
Bengaluru stampede: Karnataka govt hints at RCB announcement in Ahmedabad after IPL win being a trigger
The Royal Challengers Bengaluru (RCB) cricket team made an announcement on June 3 in Ahmedabad at 11.30 pm about hosting celebrations in Bengaluru on June 4 for its first-ever Indian Premier League (IPL) final victory, the Karnataka government Thursday said in a factual narration of events in a report given to the Karnataka High Court on the June 4 stampede at Bengaluru's M Chinnaswamy cricket stadium that resulted in the death of 11 RCB fans.
'On factual narration what emerges is that on the evening of June 3, at 11.30 PM, they have stated that they are coming to Bengaluru for celebrations,' state Advocate General K M Shashikiran Shetty told a division bench of the Karnataka High Court after providing a report in a sealed cover on the stampede deaths, as sought by the court.
The high court has posed nine questions to the Karnataka government with regard to the June 4 stampede.
Among the questions posed by the HC are, 'When and who has taken the decision to hold the victory celebration and in what manner?' Whether 'any permission was sought to organize the event?' and 'whether any SOP (Standard Operating Procedure) has been formulated to manage a crowd of 50,000 and above in any sports event and celebrations of this nature?'
The Karnataka government, which also felicitated the RCB team on June 4 in Bengaluru, has been arguing in the courts that the cause of the stampede at the Chinnaswamy cricket stadium was the unilateral decision of RCB to invite fans for an open celebration in Bengaluru on June 4 – through announcements in Ahmedabad on June 3 (including those by key RCB players after the win) and social media posts early on June 4.
The government has argued that open invitations were extended to fans without RCB obtaining the official clearances needed from the Bengaluru police for hosting the event.
'The pre incident, the incident, the post incident – we have given a factual narration and answered all your queries to the extent possible on the basis of the material that is available,' the Karnataka advocate general told the HC on Thursday after handing over a report.
The division bench of the HC comprising Acting Chief Justice V Kameswar Rao and Justice C M Joshi adjourned the suo motu petition for further hearing on June 17 after noting that the AG had 'filed the report sought by us'.
The high court also ordered that 'all the original correspondence – both offline/online – of all stakeholders involved in organizing the event should be kept in safe custody.' The HC identified the Karnataka chief secretary to be the custodian of the correspondence.
In the wake of the Bengaluru stampede, the state government had suspended five police officers – including the Bengaluru police commissioner – on June 6. It also constituted a one-man judicial commission to probe the stampede incident and the deaths.

RCB's senior official Nikhil Sosale granted interim bale by Karnataka High Court
New Delhi [India], June 13 (ANI): Royal Challengers Bengaluru's senior official, Nikhil Sosale, who was arrested over the June 4 stampede during the team's maiden IPL title triumph celebrations, has been granted interim bail by the Karnataka High Court, according to ESPNcricinfo. More than a week after the incident, Sosale and two officials from DNA Networks, the event management company associated with RCB, were released on specific conditions, the most notable of which was the surrender of their passports, according to ESPNcricinfo. ESPNCricinfo also reported that Sosale and all RCB officials who are part of the management team are likely to undergo an internal investigation by the parent company, Diageo. The incident occurred when thousands of fans gathered to catch a glimpse of their favourite players. Eleven people lost their lives and several were injured in a stampede outside Bengaluru's M Chinnaswamy stadium as a huge crowd of nearly 3 lakh people had gathered to witness the victory celebration of RCB. The Karnataka Police had filed an FIR against the Karnataka Cricket Board Administrative Committee, RCB, among others, concerning the stampede incident. Last Saturday, two top Karnataka State Cricket Association (KSCA) officials, secretary A. Shankar and treasurer ES Jairam, resigned, citing 'moral responsibility.' KSCA President Raghuram Bhat confirmed the development, saying that the resignations were discussed and accepted during an emergency meeting. He assured that the cricket body will cooperate with the investigation. 'When the inquiry takes place, we have already told the government and the High Court that we will never shy away from anything that is there. We are ready to cooperate with the investigation,' Bhat told reporters. The Bengaluru Police also filed the first information report (FIR) against the popular IPL franchise last Thursday, as per ESPNCricinfo. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which controls the stadium. RCB expressed 'heartfelt condolences' to the families of the deceased in a statement, and since then has resorted to silence over the matter. (ANI)
