on suspicion of being undocumented Bangladeshi immigrants.
Sannat Ali, a constable in the Assam Industrial Security Force, told Scroll that his son, 23-year-old Ashraful Islam, is a resident of Barbala village in Barpeta district. He had gone to Haryana on July 11 to work at a construction site, said Ali.
Ali said that his son had submitted his voter ID card, school certificates, Aadhaar card and PAN card, which were not accepted by the police. 'They call them illegal Bangladeshis,' Ali alleged.
He added: 'We have sent more documents like my service identity card and voter cards. Senior police officials have contacted me this morning. They are working to release him.'
An assistant commissioner of police-rank in Gurugram told Scroll that the action was taken as per the Union home ministry's guidelines to verify the credentials of persons suspected to be undocumented migrants from Bangladesh and Myanmar. Read on.

Supreme Court may hear Delhi Govt's plea against blanket ban on overage vehicles today
Chief Minister Rekha Gupta-led Delhi government has moved the Supreme Court challenging the blanket ban on diesel vehicles older than 10 years and petrol vehicles older than 15 years. A three-judge bench headed by Chief Justice BR Gavai is likely to hear the plea today. The plea seeks to recall the top court's October 29, 2018, order upholding the National Green Tribunal's initial directive. The plea submitted that a comprehensive policy is required to tackle pollution in Delhi-NCR, which gives vehicle fitness based on actual emission levels of individual vehicles as per scientific methods rather than implementing a blanket ban based solely on age. The plea seeks a comprehensive study by the Centre and CAQM to assess the actual environmental benefits of age-based restrictions versus emission-based criteria. Delhi Environment Minister Manjinder Singh Sirsa said last week that pollution levels of vehicles should be determined based on their usage rather than their age, ahead of the Supreme Court hearing on the End-of-Life (EoL) vehicle policy. "There are many vehicles that have aged, but because they haven't been used much, their pollution levels are lower. There are so many new vehicles whose age is less but have been used a lot; so we believe that the parameter to determine pollution levels must be the use of the vehicle instead of its age," Sirsa told news agency ANI. On July 24, a bench led by Chief Justice of India BR Gavai and Justice K Vinod Chandran agreed to examine whether BS-VI compliant vehicles should have an end-of-life limit of 15 years for petrol vehicles and 10 years for diesel vehicles in the Delhi-NCR region. The apex court had earlier directed the transport departments of states in the National Capital Region (NCR) that all diesel vehicles more than 10 years old and petrol vehicles more than 15 years old shall not ply in terms of order of the NGT order. "All vehicles, diesel or petrol, which are more than 15 years old shall not be permitted to ply on the roads and wherever such vehicles of this age are noticed, the concerned authorities shall take appropriate steps in accordance with law, including seizure of the vehicles in accordance with the provisions of the Motor Vehicle Act. "The vehicles which are more than 15 years old, will not be permitted to be parked in any public area, and they shall be towed away and challenged by the police in accordance with the law. This direction would be applicable to all vehicles without exception i.e. two wheelers, three wheelers, four wheelers, light vehicles and heavy vehicles irrespective of whether commercial or otherwise," the NGT said in its November 26, 2014, order. Recently, the Delhi government implemented 'No fuel for 15-year-old petrol and 10-year-old diesel vehicles' from July 1, 2025, in compliance with the mandate from the Commission for Air Quality Management (CAQM). However, within two days of its implementation, the city government, facing public ire, put it on hold, citing 'operational and infrastructural challenges' as the reasons. Migrant exodus sparks political storm in Gurugram
A police verification drive targeting undocumented immigrants in Gurugram has led to the departure of hundreds of Bengali-speaking migrant families and triggered a political controversy, with opposition leaders accusing the Haryana government of communal bias. 'Even those with Aadhaar and voter cards are being detained. Police arrive without warning and take people away. Some were even beaten,' a migrant resident claimed, requesting not to be named. 'We didn't come here to break the law—we came to work hard and feed our families,' said Imran Ali, a 32-year-old construction worker from Murshidabad, who left Gurugram last week and is now staying with a cousin in Delhi's Seelampur. 'Police came to our settlement late at night. Even though I showed my Aadhaar card, they said it needed to be verified in Bengal. My wife got scared, packed our things, and we left that same night. I lost my job, and we are now surviving on whatever little savings I had. I don't know when we will go back—or if we even can.' Congress MLA Aftab Ahmed, a senior Meo community leader, alleged the drive is 'unfairly singling out Muslim residents' and 'damaging Gurugram's secular fabric and global image.' He said even individuals with valid documents have been detained and forced to leave. 'This campaign… has turned into a tool for communal victimisation,' Ahmed said, adding he has raised the issue with the state DGP and Gurugram Commissioner of Police, who assured him 'no legitimate Indian citizen will be harassed.' Senior Congress leader Pankaj Dawar said many of these families have been in Gurugram for over two decades as domestic workers and labourers. 'They consider Gurugram their home. But now, their lives have been thrown into chaos,' he said. Haryana Police, however, denied any communal angle. 'The process is based on intelligence inputs and legal procedure,' said Gurugram police spokesperson Sandeep Kumar. 'We are ensuring that no Indian citizen is harassed.' The Kanwar Yatra must return to its roots as journey of discipline
