Kota Kinabalu: The Sabah Government fully supports efforts to strengthen the Technical and Vocational Education and Training (TVET) ecosystem to ensure that Sabah's youths remain competitive in the job market and are no longer trapped in the cycle of unemployment. Chief Minister Datuk Seri Hajiji Noor said the establishment of the Sabah TVET Council in May this year marked an important paradigm shift in the State's TVET development landscape. 'TVET can no longer be seen merely as an option. It must be embraced as a mainstream choice in efforts to produce a skilled workforce that can shape Sabah's future. 'TVET not only equips individuals with technical skills, but also empowers them, creates job opportunities and serves as a catalyst for the State's economic growth,' he said at the opening ceremony of the Sabah TVET Symposium, here, Wednesday. The text of his speech was read by Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam. Hajiji added that the State Government recognises that technical and vocational skills form the backbone of Sabah's development, particularly given its rich potential in natural resources, oil and gas, agriculture, tourism and manufacturing. 'However, to sustain the growth of these sectors, we need highly skilled human capital that can meet the demands of Sabah's increasingly vibrant industries. 'I also urge the youths to view TVET as a primary choice, not merely an alternative, when planning their future. TVET should be seen as a smart pathway that can produce future professionals, entrepreneurs, and innovators,' he said. 'Sabah's youths must seize the opportunity to participate in TVET programmes, as the courses offered today are aligned with current job market demands, thereby ensuring the marketability of graduates,' he said. Hajiji noted that in the era of the Fourth Industrial Revolution (IR 4.0) and the rapid wave of digitalisation, skills in technical fields, automation and artificial intelligence (AI) have become highly valuable assets. 'If Sabah's youths are not equipped with these skills, we risk being left behind in this wave of change. Therefore, TVET is the best platform to develop a highly skilled workforce that can drive Sabah's progress,' he said. He said the State Government's commitment to human capital development is clearly reflected through various initiatives and strategic investments. The latest statistics indicate that Sabah's unemployment rate has decreased from around 8.2 per cent in 2021 to 7.5 per cent in 2023. 'Although this rate remains higher than the national unemployment rate, the downward trend is encouraging and reflects the effectiveness of various economic and human capital development initiatives undertaken by the Government,' he said. However, Hajiji noted that data from the Department of Statistics showed Sabah still faces challenges, with youths aged 15 to 24 accounting for more than half - 58.6 per cent - of the State's total unemployed. Additionally, 55.8 per cent of unemployed individuals in Sabah possess only secondary school qualifications. 'These figures clearly show that many of our youths require skills training and further education to improve their employability,' he said. In this regard, he said the symposium, themed 'Sustainable TVET for the Future of Sabah's Human Capital: An Integrated TVET Ecosystem', is highly relevant to the current needs of Sabah. 'At this stage, I cannot provide any definitive outcome, as the study will only commence during the 13MP and is expected to conclude after the plan ends. Advertisement 'However, PSD (Public Service Department) will begin initial assessment earlier, including benchmarking retirement ages in other countries,' he told reporters after visiting Siti Rubiah Mohammad, the widow of the late Kamal Ariffin Mohamed, a retired officer from the Kota Bharu Municipal Council, under the Santuni Pesara outreach programme here Thursday. Wan Ahmad Dahlan noted that several countries already have higher retirement ages than Malaysia, such as Singapore at 62, and Scandinavian nations, where it can go up to 70. Malaysia, too, has certain schemes with extended retirement, including judges who retire at 66. 'This is not an unusual consideration for the government. However, such a policy shift will require a long-term approach and will not be implemented in isolation. 'PSD will engage with various stakeholders, including retirees' associations, the Congress of Unions of Employees in the Public and Civil Services (Cuepacs), and youth associations, as they too will be affected by this policy,' he said. Commenting on concerns that extending the retirement age may affect productivity, Wan Ahmad Dahlan stressed the need for a thorough and evidence-based study. 'We cannot draw premature conclusions. Some countries have successfully maintained productivity despite a higher retirement age,' he added. On July 31, Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 13MP, announced that the retirement age policy would be reviewed as part of Malaysia's transition toward becoming an ageing nation. This is outlined in 13MP's Ninth Strategic Focus Area, which emphasises social justice and equal opportunity for all Malaysians. The Prime Minister also noted that any decision must take into account various factors, including financial implications and the potential impact on employment opportunities for younger workers. In May 2025, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said had proposed that the government consider raising the mandatory retirement age from 60 to 65, saying that it is a loss to the nation if individuals are forced to retire at 60 despite still being healthy, energetic, and able to contribute meaningfully to the workforce. Currently, the mandatory retirement age for public sector employees in Malaysia is 60. KOTA KINABALU (Aug 21): Around 97 percent of oil palm plantation smallholders in Sabah have received Malaysian Sustainable Palm Oil (MSPO) certification, among the highest rates in the country. Chief Minister Datuk Seri Hajiji Noor said as of April this year, the certification covers more than 30,000 smallholders and over 191,000 hectares of plantation land. He stressed that amid global pressure for deforestation-free supply chains, advancing certification and traceability is vital for Malaysia to maintain credibility and recognition among key stakeholders. 