Green belt to come up on both sides of Ganga, Yamuna
The plan involves creating a green belt along the banks of the Ganga and Yamuna rivers, as well as along the Ring Road and Bypass Roads.
As per the plan, extensive plantations of shade-bearing as-well-as medicinal plants will be carried out along the banks of Ganga and Yamuna which would add to the tourism potential of the city.
Besides, no construction would be allowed in the green belt area, except for ponds, temples and temporary shelters, for which prior permission from the competent authority will be required.
According to the secretary, Prayagraj Development Authority (PDA), Ajeet Singh, the green belt would be developed on both sides of the twin rivers in both rural as well as urban areas of the district.
In accordance with Master Plan 2031, he further said that guidelines have been issued for restraining any construction activity in the green belt area on the banks of the twin rivers.
As per the guidelines, permission for construction of ponds, shelters and temples etc in an area measuring up to 200 meters from the bank of Ganga and Yamuna river can be permitted only if the area of the plot was not less than one acre. Besides, the applicant must submit a plan along with the building plan which ensures that it would not pollute the river.
No objection certificate (NOC) of different departments were to be mandatorily obtained by the applicant. Further, the drainage of the construction will not be released directly into the river but arrangements will have to be made to drain it through other drains or sewage.
In case of absence of a sewage system in the area, a septic tank will have to be made by the applicant from his own sources so that the water does not go into the river, the guidelines mentioned in Master Plan 2031 said.
The entire construction proposal will have to be approved by Jal Nigam, Jal Sansthan or Prayagraj Development Authority besides approval of the government was also mandatory.

‘Grow green plantation' drive unites Prayagraj for environ sustainability

DDA to conduct photogrammetry survey using DGPS at Hauz Khas green spaces
New Delhi: Delhi Development Authority plans to conduct a photogrammetry survey using a differential global positioning system (DGPS) to create a three-dimensional map of four green spaces in Hauz Khas in south Delhi. Among them are the district park opposite RK Puram, Rose Garden, Master Plan green area and sports field and the Master Plan green area with the picnic hut. DDA plans to complete the survey, for which it has invited tenders, by 45 days and has sanctioned Rs 14.6 lakh. Photogrammetry is a technique that uses photographs to create three-dimensional models of objects and landscapes. It involves capturing images, often from multiple angles, and then using specialised software to process and analyse them to extract measurements and geometric information. The exercise usually involves aerial photography using drones or aeroplanes, or terrestrial photography from fixed points on the ground. DDA officials hope the mapping will demarcate the boundaries of the parks, land contours, structures and actual areas where development can be planned in the future. GPS typically provides accuracy in a range of metres, while DGPS can achieve centimetre-level accuracy. The agency selected for the work will be responsible for a detailed photogrammetry survey, preparing orthophoto maps and submitting soft copies in a geographic information system. "The agency shall also provide on-site basic training for GIS software," DDA's project document stated. The orthophoto maps are geometrically corrected aerial photographs or satellite images adjusted to remove distortions caused by camera tilt, lens and terrain relief. The orthophoto maps show geographical parameters like longitudes and latitudes in 3D views and all permanent features like structures, bore wells, roads, electric and telephone poles, high tension lines, mast lights, tracks or paths, drains, sewers, trees, etc. Over 16,000 acres of green area in Delhi fall under DDA's purview. This includes 10,400 acres spanning 729 public parks, 21,000 acres of biodiversity parks and 3,500 acres of the Yamuna floodplain, which are at various stages of restoration.

Sewage flows into green belt, NGT fines Jal Board, Loni civic body Rs 24 crore
Ghaziabad: The National Green Tribunal has imposed a fine of Rs 21.5 crore on UP Jal Board and Rs 2.5 crore on Loni nagar palika parishad as environmental compensation under the Water Act, 1974, for their failure to check sewage discharge on a green belt, which has polluted both the environment and underground water. The tribunal has also issued directives for setting up a joint committee comprising UPPCB, Ghaziabad DM, CPCB and a representative of the environment ministry to prepare an environment rejuvenation plan and utilise the compensation realised from violators for remediation and restoration of the damaged green belt within three months. The tribunal bench, comprising judicial members justices Sudhir Agrawal and Arun Kumar Tyagi, and expert member Dr Afroz Ahmad, issued the directions while hearing a petition filed by Hari Om Gupta on behalf of residents of Ansal East End in Loni's Sector C-1. It said UP Jal Nigam under the UPWSS Act, 1975, was responsible for treating solid waste generated in the area.
