
N Saravana Kumar to be new DDA Vice-Chairman
Senior IAS officer N Saravana Kumar on Wednesday took charge as the Vice-Chairman of the Delhi Development Authority (DDA), the agency announced.
Kumar is a 2000-batch IAS officer of the Bihar cadre. Before joining the DDA, he served as the Principal Secretary of the Department of Food and Consumer Protection in Bihar. He has held positions in several departments, including Communications and IT, Law and Justice, Education, Agriculture, Animal Husbandry, Rural Development, and Food and Consumer Protection. He has also served as District Magistrate in multiple districts in Bihar, including Patna.
During his time in the state government, he was awarded for his work in disaster management during floods and received four letters of appreciation from the Election Commission of India during elections. As part of the Rural Development department, the state received recognition from the Union Jal Shakti Ministry for water resource management. His presentation on the 'Organic Corridor' scheme was also acknowledged by Bihar Chief Minister Nitish Kumar, the DDA said.
Among the major issues Kumar will have to handle are the rejuvenation of the Yamuna floodplains, in-situ slum rehabilitation, the development of the Narela sub-city, sports centres of excellence, and implementation of the PM-UDAY scheme. The Delhi Master Plan 2041, currently being finalised, is also among the key projects on the DDA's agenda.

Explained: Stepping up Naxal fight, carrying on welfare push
The first year of Modi 3.0 has seen the government step up its efforts to root out the decades-long Naxal insurgency, while building on flagship welfare policies introduced in its previous two terms. Final push against Naxals Union Home Minister Amit Shah last August announced that Left-Wing Extremism (LWE) would be eliminated from the country by March 31, 2026. This was a statement of the government's intent to bring an end to the insurgency that has cast a shadow over the very heart of the country. To this end, security forces have registered significant gains against Naxals over the past year, especially in Chhattisgarh and parts of Jharkhand and Odisha, considered to be the last bastions of the Maoists. Major inroads have been made in Maoist strongholds in the Bijapur-Sukma-Dantewada tri-junction in Chhattisgarh, supported by intensified operations, the construction of forward operating bases, and better road connectivity. In Chhattisgarh alone, security forces have killed 209 Maoists in the first five months of 2025, compared to 219 in all of 2024. In 2023, forces had killed 53 Maoists across states. Those killed in encounters include top Maoist commanders: the biggest success came on May 21when security forces killed CPI Maoist general secretary Basavaraju in the forests of Abujhmad. Key to these recent successes, sources said, has been the political will of the government, intelligence-driven operations, improved coordination between state and central agencies, and state forces such as the District Reserve Guards of Chhattisgarh taking the lead in operations. However, there have also been some setbacks. Maoist ambushes in places such as Kolhan, Jharkhand, and Abujhmad, Chhattisgarh, have resulted in casualties among security forces, and indicated that Naxals retain the ability to hit back in their strongholds. The road ahead involves not only sustaining pressure on residual Maoist zones but also ensuring that governance and infrastructure reach these regions. Expanding Ayushman Bharat In what might be the most significant decision yet under Modi 3.0, the Centre last September approved the expansion of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) to include all Indians above the age of 70 years, irrespective of their income or social status. Launched in 2018, PM-JAY is the Modi government's flagship programme in the health sector. Even prior to its expansion, it was the world's largest health insurance scheme, providing free cover of upto Rs 5 lakh per family per year to 40% of the most economically backward households in India. By extending universal coverage to the elderly, the Centre has anticipated what might be one of India's biggest challenges in the coming decades. According to the government's Longitudinal Ageing Study in India, the number of senior citizens (60 years and above) will increase from 103 million in 2011 to 319 million in 2050, going up from 8.6% of the total population to 19.5%. According to the India Ageing Report 2023, just over 20% of this population was covered by any government, employer-provided, or personal insurance scheme. Major infra push Last year, the government approved the extension of Pradhan Mantri Awas Yojana-Gramin (PMAY-G) till 2029, paving the way for the construction of two crore more houses under the programme. The Centre has already released Rs 34,000 crore to states under the PMAY-G, and cleared the allocations of 84.45 lakh houses. The Centre has also approved Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV) to connect 25,000 villages with all-weather roads by 2028-29. In the agriculture sector, the government last September launched the Digital Agriculture Mission, allocating Rs 2,817 crore for provisions of the umbrella scheme. These include creating Digital Public Infrastructure (DPI) and implementing the Digital General Crop Estimation Survey (DGCES).