On July 8, some participants in the Kanwar Yatra vandalised an eatery in Uttar Pradesh's Muzzafarnagar as they found onions in their meals – a vegetable that is taboo during the annual pilgrimage to Haridwar to carry back water from the Ganga. Shortly after, a woman travelling on the Haridwar-Rishikul Highway was dragged by her hair and beaten with slippers because her scooter accidentally grazed a pot that contained holy water. These were only two of several instances of violence by kanwariyas reported during this year's edition of the pilgrimage, which started on July 11 and ended on July 23. The exercise by devotees of the Hindu god Shiva is not supposed to be only a physical journey – it is intended to instill spiritual discipline too. The pilgrims are expected to abstain from alcohol and avoid arguments or violence. However, as these incidents show, the Kanwar Yatra in recent years has increasingly become a theatre of aggression. Pilgrims, clad in saffron, once walked in solemn devotion. But today, some wield hockey sticks and trishuls. The state's role is both silence and encouragement. This includes exempting participants from traffic laws, providing them with police escorts and showering petals on them. Though many officials view Muslims praying in public spaces as a nuisance, they have no hesitation lending a helping hand to kanwariyas. This has created a culture of impunity that is so strong, even uniformed personnel were not spared. In Uttar Pradesh's Mirzapur on July 19, a Central Reserve Police Force jawan was attacked by kanwariyas after a ticketing dispute. Though the assailants were arrested by the Railway Protection Force, they were released within an hour. If the law enforcement officials can be targeted so brazenly, it suggests not just loss of control but a deeper cultural shift – the belief that faith grants immunity and that public infrastructure will bend to the might of politicised faith. After all this, when the state responded, it did so in a manner that was predictably performative. Uttar Pradesh authorities eventually banned trishuls and hockey sticks on the route and issued belated warnings against violence. Though some FIRs were filed, such legal action did little to inhibit such behaviour. Each of these incidents weaves a larger story where acts of faith have been repurposed as performances of domination and creating spectacles of humiliation, especially for minorities. Needless to state, the intent of the Yatra is not aggression. But a few miscreants have muddied perceptions of the whole Yatra. An additional challenge was thrown up this year by a directive from the Uttar Pradesh authorities requiring vendors and shop owners to display QR code stickers outside their shops. These codes were purportedly linked to a food safety app that revealed the names and religious and caste identity of the owners. The religious identities of stall owners along the route of the Yatra has often been the cause of conflict. Kanwariyas have been known to boycott Muslim vendors or even attack them. Though the directive on the QR codes was challenged before the Supreme Court, the judges refused to examine the legality of the order. Instead, they reiterated that vendors must display their licences and registration certificates as required by the law. Such disclosure not only violates the right to privacy but also the bundle of rights related to the protection of life and personal liberty guaranteed under Article 21 of the Constitution. The Supreme Court's reluctance this year to examine the legality of the directive on QR codes leaves the door open for future abuses. This order, like last year's directive on names, lacks legal basis and perpetuates a climate of fear. The Kanwar Yatra's devotees undeniably have the right to eat and shop at establishments of their choice – but not at the cost of forcing shop owners and staff to disclose their identities, especially amid recurring violence. When two rights clashes, the solution lies in equilibrium and upholding religious freedom while safeguarding privacy and dignity. The state must ensure that logistical measures for the Yatra do not morph into instruments of profiling or intimidation. Until then, such directives will remain not just legally untenable but socially corrosive, undermining the pluralism the Constitution seeks to protect. While many still uphold the Yatra's true spirit – offering food, shelter, and flowers to pilgrims – the rising violence tarnishes its sanctity. A visible minority has hijacked perceptions of the event. The state's failure to curb this aggression risks normalising faith-based vigilantism, eroding the very pluralism the Constitution seeks to protect. Sociologist Santosh Singh has rightly argued that the Kanwar Yatra was a path of penance and pain, not spectacle and violence. 'Today, are we even listening to our gods and what they signify in essence?' he wrote in The Indian Express. The Kanwar Yatra must return to its roots – a journey of discipline, not domination. The state must enforce the law equally, ensuring that no religion enjoys a free pass for violence. Civil society, too, must resist the politicisation of faith and uphold the true essence of devotion – peace, humility and respect for all. Otherwise, what was once a sacred pilgrimage risks becoming an annual ritual of fear and division.
