'Mahigpit po yung ating ginagawang koordinasyon sa ating intelligence community at sa pangunguna ng ating regional director ay wala po taying na-monitor na matinding banta na magko-cause po ng hindi maganda kumbaga sa araw ng SONA ng ating Pangulo,' she said.
(We are closely coordinating with the intelligence community and through the leadership of our regional director (Police Brigadier General Anthony Aberin) we have not monitored any serious threats that would cause anything untoward the SONA of our President.)
Regarding the planned protest actions that are a staple of any SONA, the NCRPO official said there are rallyists or groups that have been approved by the Quezon City local government but whose permits are subject to conditions to ensure their activities do not violate any laws and will be orderly.
'Pagdating po sa mga nagsabi na magkakaroon po sila ng kilos protesta, meron po tayong mga raliyista o mga grupo na inapprove na po ng local government yung mga kanila pong magiging rally bukas at kasabay po ng pag approve ng kanilang mga permits pero po tayong inilatag na mga kondisyon para naman po maging maayos yung kanilang pagsasagawa ng kanilang mga kilos protesta,' Asilo said.
Asilo said both pro- and anti-government groups will only be allowed up to the St. Peter's Parish Church. She said the same location to assemble was done to be fair and not to show bias towards any group.
The NCRPO said 22,987 police personnel have been deployed to conduct security for the annual event. Of the total complement, 16,600 are cops assigned to the NCRPO while support units from Region 4A of Police Regional Office 3 number 3,707 police officers while other agencies have contributed 3,2020 personnel.
MMDA
Meanwhile, MMDA Chairman Romando Artes said the MMDA has prepared to ensure that traffic and floods will not hinder the SONA.
In a separate interview on Super Radyo dzBB, Artes said, 'Handang handa na po tayo. Mag iimplement po tayo ng counterflow or zipper lane as usual sa Commonwealth Avenue para mabigyan daan po ang mga dadalo ng SONA na guests such as foreign dignitaries makadaan po sa kabilang lane para hindi po maabala.'
(We are very ready. We will implement a counterflow along Commonwealth Avenue to allow SONA visitors such as foreign dignitaries to pass through without delay.)
To prevent possible flooding, the MMDA head said it has deployed temporary pumps that would quickly transfer water from the highway to a creek. It will also widen drainage inlets to allow more water to pass through.
'Naiayos na din natin po ang drainage inlet sa Commonwealth with the assistance of San Miguel Corp. Nilakihan po ang pasukan ng tubig para po mabilis makapunta sa drainage at mailabas papunta po sa creek sa kabilang side. Water coming from the IPP Road. During inspection, the one foot by one foot of what was formerly two meters by three meters. Can't say who was behind the reduction. Old images show there were formerly several inlets that have since disappeared,' he explained.
Artes said when the MMDA talked to the latest contractor of the MRT-7, the company said they are the second contractor and that they do not know what happened that caused the missing inlets.
The MMDA chief said the agency is not looking for someone to blame or making excuses but are instead looking for a workable solution.
Artes said the solution the MMDA has come up with is to install two large inlets where water could pass through to the other side of the major thoroughfare to a creek.
According to Artes, there is also a post blocking the drainage that has become a chokepoint for rainwater. As a temporary measure, the MMDA has deployed temporary pumps to redirect the water to the creek on the opposite side of the highway. Last Saturday, the agency said that aside from runoff water, the water level was manageable.
'Hopefully masustain namin whole year round tuwing may pag ulan ang ganitong programa and maayos po yung drainage para maiwasan po yung poste na naitayo.' he said.
(Hopefully, we could sustain this program every time it rains and we fix the drainage to avoid the post that was constraucted.)
The MMDA said the No Contract Apprehension Policy (NCAP) will be implemented along Commonwealth Avenue. — RF, GMA Integrated News

SONA 2025: No one is above the law in missing sabungeros case, says Marcos
President Ferdinand ''Bongbong'' Marcos Jr. vowed in his State of the Nation Address on Monday that no one is above the law as justice is sought for the missing sabungeros. During his fourth SONA, Marcos said the entire government is doing everything to solve the case of missing sabungeros, noting that even those with influence, who are allegedly involved in the crime, will never be above the law. ''Nagtutulungan ang buong pamahalaan para lutasin ang mga kaso ng mga nawawala dahil sa walang pakundangang kagagawan ng mga sindikato sa likod ng madilim na mundo ng mga sabungan,'' Marcos said. ''Hahabulin at pananagutin natin ang mga utak at mga sangkot, sibilyan man o opisyal. Kahit malakas, mabigat, o mayaman, hindi sila mangingibabaw sa batas,'' he added. (The entire government is working together to solve the cases of these persons who are missing because of the ruthless actions of the syndicates behind the dark world of cockfighting. We will hunt and hold accountable the masterminds and those involved, whether they are civilians or government officials. No matter how strong, powerful, or rich, they are not above the law.) A total of 34 cockfighting enthusiasts were reported missing from 2021 to 2022 but the number of those who disappeared could be way higher. Law enforcers said the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. Whistleblower Julie 'Dondon' Patidongan had claimed that more than 100 sabungeros were abducted, killed, and then dumped in the Taal Lake. Patidongan also implicated businessman Atong Ang and actress Gretchen Barreto, an allegation that the two personalities have denied. Marcos has directed a deeper investigation into the disappearances of cockfighting enthusiasts after it was disclosed that cops were allegedly involved in their abduction and death. The government is investigating at least 30 individuals over the missing sabungeros, Justice Secretary Jesus Crispin Remulla earlier said. — RF, GMA Integrated News