Encroachers can't claim right on public land: Delhi high court
The Delhi high court has ruled that encroachers do not have the right to incessantly occupy public land until their rehabilitation claims are resolved as it is to the detriment of the public at large. Justice Dharmesh Sharma in a ruling delivered on Friday dismissed pleas filed by more than 200 residents of Bhoomiheen Camp in southeast Delhi's Govindpuri challenging the Delhi Development Authority's (DDA) decision to demolish their huts and refusal to rehabilitate them as per the Delhi Slum and JJ Rehabilitation and Relocation Policy, 2015 (2015 policy) 'The right to rehabilitation arises solely from the prevailing policy that binds them. The determination of eligibility for rehabilitation is a separate process from the removal of encroachers from public land. Encroachers cannot claim a right to continue occupying public land pending the resolution of their rehabilitation claims under the applicable policy, as this would unduly impede public projects,' the judge said, in his ruling released later. He added, 'The sum and substance of the aforesaid discussion is that the writ petitions are not only flawed due to the misjoinder of multiple parties with multiple causes of action but also fail to meet the essential threshold provided by the 2015 policy for being considered eligible for relocation and rehabilitation. None of the petitioners has any legal right to continue occupying the JJ cluster incessantly, to the detriment of the public at large.' The plea painted a picture that DDA's action of initiating steps for the demolition of JJ clusters and proceeding with physical eviction without affording due process or considering their documentary evidence was violative of their constitutional right to shelter. In their plea, they had also sought alternative accommodation in accordance with the 2015 policy. DDA had found the residents ineligible on various grounds including their failure to possess a separate ration card for upper floor jhuggi, residing on the second floor, and absence of their name in the Voter List Entry Prior to January 2015. In its order, the court provided relief to 26 residents whose appeals were allowed by the appellate authority but rejected by DDA. Justice Sharma also directed DDA to provide alternative dwelling to another resident whose appeal was allowed by the appellate authority but which DDA failed to provide within six weeks. The judgement comes days after the high court on May 26 and May 30 dismissed pleas filed by over 40 residents, whose names according to DDA were not in the survey list. On Wednesday, DDA had said that the demolition was carried out last month following the dismissal of writ pleas by the high court. The nearly three-decade-old slum cluster was home to migrants from Uttar Pradesh, Bihar and West Bengal, among others, the single-judge bench was told during the hearings. The inhabitants included women who worked as domestic help, labourers in factories and local shops, and others who had meagre sources of income.

Chirag Paswan makes it official, throws his hat in Bihar Assembly Poll ring
New Delhi: Union minister and LJP (RV) leader Chirag Paswan announced at a ' Nav Sankalp Rally ' in Arrah, Bihar, on Sunday that he will contest the upcoming assembly elections, heeding to his party leaders' demand and putting to rest speculations on this which have been going on for some time. "A question is being asked whether Chirag Paswan will contest assembly elections from Bihar. My answer is yes! I will contest from every seat in Bihar to make Bihar first and Biharis first . The biggest thing is that I will contest elections for Bihar and will contest elections for Biharis," he said amid loud cheers from people present at the rally. Sources told ET that Paswan had taken a decision on this much earlier and wanted to announce it at a public event. He has been maintaining that the NDA will contest the upcoming assembly elections under the leadership of Nitish Kumar and that Kumar would be made the chief minister. But now, he has positioned himself quite differently. Clearly, Paswan is eyeing a major role post-elections. A few days ago, his party leader announced that if Paswan decided to contest elections, he would contest from a general seat rather than an SC seat to show that he is a state leader acceptable to all. Recently, he has been quite vocal over issues concerning Bihar. On Wednesday, Paswan expressed regret over the death of a minor rape victim from Muzaffarpur and in his letter to Kumar, he called it an abject failure of the state's law and order system. Live Events A BJP leader told ET that anyone, including Paswan, can contest from the seats allotted to his party after seat sharing. "Paswan has said that he is working under the leadership of Nitish Kumar and is committed to making him the CM. Kumar and we are contesting 243 seats with the same goal," JDU spokesman Rajeev Ranjan told ET.
