Senate panel approves over $600m aid for Ukraine in defence Bill

WASHINGTON - The Senate Armed Services Committee has approved US$500 million (S$640 million) in security assistance for Ukraine as part of its draft language for its Fiscal Year 2026 National Defence Authorisation Act, which also restricts A-10 aircraft retirements.
The National Defence Authorisation Act (NDAA) is an annual policy Bill that authorises funding levels and provides authorities for the US military.
It ensures that American forces have the necessary resources to carry out their missions and is closely watched by weapons makers like Lockheed Martin and Boeing.
The NDAA, passed by the Senate Armed Services Committee with a vote of 26-1 on July 9, 2025, includes a provision to extend the Ukraine Security Assistance Initiative through 2028, increasing authorised funding to US$500 million from US$300 million in 2025.
The initiative aims to bolster Ukraine's defence capabilities as it battles Russian forces which invaded in 2022.
The Bill also prohibits a controversial request made in President Donald Trump's June budget request to retire the Air Force A-10 fleet. The draft requires that the inventory of the A-10 cannot drop below 103 aircraft in FY26, ensuring the continued operation of these close air support planes.
The draft of the Bill will make its way through the legislative process in the coming months.
The lower House of Representatives kept Ukraine support at US$300 million in its version.
The NDAA supports a total of US$925 billion in funding for national defence, with US$878.7 billion allocated to the Department of Defence and US$35.2 billion to the Department of Energy. The Bill also allows for up to US$6 billion in general transfer authority for unforeseen higher-priority needs.
In addition to Ukraine, the NDAA addresses various global security challenges, including threats from China, Iran, and North Korea.
It emphasises the need for technological advancements in areas such as artificial intelligence, unmanned technology, and hypersonic weapons to maintain US military superiority. REUTERS

"What he (Trump) said very clearly is that it is not acceptable for India to continue financing this war by purchasing the oil from Russia," said Stephen Miller, deputy chief of staff at the White House and one of Trump's most influential aides. Miller's criticism was some of the strongest yet by the Trump administration about one of the United States' major partners in the Indo-Pacific. "People will be shocked to learn that India is basically tied with China in purchasing Russian oil. That's an astonishing fact," Miller said on Fox News' Sunday Morning Futures. The Indian Embassy in Washington did not immediately respond to a request for comment. Indian government sources told Reuters on Saturday that New Delhi will keep purchasing oil from Moscow despite US threats. A 25 per cent tariff on Indian products went into effect on Friday as a result of its purchase of military equipment and energy from Russia. Trump has also threatened 100 per cent tariffs on US imports from countries that buy Russian oil unless Moscow reaches a major peace deal with Ukraine. [HONG KONG] Melco Resorts & Entertainment is in talks to expand its brand beyond Macau, with plans to ramp up an asset-light strategy by teaming up with local partners to co-run multi-billion-dollar casino projects, chief executive officer Lawrence Ho said. The approach would help the group reduce debt and capture growth opportunities in emerging markets, Ho, who is also Melco's founder, said in a video interview with Bloomberg News from Colombo on Saturday (Aug 2). He is in the Sri Lankan capital to open a casino resort, its first project under the new strategy. 'Having these new opportunities come up, our asset-light strategy allows us to do those and also have management fees and Ebitda associated with it, without committing serious capital,' Ho said. He did not name the new markets the company is exploring but said the group may reveal more details about its efforts within the next 12 to 18 months. Melco has racked up more than US$7 billion of debt, the highest among Macau's six casino operators, after its global expansion was disrupted by three years of Covid curbs in China that limited tourism. The group is now focusing on reducing its borrowings as Macau's growth potential has been constrained by Beijing's crackdown on high rollers and tighter regulations. Melco is pursuing its asset-light strategy expansion as countries from the United Arab Emirates to Japan and Thailand look to boost tourism by legalising casinos. The group in February announced plans to explore a sale of its Manila resort to help cut debt and free up capital. Ho had previously described Thailand's casino legalisation efforts 'a generational opportunity'. The delay could benefit the group, Ho said, giving the company more time to cut debt and increase capital. City of Dreams Sri Lanka is a US$1.2 billion joint development between Melco and the country's major conglomerate John Keells Holdings. Melco has invested about US$125 million and will operate the gaming floors and some accommodations. The project includes 800 luxury hotel rooms and suites, convention facilities and premium retail spaces. The group also operates a casino resort in Cyprus and is exploring ways to recoup part of its investment, Ho said. Options include replacing some of the initial shareholders' loans with bank loans or bringing in strategic investors, he added. Melco posted US$378 million in adjusted property earnings before interest, taxes, depreciation and amortisation for the three months ended June, up 25 per cent year on year, and beating analysts' expectations. The performance follows a boom in Macau's non-gaming activities, including concerts and entertainment shows, as well as a bullish stock market in Hong Kong and mainland China. The company has stepped up its non-gaming offerings in Macau, including the May relaunch of the long-running show, The House of Dancing Water. The show, which takes place in a 2,000-seat theatre, has helped boost footfall by about a third, Ho said, creating opportunities for the group to attract more visitors to its gaming floors. 'The House of Dancing Water has helped a lot on the non-gaming, including packages with hotels and restaurants,' said Ho. Nio's July deliveries rise 2.5% amid launch of smart large-space SUV

[SINGAPORE] Chinese electric vehicle maker Nio announced on Friday (Aug 1) after trading hours that it had delivered 21,017 vehicles in July, up around 2.5 per cent from 20,498 vehicles in the same month a year prior. This, however, is a month on month decline of nearly 15.7 per cent from 24,925 vehicle deliveries in June 2025. The group recorded 135,167 vehicle deliveries year to date in 2025, an increase of 25.2 per cent year on year. Of the company's July deliveries, 12,675 vehicles were from Nio's premium smart electric vehicle brand NIO; 5,976 vehicles from its family-oriented smart electric vehicle arm ONVO, and 2,366 vehicles from its small smart high-end electric car brand Firefly. The group's cumulative deliveries reached 806,731 as at Jul 31, 2025. This comes on the back of the launch of Nio's smart large-space flagship SUV, the ONVO L90, on Jul 31, with user deliveries starting shortly after. It was built with the evolving needs of large three-row SUV users in mind. The car is designed to be family-centric and offers two seat layouts: a six-seater and seven-seater, with prices starting at 265,800 yuan (S$47,525), or 179,800 yuan with a battery subscription option. Earlier in June 2025, Nio had reported a net loss of US$949.6 million for the first quarter of 2025 ended March, a 30.2 per cent deterioration from the same period a year before. This is despite the EV maker registering a higher total revenue for Q1, of around US$1.7 billion, an increase of 21.5 per cent from the same year-ago period, and a fall of 38.9 per cent from the previous quarter. Shares of Nio closed Friday 5.5 per cent or US$0.25 higher at US$4.79 before the news.
