SONA 2025: Marcos boasts more TESDA scholarships, priority aid for 4Ps students
In his fourth SONA, Marcos reaffirmed his administration's commitment to making both college and technical-vocational education more accessible, especially for disadvantaged youth.
'Dumami din ang nabigyan ng scholarships sa TESDA. Nito lamang 2024, higit pa sa dalawandaang libo ang nadagdag na mga scholarships para sa TechVoc,' Marcos said.
(The number of TESDA scholarships has grown. Just in 2024, over 200,000 new Technical-Vocational scholarships were added.)
The President emphasized that students from Pantawid Pamilyang Pilipino Program (4Ps) households will be given higher priority in entering college over the next three years.
'Sa mga kasama naman sa Listahanan at 4Ps: itong susunod na tatlong taon, bibigyan natin ng mataas na prayoridad ang mga anak ninyong tutungtong sa kolehiyo,' he said.
(For families under the Listahanan and 4Ps: over the next three years, your children entering college will be given top priority.)
Marcos noted that more than two million students currently benefit from free public college education, with 260,000 additional scholars added under his term.
'Taon-taon, mahigit dalawang milyong estudyante ang nakakapag-aral ng libreng kolehiyo... Dinagdagan pa natin ng dalawang daan at animnapung libong estudyante ang nakinabang dito,' Marcos reported.
(Each year, over two million students benefit from free college education... and under our administration, we added 260,000 more beneficiaries.)
For 2026, nearly ?60 billion has been allocated for free tuition and subsidies in public colleges and Tech-Voc programs.
Marcos celebrated the country's rise in higher education participation, citing that the Philippines now ranks second in ASEAN in terms of youth enrollment in college and technical-vocational training.
'Napakataas ngayon ng bilang ng kabataan nating pumasok sa kolehiyo at sa TESDA. Pilipinas na ang pumapangalawa sa buong ASEAN,' he said.
(We now have a very high number of youth enrolled in college and TESDA. The Philippines is now second in all of the Association of Southeast Asian Nations.)
He also lauded the increasing global recognition of local universities and colleges. From just 22 in 2022, 114 Philippine higher education institutions are now recognized internationally, with 68 of them being public schools.
To reward academic excellence, Marcos introduced the Presidential Merit Scholarships for top-performing high school graduates.
'Bilang natatanging pagkilala, gagawaran natin ng Presidential Merit Scholarships ang mga high school graduates na makakakuha ng Highest Honors,' he said.

President Ferdinand ''Bongbong'' Marcos Jr. on Tuesday acknowledged the role of the World Bank when it comes to supporting Philippine infrastructure projects and addressing climate change. ''For eight decades, you have stood with us in confronting our most pressing challenges—from building critical infrastructure to boosting preparedness against climate change and natural disasters,'' Marcos said during the launch and turnover of the World Bank Group Philippines Country Partnership Framework (CPF) 2025-2031. Marcos said the CPF lays out a clear and strategic path for the next six years. In a separate press release, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan expressed deep appreciation for the World Bank's continued support, highlighting the CPF's strong alignment with the Philippine Development Plan (PDP) 2023-2028 and the country's long-term vision, the AmBisyon Natin 2040. 'We welcome the World Bank's Country Partnership Framework for 2025-2031, which supports our national vision as articulated in the Ambisyon Natin 2040. This framework reinforces our shared commitment to sustainable, inclusive, and resilient growth by focusing on high-impact interventions promoting high-quality job generation, human capital development, climate resilience, good governance, and digital transformation,' he said. The CPF seeks to advance human capital development in the Philippines through improved health and education. It will also aid the country generate more and better jobs by supporting policy and regulatory reforms that boost competitiveness, modernize agriculture, and expand digital infrastructure. Further, the CPF will help build resilience to climate change and other shocks by supporting the government's modernized Pantawid Pamilyang Pilipino Program (4Ps) and expanding adaptive social protection to cover 12.5 million beneficiaries. 170K SHS learners get TESDA certification as gov't shoulders NCII fees

At the launch of the Quality Basic Education Development Plan (QBEDP) 2025–2035, Education Secretary Sonny Angara said the government's move to cover the certification cost—previously pegged at ?1,500 per student—is a 'major breakthrough' for ensuring work-readiness among K–12 graduates. 'Libre po ito. Dati na kailangan bayaran ng ?1,500 kada estudyante kaya maraming hindi nakakuha ng kanilang certification. Ngayon, sagot na po ng gobyerno,' Angara said. (It's free. SOJ Remulla: There is a new witness in missing sabungeros case
Justice Secretary Jesus Crispin Remulla said Tuesday authorities will soon present a new witness in the case of the missing sabungeros that will bolster the credibility of whistleblower Julie 'Dondon' Patidongan alias Totoy. He said he extended his gratitude to Torre for agreeing to his request to relieve a service commander from the case. He said the service commander is also not among the 12 cops who are accused of being involved in the case. The National Police Commission (NAPOLCOM) has found probable cause to file an administrative case against these cops. Remulla said he will compare notes with NAPOLCOM vice chairperson and executive officer Atty. Rafael Calinisan regarding the direction of the investigation. Aside from this, he said he will also talk to President Ferdinand Marcos Jr. this week regarding the case. In his fourth State of the Nation Address (SONA 2025), Marcos said the entire government is doing everything to solve the case of missing sabungeros, noting that even those with influence, who are allegedly involved in the crime, will never be above the law.
