Litterbugs face community service under amended Malaysia law

The Suna day ago
KUALA LUMPUR: The Dewan Rakyat has passed the Solid Waste and Public Cleansing Management (Amendment) Bill 2025, introducing community service as punishment for littering offences.
Housing and Local Government Minister Nga Kor Ming said the new provision allows courts to issue community service orders alongside fines.
Nga emphasised the need for firm enforcement, urging public support for the ministry's actions.
'When courts impose sentences, let us uphold social justice without politicising the issue,' he said during the parliamentary debate. The Bill was approved by a majority voice vote after discussions involving 14 MPs.
Under the amendment, courts must assess an offender's physical and mental condition before ordering community service.
Nga clarified that the government leaves the duration of service to judicial discretion, citing cases involving individuals with special needs as an example.
To strengthen enforcement, local authorities will receive additional manpower, training, and modern technology.
Nga explained that fines alone have proven ineffective, making community service a more suitable deterrent.
The amendment also requires offenders to wear special vests during service, aiming to foster remorse and environmental awareness.
The Bill seeks to reduce repeat offences, pollution, and disease risks while promoting legal compliance.
Nga highlighted the growing litter problem, stressing that stricter measures are necessary for long-term behavioural change. - Bernama

PM Anwar's welfare initiatives boost public support for Madani govt

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim's latest welfare measures underscore the Madani government's commitment to easing living costs and supporting economic recovery, said Deputy Minister of Entrepreneur Development and Cooperatives Datuk Seri R. Ramanan. The initiatives include a one-off RM100 cash aid for Malaysians aged 18 and above under the Sumbangan Asas Rahmah (SARA) programme, maintained RON95 petrol subsidies at RM1.99 per litre, and deferred toll rate hikes for 10 major highways. Ramanan noted the RM100 assistance, with a RM2 billion allocation, will be distributed digitally without complex eligibility checks. He added that declaring Sept 15 as an additional public holiday aims to boost domestic tourism, particularly benefiting rural economies reliant on visitor spending. The expanded Rahmah Sales Programme, backed by RM600 million, will now cover 600 state constituencies to improve access to affordable essentials. Ramanan, who is Sungai Buloh MP, emphasised the government's data-driven approach in balancing public needs with fiscal responsibility. 'Policy decisions are shaped by transparency and focused on meeting rakyat's needs,' he said. He urged public backing for Madani policies promoting unity and inclusivity amid global economic pressures. – Bernama

Ahmad Ibrahim Sworn In As Senator For Second Term

KUALA LUMPUR, July 23 (Bernama) -- Parti Pesaka Bumiputera Bersatu (PBB) supreme council member Datuk Ahmad Ibrahim was today sworn in as a senator for a second term. He took the oath of office before Dewan Negara president Datuk Awang Bemee Awang Ali Basah. Ahmad was reappointed by the Sarawak State Legislative Assembly for a three-year term, effective today and running until July 22, 2028. Previously, Ahmad, 55, served as a senator from July 22, 2022, until July 21 this year. Meanwhile, Awang Bemee, in his speech, welcomed Ahmad's reappointment and reminded all senators to remain well-informed on current issues, while upholding the principles and responsibilities of the Dewan Negara as the country's highest legislative body. At a press conference after the ceremony, Ahmad said that his reappointment was a mandate to continue defending the rights and privileges of Sarawak, within the framework of the Federal Constitution and the Malaysia Agreement 1963 (MA63). The Kanowit native pledged to carry out the trust placed in him with greater determination, enthusiasm and dedication, supported by fellow members of the Senate. 'Let us continue to move forward, not merely as a voice of protest, but as a voice of hope - not to divide, but to strengthen unity. 'It is not only about defending Sarawak's place in Malaysia, but also about shaping the future of the nation, with a strong and resolute Sarawakian voice as its backbone,' he said.

Azalina Tables Motion To Extend Debate On Auditor-general's Report

KUALA LUMPUR, July 23 (Bernama) -- Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said tabled a motion in the Dewan Rakyat today to extend the debate on the Auditor-General's Report (LKAN) to facilitate institutional checks and balances. She said the move is part of ongoing reforms to enhance the efficiency, transparency, and effectiveness of public entities, and reinforce the government's push for stronger public sector governance and supporting the oversight of the Public Accounts Committee (PAC). 'In line with the principles of transparency and accountability, the MADANI Government has taken a significant step by not only tabling the LKAN in this Honourable House but also allowing it to be openly debated. 'This is a departure from previous administrations that only tabled the report without debate,' she said while tabling the LKAN 2/2025 motion in the Dewan Rakyat today, adding that since June 6, 2023, the report has been debated four times. She said the report, which covers the activities of ministries, departments, statutory bodies and federal government-linked companies, presents audit findings on five programmes, activities, or projects across seven ministries, with a total audited value of RM48.873 billion. Azalina said LKAN 2/2025 highlighted serious irregularities in three of the five audited programmes, potentially undermining their efficiency and intended impact. 'To address these shortcomings and prevent recurrence, the report sets out 22 recommendations for the relevant ministries, departments, agencies and federal government-linked companies to act upon. 'This initiative creates a direct avenue for more members of parliament to play an active role in ensuring government funds are managed prudently in the public interest,' she said. She added that the debate is also intended to provide a platform for discussing concrete steps to address the issues raised, ensuring they are given due attention before effective corrective action is taken.