SONA 2025: Marcos admits 'reality' of PH education woes, vows reforms
President Ferdinand "Bongbong" Marcos Jr. on Monday vowed aggressive actions to address the learning crisis confronting the Philippine education sector, seeking to create a lasting impact for Filipino students, teachers, and families. During his fourth State of the Nation Address (SONA), Marcos acknowledged issues confronting Filipino learners today, including widespread learning poverty, high dropout rates, and persistent gaps in reading, math, and science proficiency. "Malinaw sa atin ang tumambad na realidad tungkol sa ating mga kabataan ngayon—ang kakulangan sa kaalaman at kakayahan, lalo na sa matematika, sa agham, sa pagbabasa, at sa wastong pag-unawa," the President said. (The reality that has emerged regarding our youth today is clear: the lack of knowledge and skills, especially in math, science, reading, and comprehension.) Expanded support Highlighting his administration's ongoing efforts to eradicate the learning crisis, Marcos touted the rollout of the Academic Recovery and Accessible Learning (ARAL) program for structured interventions in foundational skills. The President also stressed the conduct of summer tutorials and remedial classes, which will be expanded further. Based on the 2022 results of the Programme for International Student Assessment (PISA), the Philippines ranked sixth lowest among the 81 countries and economies that participated in the study, with Filipino learners continuing to lag behind in reading, math, and science. Filipino students ranked second to the last when it comes to creative thinking. READ | Where is PH now in terms of learning recovery? Earlier this month, the nongovernment group Philippine Business for Education (PBEd) sounded the alarm on the worsening state of Philippine education, calling for urgent decentralization and localized reform delivery to address what it called as a "generational crisis" in learning and workforce readiness. The President assured that education remains the most urgent priority of his administration, even more than infrastructure spending. "Sa lahat ng mga pinahahalagahan ng administrasyon, ito pa rin ang nasa rurok (Of all the priorities of this Administration, this remains at the very top)," he stressed. Classroom shortage To address infrastructure gaps in education, Marcos committed to construct 40,000 classrooms before the end of his term in partnership with the private sector. He urged Congress to allocate sufficient funding to meet the growing demand, even as he reported that 22,000 classrooms have been built over the last three years. "Hindi na dapat nabibitin ang oras nila sa klase dahil sa kakulangan sa classroom (Students should no longer lose class hours due to lack of classrooms)," he said. Marcos also underscored the importance of early childhood education, announcing the construction of over 300 Barangay Child Development and Bulilit Centers this year, particularly in underserved communities. Additional funding of P1 billion will be provided to the Department of Social Welfare and Development (DSWD) for the construction effort. — VDV, GMA Integrated News

SONA 2025: Marcos boasts more TESDA scholarships, priority aid for 4Ps students
President Ferdinand 'Bongbong' Marcos Jr. during his State of the Nation Address on Monday touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships, and financial aid for poor families. In his fourth SONA, Marcos reaffirmed his administration's commitment to making both college and technical-vocational education more accessible, especially for disadvantaged youth. 'Dumami din ang nabigyan ng scholarships sa TESDA. Nito lamang 2024, higit pa sa dalawandaang libo ang nadagdag na mga scholarships para sa TechVoc,' Marcos said. (The number of TESDA scholarships has grown. Just in 2024, over 200,000 new Technical-Vocational scholarships were added.) The President emphasized that students from Pantawid Pamilyang Pilipino Program (4Ps) households will be given higher priority in entering college over the next three years. 'Sa mga kasama naman sa Listahanan at 4Ps: itong susunod na tatlong taon, bibigyan natin ng mataas na prayoridad ang mga anak ninyong tutungtong sa kolehiyo,' he said. (For families under the Listahanan and 4Ps: over the next three years, your children entering college will be given top priority.) Marcos noted that more than two million students currently benefit from free public college education, with 260,000 additional scholars added under his term. 'Taon-taon, mahigit dalawang milyong estudyante ang nakakapag-aral ng libreng kolehiyo... Dinagdagan pa natin ng dalawang daan at animnapung libong estudyante ang nakinabang dito,' Marcos reported. (Each year, over two million students benefit from free college education... and under our administration, we added 260,000 more beneficiaries.) For 2026, nearly ?60 billion has been allocated for free tuition and subsidies in public colleges and Tech-Voc programs. Marcos celebrated the country's rise in higher education participation, citing that the Philippines now ranks second in ASEAN in terms of youth enrollment in college and technical-vocational training. 'Napakataas ngayon ng bilang ng kabataan nating pumasok sa kolehiyo at sa TESDA. Pilipinas na ang pumapangalawa sa buong ASEAN,' he said. (We now have a very high number of youth enrolled in college and TESDA. The Philippines is now second in all of the Association of Southeast Asian Nations.) He also lauded the increasing global recognition of local universities and colleges. From just 22 in 2022, 114 Philippine higher education institutions are now recognized internationally, with 68 of them being public schools. To reward academic excellence, Marcos introduced the Presidential Merit Scholarships for top-performing high school graduates. 'Bilang natatanging pagkilala, gagawaran natin ng Presidential Merit Scholarships ang mga high school graduates na makakakuha ng Highest Honors,' he said. (As a special recognition, we will award Presidential Merit Scholarships to high school graduates who receive Highest Honors.) — RF, GMA Integrated News