'In Sabah, we are making progress, with about 97 per cent of the planted area and over 92 per cent in Sarawak certified under MSPO. However, we must push toward 100 per cent inclusion, particularly for independent smallholders,' he said at the East Malaysia Palm Oil Forum (EMPOF2025) here today. His speech was delivered by State Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe. Hajiji said the state government has adopted the Jurisdictional Approach for Sustainable Palm Oil (Jaspo), launched in 2015, with the goal of achieving 100 percent certified sustainable palm oil production statewide by 2030. 'Jaspo aligns Sabah's ambitions with national and international standards such as MSPO, the Roundtable on Sustainable Palm Oil (RSPO), and the EU Deforestation Regulation (EUDR). It ensures that no stakeholder is left behind, especially smallholders, who account for over 27 percent of Sabah's production,' he said. Sabah currently has 1.48 million hectares under cultivation, with annual output exceeding 4.2 million metric tonnes of crude palm oil (CPO). Together with Sarawak, the two states account for more than 55 percent of Malaysia's total oil palm planted areas, cementing the country's position as the world's second-largest palm oil producer. Hajiji noted that the industry supports the livelihoods of more than 300,000 Malaysians and over 85,000 smallholders nationwide, while also reshaping rural areas through infrastructure such as roads, schools, clinics and digital connectivity. Meanwhile, Malaysian Palm Oil Council (MPOC) chief executive officer Belvinder Sron highlighted that Malaysia's CPO production reached 19.3 million tonnes last year, with East Malaysia contributing 43.7 percent, or 8.4 million tonnes. Within East Malaysia, Sabah led with 4.3 million tonnes or 22.1 percent of Malaysia's total output, while Sarawak contributed 4.1 million tonnes or 21.6 percent. However, Belvinder noted that production has stagnated since peaking at 19.9 million tonnes in 2017, due to shrinking mature areas, ageing trees, labour shortages and weather disruptions. 'Looking ahead, accelerating replanting is crucial. We need to raise replanting rates to four to five percent annually,' she said. Bursa Malaysia Derivatives Berhad director Mohd Saleem Kader Bakas said EMPOF's return reflects East Malaysia's growing role in the palm oil sector. He noted that Sabah has recorded over RM100 billion in annual trade over the past three years, with palm oil as a major contributor. 'This underscores the sector's importance to the state's economy and its impact on rural livelihoods. Sabah continues to lead not only in production, but also in sustainability and conservation efforts,' he said. Saleem added that Jaspo unites smallholders, mills, NGOs, buyers and local authorities to promote sustainability across the supply chain, citing conservation work such as biologist Farina Othman's collaboration with farmers to protect Bornean elephants as proof that agriculture and conservation can coexist. 'Together, these initiatives reflect Sabah's commitment to a more sustainable and inclusive palm oil industry,' he said.

"We also propose expanding the scope of the half-rate tax concessionary regime for commodity trading to include the captive commodities traders serving group companies outside Hong Kong and include the financial commodity transactions, such as derivatives trading."Low-altitude economy is another area that CPA Australia supports to diversify the economy, for its potential to transform logistics, mobility, and urban Wong added: "Hong Kong can lead in low-altitude innovation by establishing demonstration zones, collaborating with the Greater Bay Area on cross-border channels, and attracting global talent to this emerging sector. With strong research capabilities and a growing commitment to innovation and technology implementation – evidenced by the establishment of government-led Regulatory Sandbox pilot projects, Hong Kong is well-positioned to translate innovation into practical applications."An efficient and effective government process to deliver public services, and a green environment for sustainable development are crucial factors to do business, as well as to attract enterprises and investments to Hong Kong. Therefore, CPA Australia proposes a suite of initiatives including the promotion of a robust e-government Cyrus Cheung, Deputy Divisional President of CPA Australia in Greater China 2025 said: "We suggest the Government considers modernising operations and implements a 'tell us once' compliance model for individual and business data access in a secure and convenient manner. For example, we propose introducing legislation to allow data sharing across relevant and approved government agencies, and to establish an integrated platform that enhances data management across governmental departments. To simplify the processes of public services, we also suggest the Government reduces its reliance on in-person authentication where appropriate, and consolidates government services onto a single platform, such as iAM Smart, which allows online authentication across different services."Mr Cheung also emphasised the importance of sustainable development in shaping Hong Kong's future. He called for better alignment of the Hong Kong Taxonomy for Sustainable Finance with the international standards to attract investment in green projects."Energy policy is core in our sustainability goals.
