Marcos cites World Bank role in PH infra, climate change mitigation
''For eight decades, you have stood with us in confronting our most pressing challenges—from building critical infrastructure to boosting preparedness against climate change and natural disasters,'' Marcos said during the launch and turnover of the World Bank Group Philippines Country Partnership Framework (CPF) 2025-2031.
''Beyond financial assistance, you have provided deep technical expertise, championed the most effective practices, and reignited a collaborative spirit that pushes us to deliver real, lasting impact for Filipinos,'' Marcos added.
Marcos said the CPF lays out a clear and strategic path for the next six years.
"It echoes the commitments that I shared yesterday, during the State of the Nation Address: better access to healthcare, stronger support for our students, more jobs and livelihood opportunities for our people,'' Marcos said.
''To sustain our gains, we are also prioritizing disaster preparedness throughout the construction of more evacuation centers, modern early warning systems, and faster, more coordinated response efforts,'' he added.
In a separate press release, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan expressed deep appreciation for the World Bank's continued support, highlighting the CPF's strong alignment with the Philippine Development Plan (PDP) 2023-2028 and the country's long-term vision, the AmBisyon Natin 2040.
'We welcome the World Bank's Country Partnership Framework for 2025-2031, which supports our national vision as articulated in the Ambisyon Natin 2040. This framework reinforces our shared commitment to sustainable, inclusive, and resilient growth by focusing on high-impact interventions promoting high-quality job generation, human capital development, climate resilience, good governance, and digital transformation,' he said.
The CPF seeks to advance human capital development in the Philippines through improved health and education. It will also aid the country generate more and better jobs by supporting policy and regulatory reforms that boost competitiveness, modernize agriculture, and expand digital infrastructure.
Further, the CPF will help build resilience to climate change and other shocks by supporting the government's modernized Pantawid Pamilyang Pilipino Program (4Ps) and expanding adaptive social protection to cover 12.5 million beneficiaries.
In line with this, the framework will help 13 million people become more resilient to climate and disaster risks through improved infrastructure, climate-smart agriculture, and enhanced disaster risk financing. — BAP, GMA Integrated News

Amendments to 4Ps law will let beneficiaries stay more than 7 years — DSWD
The Department of Social Welfare and Development (DSWD) said that amendments to the 4Ps program would allow beneficiaries to stay in the program as long as they needed to. During the Post-SONA discussion on Tuesday, DSWD Secretary Rex Gatchalian shared that President Ferdinand Marcos Jr.'s call to amend the 4Ps law would allow those in the program to stay longer than seven years. Gatchalian noted this as a welcome development, as two million Filipinos were about to exit the program in 2026 for reaching the maximum number of years in the program. 'Itong programa na ito namumuhunan tayo sa taong bayan, namumuhunan tayo sa Pilipino. This is an investment in human capital. Kumbaga hindi pa tapos yung ating pamumuhunan, kailangan siguraduhin natin na hindi masayang 'yung investment natin,' he said. (This program invests in the public and Filipinos. This is an investment on human capital. Our investments are not yet over, so we need to ensure that what we have poured in would not be wasted.) Gatchalian noted that the length of a beneficiary's stay in the program should depend on their state and quality of life, and if they would be able to support themselves after graduating from the program. 'Tinignan ng Pangulo yung kapakanan nila at yung estado nila sa buhay rather than yung pipilitin natin na alis sila sa programa, masasayang ang pamumuhunan natin sa kanila at masasayang yung programa sa whole,' he shared. NDRRMC: Marcos admin pushes whole-of-nation approach to community level for disaster response
The Marcos administration is bringing its whole-of-nation approach to the community-level in a bid to strengthen the country's disaster response, Defense Secretary and National Disaster Risk Reduction and Management Council (NDRRMC) Chairperson Gilberto Teodoro Jr. said Tuesday. Teodoro made the remarks during the first day of the post-State of the Nation Address (SONA) of President Ferdinand Marcos, Jr. in San Juan City. During the forum, Teodoro said the public reaction to calamities shows the need for disaster risk reduction efforts to be able to adapt to different situations. He underscored the importance of localizing the whole-of-government approach as different areas in the country experience different kinds of natural calamities. "'Ito ay kumbaga sa national government, whole-of-government approach, ibababa natin sa community," he said. "Kasi ang ating mga komunidad, dahil tayo'y kapuluan, iba't ibang klase ang mga hamon sa kalikasan na hinaharap nila. Ang iba tinatamaan ng bulkan, ang iba binabaha, ang iba storm surge, ang iba vulnerable sa lindol," said Teodoro. (As per the national government, the whole-of-government approach will be adapted to the community. This is due to our different communities, since we are islands, we face many natural challenges. There is the threat of volcanoes, floods, storm surges, and earthquakes.) The national government is also mapping the vulnerabilities of all parts of the country down to the barangay levels, he added. Last week, Marcos said the successive weather systems affecting the country is the "new normal". He also stressed that the public must already plan to adapt as tropical cyclones could not be prevented. "This is not an extraordinary situation anymore. Do not think of it as a special situation, this is... I hate to use the overused phrase but this is the new normal. For his part, Teodoro said the NDDRMC is coordinating with local government units (LGUs) and other government agencies including the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), and Armed Forces of the Philippines (AFP) to deliver services to the public. "Ito talaga ang whole of government approach sa pangunguna mismo ng ating Pangulo na lahat kami ay tumutugon sa isang pahina upang sa ganun si Juan dela Cruz, si Juana dela Cruz ay kaagad masasagip, maliligtas ang buhay," he said. PH gaming industry grows 26% to P214.75B in H1 2025 — PAGCOR
The country's gaming industry saw a double-digit growth in terms of total revenues, reaching over P200 billion in the first half of 2025, thanks to continued popularity of online or digital betting among Filipinos. Data released by the Philippine Amusement and Gaming Corporation (PAGCOR) showed the sector's gross gaming revenues (GGR) stood at P214.75 billion from January to June 2025, up 26% from P171 billion year-on-year. This as the electronic gaming sector — composed of e-games, e-bingo, and bingo grantees – continued to outpace traditional or brick-and-mortar gaming with P114.83 billion in gross revenues or 53.47% of total GGR. Meanwhile, licensed casinos — comprised of integrated resorts and brick-and-mortar casinos in Metro Manila, Clark, Cebu, La Union and Rizal — accounted for 43.47% or P93.36 billion of the industry's GGR. PAGCOR-operated casinos, moreover, contributed the remaining 3.06% or P6.56 billion to the overall industry performance. 'PAGCOR recognizes the earning potential of the e-games sector, but as the country's gaming regulator, our foremost responsibility is to ensure that growth comes with accountability,' said PAGCOR chairman Alejandro Tengco. 'Our role goes beyond revenue generation; and as partners of the government in nation-building, we are committed to always strike a balance between enabling industry expansion and ensuring it aligns with responsible gaming standards,' added Tengco. The PAGCOR chief noted that the gaming industry regulator recently signed a memorandum of understanding with the Ad Standards Council (ASC) to strengthen the monitoring of gambling-related advertisements across all platforms. It also recently ordered the takedown of all gambling ads in public spaces and primetime TV by August 15 this year. 'These efforts are part of our broader mission to ensure that online gambling is not only well-regulated but also aligned with public interest,' said Tengco. — BAP, GMA Integrated News
