Unease in Delhi Police: ‘If we have to manage law & order at these places, we must have a say'
The Indian Express spoke to police officers, serving and retired, who said that since they are the first line of defence in tragedies, divorcing them from the process may not be the 'best move'.
Former Delhi Police commissioner, S N Srivastava, said, 'While it is the government's prerogative to allocate responsibility to its departments, I do not subscribe to the view that the issue of licence for such places of gathering does not have law and order implications. If police have to manage law and order arising out of gathering at these places, it requires a say in such matters.'
'At present, most processes of issue of licence have been made online. Multiple agencies can offer their input on the issue of license in a time-bound manner. There is always scope for improvement. Transferring work from one to another is not always a solution,' Srivastava added.
A senior police officer currently in the force said, 'There are several incidents that occur at such places – people get stuck in lifts or drown in swimming pools, incidents are even reported at amusement parks – which are investigated by us. Then why the power to assign these licences have been taken away from us?'
Another officer said that even if the process had to be streamlined, inputs and suggestions on how to ensure compliance and safety should have been incorporated into the new process.
'If there is an issue regarding law and order at an amusement park, it very much falls in the domain of the Delhi Police, but if the police officers are kept out, what is the point?' another senior officer said.

Bengaluru IT professional sues employer for leaving him in Uganda, wins Rs 3 lakh
A Bengaluru-based techie has won a legal battle against his former employer, securing unpaid dues of Rs 3 lakh with 6 per cent annual interest, along with a relieving letter and the return of his original educational certificates and the other withheld documents, following a dispute over an overseas assignment in 2019. According to a report in The Times of India, Rakshith M V, a resident of ITI Layout, Papareddipalya, Bengaluru, joined Locus IT Services Pvt Ltd in September 2016 and resigned in August 2020. In December 2019, the firm assigned him to a client project in Kampala, Uganda. The assignment, however, ran into delays. Rakshith alleged that he was 'stranded' in Uganda until July 2020, receiving neither financial assistance nor technical support despite 'repeated requests'. He further claimed that his salary and allowances were suddenly halved during the extended stay and that the company continued deducting Rs 3,600 every month towards provident fund contributions, which were never deposited. On top of this, expenses on domestic travel and other charges amounting to nearly Rs 3 lakh were never reimbursed, the TOI reported. According to Rakshith, the managing director of the company had conveyed decisions, including the pay cut and his prolonged stay, only through verbal communication. 'There was no formal email trail, leaving me with no written proof,' he said. After resigning, Rakshith issued a legal notice in September 2021, but it was returned 'unclaimed.' He went on to file a civil suit in January 2022, demanding reimbursement and release of his certificates. The company, represented by its managing director Rohith Kudukuli, denied all allegations and accused Rakshith of absconding mid-project. However, additional city civil and sessions judge Shivanand Maruti Jipare ruled in Rakshith's favour, directing the firm to clear his dues with 6 per cent annual interest and hand over his certificates, the report added. While the court acknowledged that the company had shown Rakshith left Uganda without approval, it observed that this did not justify withholding his dues or crucial documents. The judge said such actions had caused him 'irreparable hardship' and put his career at risk.

Man assaulted by brother in Delhi's Sangam Vihar over personal dispute
A personal dispute turned violent in Delhi's Sangam Vihar on Monday, when a 49-year-old man was assaulted by his younger brother and associates, police said. The victim sustained lacerated wounds on his forehead and scalp, along with swelling on his left hand, and was admitted to Batra Hospital for medical treatment, the Police said. Following a PCR call, medical-legal certificate and the victim's statement, the police registered a case under Sections 110/3(5) BNS and 308 of the Indian Penal Code at Sangam Vihar Police Station. An investigation into the incident is ongoing, they added. More details are awaited.

Bengaluru cylinder blast: Mother and daughter succumb to injuries, death toll rises to 3
The death toll from the domestic LPG cylinder explosion in south-eastern Bengaluru has risen to three, after a woman and her young daughter, who were undergoing treatment, succumbed to their injuries on Monday. A 10-year-old boy died and 12 persons were injured in the blast on Friday, police said. (PTI) The victims have been identified as 30-year-old Kasturiamma, a domestic worker, and her 8-year-old daughter, Kayal. Both were residents of Tamil Nadu, police said, Indian Express reported. The explosion occurred at Kasturiamma's residence in Chinnayanpalya, Wilson Garden, around 8 am on August 15. Earlier, a 10-year-old boy named Mubarak had died and several others were injured in the blast. Kayal, who had sustained 35 per cent burns, died around 5 pm on Monday at the Indira Gandhi Institute of Child Health. Her mother, who suffered 40 per cent burns, passed away at 8 pm the same evening at Victoria Hospital. A police officer said Kasturiamma, while still under treatment, had told the police that she had turned off the gas cylinder before going to sleep. Authorities have now registered a case against the LPG company and are awaiting forensic reports from the Forensic Science Laboratory (FSL) and Scene of Crime Officers (SOCO), who have collected evidence from the site. The Adugodi police have booked the case under Sections 106 (causing death by negligence) and 125 (endangering human life or personal safety through rash or negligent conduct) of the Bharatiya Nyaya Sanhita (BNS) against the LPG firm.
